As discussed in a previous post, harsh rhetoric about Cuba recently has come from the lips of U.S. Vice President Mike Pence and the new U.S. Ambassador to the Organization of American States (OAS), Carlos Trujillo. Now there has been more such rhetoric.
On May 2, the Vice President at his Ceremonial Office in the Eisenhower Executive Office Building in Washington, conducted the swearing-in of Carlos Trujillo, a Cuban-American, as the new U.S. Permanent Representative to the Organization of American States. In his remarks, the Vice President said, “In Cuba, the Castro name may be fading, but its legacy of tyranny lives on and hangs over that country like a cloud, darkening the future of all who call that island home.”
On May 7, the Vice President appeared at a Special Meeting of the Permanent Council of OAS at its headquarters in Washington, D.C. and said the following about Cuba:
“In Cuba, the longest-surviving dictatorship in the Western Hemisphere still clings to power. For nearly 60 years, the Castro family systematically sapped the wealth of a great nation and of the Cuban people. While the Castro name is now fading, the oppression and police state they imposed is as powerful as ever.”
“Today, the United States once again stands with the Cuban people in their stand for freedom. No longer will our dollars fund Cuba’s military, security, and intelligence services — the core of that regime. And in this administration, we will stand and we will always say, ‘Que Viva Cuba Libre.’”
“But Cuba’s leaders have never been content to stifle just their own people’s freedom. For generations, that communist regime has sought to export its failed ideology across the wider region. And today, the seeds of Cuban tyranny are bearing fruit in Nicaragua and Venezuela.”
The main topic of his address, however, was the announcement of new U.S. measures against Cuba’s major ally, Venezuela: imposing financial sanctions on three Venezuelans; providing $2.5 million to help Venezuelans temporarily living in Colombia; and demanding Venezuela’s president to open the country to international aid. In addition, Pence demanded that the country suspend what he called a fraudulent election later this month and called for the other OAS members “to cut off Venezuela’s corrupt leaders from laundering money through your financial systems;” “to enact visa restrictions that prevent Venezuela’s leaders from entering your nations;” “to hold [President] Maduro accountable for destroying Venezuela’s democracy;” and to vote to suspend Venezuela from the OAS.
At his May 2 swearing-in, Ambassador Trujillo criticized President Obama’s being in Cuba in 2016 “shaking hands, eating hotdogs, and celebrating a baseball game with a dictator who tortured and imprisoned political prisoners and dissidents throughout many years.” The new Permanent Representative concluded by saying, “I look forward to working diligently with that resolve and never wavering until Venezuela, Cuba, Nicaragua, and the Western Hemisphere is free and able to enjoy the liberties and democracies that we all celebrate.” (Emphasis added.)
On Sunday, May 6, on Univision, Trujillo said that “Raul Castro should be tried for his crimes against human rights” and that he hopes for the OAS , and for other agencies, that these trials will be held.” These comments were supported by a spokesman for the International Justice Commission of Cuba, which is composed of civil rights activists from 10 countries.
The Cuban response was provided on May 7 by its Foreign Ministry’s Director General for the United States, Fernandez de Cossio. He rejected what he called “aggressive and false” statements by Vice President Pence at the OAS meeting. Indeed, Pence allegedly lied when he claimed that the U.S. has a long-standing commitment on the continent to democracy and freedom and that the U.S. supports the Cuban people. Moreover, the U.S. has intensified the blockade (embargo) of the island, aimed at stifling its economy and people while the OAS Is “known for its support for the most horrendous crimes on the continent, ranging from coups and brutal dictatorships to assassinations, torture and disappearances.”
Minister Fernandez continued. Vice President Pence does not realize that Latin America is different and that the U.S. policies will fail. Cuba will continue to build an independent, sovereign, socialist, democratic and sustainable country, and will also continue to support the construction of our America in solidarity and respectful of the diversity of peoples.
On April 19, Miguel Diaz-Canel officially became Cuba’s new President of the Councils of State and Ministers. Born after the Revolution in 1960, he grew up in the central province of Villa Clara, about three hours from Havana, the son of a schoolteacher and a factory worker. He studied electrical engineering at the Central University of Las Villas, where he was active in political life. After service in the Cuban military and a civilian mission to Nicaragua, he started work for the Communist Party of Cuba in 1993, and has advanced within the Party and the government to the position of First Vice President of the Councils of State and Ministers before his inauguration as President.
President Díaz-Canel’s Inaugural Address
Granma, the official newspaper of the Communist Party of Cuba, had the following introduction to the inaugural address: “On the morning of April 19, a historic date . . . [which saw] the first defeat of Yankee imperialism [at the Bay of Pigs in 1961] . . . [and which now] . . . sees the inauguration of a new [Cuban] government that makes evident the continuity of the new generations with the legacy of the historic generation that founded the Cuban Revolution in the highest leadership positions of the country, compañero Miguel Mario Díaz-Canel Bermúdez,.”

Díaz-Canel began by recognizing the leadership of Army General Raúl Castro, the candidate for deputy to have received the most votes in the recent general elections; as well as the Comandante of the Revolution, “who on being in this room offers us the opportunity to embrace history.”
Díaz-Canel “also referred to the ‘dark attempts to destroy us’ of those who have not been able to destroy ‘our faith.’” (Emphasis added.)
With the inauguration of this new legislature, he emphasized, the electoral process comes to its conclusion. “The Cuban people, who have massively participated throughout, are conscious of its historic importance. They have elected their representatives based on their capacity to represent their localities, without media campaigns, corruption or demagoguery. Citizens have elected humble, hard-working people as their genuine representatives, who will participate in the approval and implementation of the country’s policies. This process has contributed to the consolidation of unity in Cuba.”
On the people’s expectations about this government, he stressed that the new Council of State must continue “acting, creating and working tirelessly, in a permanent bond with its dignified people.”
He also added that if anyone wanted to see Cuba in all its composition, it would be enough to look to its National Assembly, with women occupying decisive positions in the state and the government. However, he warned, it does not matter how much we resemble the country we are, if the commitment to the present and the future of Cuba is lacking. The raison d’être of the Councils of State and Ministers is the permanent link with the population.
Díaz-Canel pointed out that during the closing of the last Party Congress [in 2016], Army General Raúl Castro Ruz made it clear that his generation would hand over the flags of the Revolution and Socialism to the younger generations. This emphasizes the importance of the crucial mandate given by the people to this legislature, and as such its work in all areas of the nation’s life must be perfected.
“I assume this responsibility with the conviction that all we revolutionaries, from any trench, will be faithful to Fidel and Raúl, the current leader of the revolutionary process,” the new President of Cuba stated. (Emphasis added.)
He then stressed that the men and women who forged the revolution “give us the keys to a new fraternity that transforms us into compañeros and compañeras,” and highlighted, as another inherited achievement, the unity that has become indestructible within the Cuban Party, that was not born from the fragmentation of others, but from those who intended to build a better country.
For that reason, he said, “Raúl remains at the forefront of the political vanguard. He remains our First Secretary, as the reference that he is for the revolutionary cause, teaching and always ready to confront imperialism, like at the start, with his rifle at the ready in the moment of combat.” (Emphasis added.)
Regarding the revolutionary and political work of the Army General, he highlighted his legacy of resistance and in the search for the continued advancement of the nation. “He put his sense of duty ahead of human pain,” he said in reference to the loss of Comandante en Jefe Fidel Castro on November 25, 2016.
Likewise, he highlighted Raúl’s grandeur as a statesman, forming a national consensus, and the manner in which he led the implementation process of the country’s social and economic guidelines. He also highlighted how he had made the return of the Five Cuban Heroes [in December 2014] a reality, so longed-for by Fidel.
Raúl has marked Cuba’s international relations with his own spirit: he directed diplomatic relations with the United States; he led the rotating presidency of CELAC; Cuba’s hosting of the Colombian peace talks; and he has been present in all regional and hemispheric summits, always defending Our America. That is the Raúl we know, Díaz-Canel stressed.
The new Cuban President also recalled how the Army General, still very young, participated in the Granma expedition, undertook the struggle in the Sierra Maestra, was promoted to Comandante, and developed government experiences that would be applied in the country after the revolutionary triumph.
“I am aware of the concerns and expectations at a moment like this, but I know the strength and wisdom of the people, the leadership of the Party, the ideas of Fidel, the presence of Raúl and Machado, and knowing the popular sentiment, I state before this Assembly that compañero Raúl will head the decisions for the present and future of the nation.” (Emphasis added.)
“I confirm that Cuban foreign policy will remain unchanged. Cuba will not accept conditions. The changes that are necessary will continue to be made by the Cuban people.” (Emphasis added.)
He also called for the support of all those who occupy leadership responsibilities at different levels in the nation, but, above all, of the people. “We will have to exercise an increasingly collective leadership. Strengthening the participation of the people.”
“I do not come to promise anything, as the Revolution never has in all these years. I come to fulfill the program that we have implemented with the guidelines of Socialism and the Revolution.” (Emphasis added.)
And as for the enemies of the revolutionary process, he said: “Here there is no space for a transition that ignores or destroys the work of the Revolution. We will continue moving forward without fear and without retreat; without renouncing our sovereignty, independence and development programs.”
“To those who through ignorance or bad faith doubt our commitment, we must tell them that the Revolution continues and will continue. The world has received the wrong message that the Revolution ends with its guerrillas.” (Emphasis added.)
Former President Raúl Castro’s Response
Immediately after the inaugural address, Raúl Castro, the former President and still the General Secretary of the Communist Party of Cuba, closed the second plenary session of the National Assembly of Popular Power [Cuba’s national legislature], with the following remarks: Below is a photograph of Castro during his speech.
Castro recalled the victory of Cuba during the mercenary invasion of Playa Girón [Bay of Pigs]. “That moment was of great importance, especially when Fidel declared the socialist nature of the Revolution, he said.”
“He also pointed out the opportunity of recognizing the work carried out by the electoral commissions and of candidates to all the instances, as well as of the set of institutions that collaborated for the good performance of the elections. He also congratulated the elections of the National Assembly to the State Council of the country.”
Castro “said that Miguel Mario Díaz-Canel Bermúdez had worked as an engineer, and his work as an officer of the FAR. Then he was proposed as a professional cadre of the Union of Young Communists, from where he gradually rose to achieve his promotion as a Professional Party cadre.”
He pointed out that Díaz-Canel, during the [most acute phase of the] Special Period “was a member of the Provincial Party Committee in Villa Clara, where he spent nine years. Then he spent six years in Holguín. “He was born in Villa Clara, where he was quiet, because it was a territory he knew well; and it was after that that he was sent to one of the great provinces of the east, Holguin, as we did with more than a dozen young people, most of whom came to the Political Bureau, but who failed to be promoted. He was the only survivor.
Castro also stressed that Díaz-Canel had been a member of the Central Committee since 1991 and was promoted to the Political Bureau 15 years ago. He fulfilled a mission in Nicaragua and graduated from the National Defense College. In 2009 he was appointed Minister of Education. Five years ago he was elected First Vice President of the Councils of State and Ministers; and since then “a group of members of the Political Bureau had the feeling that we had hit the nail on the head,” referring to Díaz’s ability to assume the presidency. He was responsible in the ideological sphere of the Central Committee of the Party.
Raul pointed out that the election of Diaz-Canel is not a coincidence “because of his preparation he is the best and we know that because of his dedication he will have absolute success in the task entrusted to him by our supreme body of ‘Popular Power.” (Emphasis added.)
Comrade Díaz-Canel over the years he has demonstrated work capacity, ideological solidity and commitment to the Revolution.
The National Assembly of Popular Power has 42% new members and a female representation of 48.4%. Castro emphasized that women, young people and people of color occupy decision-making positions in the life of the nation.
“It is up to the Party, the State and the Government to fulfill and enforce, with due intentionality, the promotion of young people, women and mestizos, to posts that guarantee the renewal of the revolution.
He welcomed the ratification of the presidency of the National Assembly, and the proposal of Diaz-Canel, as allowed by the Constitution, so that the Council of Ministers will be made known at the next session of the Assembly, which will take place in July, because that it will allow for a prudent time for the movements of paintings to be made.
“I will continue to serve as Second Secretary of the Central Committee of the PCC, in what is my second and last mandate, which ends in 2021, when we will complete the transfer to the new generations. From then on, I will be one more soldier with the people defending this Revolution. So that there is not the slightest doubt, I want to emphasize that the PCC, in the figure of its First Secretary, will continue supporting the [new] president.” (Emphases added.)
Regarding the new generations, he warned that one of the permanent bets of the enemy is to penetrate, confuse and alienate youth from the ideals of the work and the revolutionary culture leading them instead towards disengagement towards ethics, solidarity and the sense of duty.
Castro said that in the next constitution there will be no changes in the strategic objective of the Party, which our people will support as in 1976, when Cubans voted in favor of the current constitution with 98% support.
He pointed out that in the Plenary Session of the Central Committee held in March of this year, the economic and social status of the nation was analyzed. The new constitution has lagged behind us, he clarified, because the country’s main problems are not resolved, because the participation of the organisms from the base was not achieved for the adequate implementation of the adopted policies.
We never had any illusions that it would be a short and easy process, because its dimensions reached all sectors of society, and we had to overcome egalitarianism and its negative consequences in the national economy, he added.
In the case of the socioeconomic context of the nation, Castro assured that the experiment of the non-agricultural cooperatives will continue and with respect to the monetary duality he said that he continues to give serious headaches, as well as the need for wage reform. He also emphasized the need for a coherent communication policy. (Emphasis added.)
He also recalled the difficult circumstances in which the country’s economy had to develop, and the considerable damages caused by the intense drought of the last 3 years and the recent hurricanes that affected most of the country. (Emphasis added.)
With regard to foreign debt, he stressed that a renegotiation has been carried out, which has helped to free the new generations of a sword of Damocles and the consequent restitution of the credit prestige of the country. The Army General congratulated the Minister of Economy, Ricardo Cabrisas, on his performance in that process.
He also made a call to save resources, claiming that we usually ask for too much, so we have to plan better.
“Defend unity, resist and resist, that is the duty of revolutionaries,” he said.
Regarding foreign policy issues, said the recent Summit of the Americas was marked by the neo-hegemonic attitude of the United States, whose commitment to the Monroe Doctrine was ratified, especially with the exclusion of Venezuela from that international event. (Emphasis added.)
It was known that they would set up a show, and Cuba went to Lima with its own right and its head high, which confirms the determination of the Cubans to defend their principles and their values. The Cuban delegation, together with that of Bolivia and other countries, prevented a single front against Venezuela. The interventions of our foreign minister, on behalf of the government and Cuban people, constituted a worthy response against the contents of the interventionist speech of the Vice President of the United States, Raul said. (Emphasis added.)
“The members of civil society defended the voice of Cuba and the peoples of America with vigor. I take this opportunity to congratulate all the members of the Cuban delegation that participated in this event, “he said.
The Army General stressed Cuba’s commitment to ALBA because we are the world’s region of greatest inequality in the distribution of wealth, and the gap between rich and poor is huge and growing despite the efforts made in the past decades, when Progressive governments pushed for policies to mitigate this evil, he said.
He rejected accusations of human rights violations in Cuba. He highlighted diplomatic relations with the European Union and the progress of ties with China. (Emphasis added.)
“In just 11 days our people will march together united by our streets and squares commemorating the International Labor Day and showing the majority support of the Cubans to the Party and its Revolution.
As anticipated, these comments by Díaz-Canel and Castro demonstrate a collective intention to continue Cuba’s current direction, domestically and internationally. Their mutual admiration is shown in the photograph below.
In another post we will look at U.S. reaction to the change in Cuba leadership. Some of that reaction was recorded before the actual inaugural of Díaz-Canel.
The confrontation of Presidents Donald Trump and Raúl Castro at the Summit of the Americas in Peru, as anticipated in a prior post, did not happen. Each of them cancelled his trip to the Summit. Instead Cuba sent its Foreign Minister, Bruno Rodriguez, while the U.S. sent Vice President Mike Pence, and the two of them exchanged verbal insults. The Secretary of the Organization of American States (OAS), Luis Almagro, also leveled criticism at Cuba.
On April 13, the OAS Secretary said the governments at the Summit “cannot allow the Cuban people to continue to be oppressed by an infamous dictatorship, a dictatorship that carries the weight of decades of human rights violations … tortures and executions. We have to be faithful to fundamental ethical values. Indifference in the face of dictatorship is to break the fundamental ethical values of policy.”
Cuba since 1962 has been suspended from the OAS. Nevertheless, “the resolutions of the OAS still apply to Cuba because it is still part of the Inter-American system. A suspension does not spare it from having to meet its responsibilities. That’s why we demand democracy for Cuba and the application of the Inter American Democratic Charter.”
The Secretary General also urged those at the Summit to “continue to put pressure on the regime. Let’s not recognize the [Cuban] rules for succession that the dictatorship wants to impose on its people.” This was an endorsement of the call earlier in the week by about 30 former heads of state and government from Spain and Latin America who urged the governments at the Lima summit to refuse to recognize the new Cuba government that is scheduled to be appointed April 18 or 19.
Almagro also condemned the Cuban delegation in Lima for an outburst of screams and slogans on Thursday that forced him and civil society activists to move a meeting to a closed-off hall. The Cuban delegates shouted “liar” at Almagro and “down with the worms” at the Cuban opposition activists in the room. “Today we had a very clear example of the levels of intolerance and how they want to silence the voice of dissidents in Cuba,” said the OAS secretary general. “They brought intolerance to our system, brought the voice of hatred, the voice that certainly tries to drown other voices. They have tried to dismantle our own democracy, the functioning of the Summit of the Americas. And that we cannot allow,” Almagro said. “And we cannot allow that in Cuba. It would not be ethical.”
On April 14, Cuba Foreign Minister Rodríguez addressed the Summit. “Our America, . . ., united by a common destiny in the search for its second and definitive independence, continues being sacked, intervened and vilified by the North American imperialism that invokes the Monroe Doctrine for exercise of domination and hegemony over our peoples.”
“It is a story of wars of conquest, dispossession of territories, invasions and military occupations, coups d’état and imposition of bloody dictatorships that assassinated, disappeared and tortured in the name of freedom; of rapacious plundering of our resources.
Today there is the danger of a return to the use of force, the indiscriminate imposition of unilateral coercive measures and bloody military coups.”
He continued, “Our America, with its cultures and history, the territory, the population and its resources can develop and contribute to the balance of the world, but it is the region with the most unequal distribution of income on the planet.”
“The richest 10 percent amass 71 percent of the wealth and, in two years, one percent of the population would have more than the remaining 99 percent. It lacks equitable access to education, health, employment, sanitation, electricity and drinking water.”
“We will only advance through regional integration and the development of unity within the diversity that led to the creation of CELAC [Community of Latin American and Caribbean States].”
“Recent events show that the OAS and its hysterical Secretary General are instruments of the United States.”
“Now, the objective is to reestablish imperialist domination, destroy national sovereignties with unconventional interventions, overthrow popular governments, reverse social conquests and restore, on a continental scale, wild neoliberalism. For this, the fight against corruption is used as a political weapon; prosecutors and judges act as ‘political parties’ and voters are prevented from voting for candidates with strong popular support, as is the case of the President, political prisoner, Luiz Inacio “Lula’ Da Silva whose freedom we demand.”
“It is hidden that corruption prevails among conservative politicians, parliamentarians and politicians and in electoral systems, in corrupt laws and political models, by nature, based on money, on corporate ‘special interests.’”
“People are manipulated from private monopolistic property on media and technological platforms. In electoral campaigns, there are no ethical limits: hate, division, selfishness, slander, racism, xenophobia and lies are promoted; neo-fascist tendencies proliferate and walls are promised, militarization of borders, massive deportations, even of children born in the territory itself.”
“In the hemisphere, massive, flagrant and systematic violations of civil and political human rights are increasing; and economic, social and cultural rights of hundreds of millions of human beings.”
What democracy and values are spoken of here? Of those of President Lincoln or the “dream” of Martin Luther King , that would elevate the American people to whom indissoluble bonds unite us ?, Or of those of Cutting and of the supposed “anti-system” extremist conservative?
“Cuba will not accept threats or blackmail from the government of the United States. We do not want confrontation, but we will not negotiate anything of our internal affairs, nor will we yield a millimeter in our principles. In defense of independence, the Revolution and Socialism, the Cuban people have shed their blood, assumed extraordinary sacrifices and the greatest risks.”
“The progress made in recent years [2014-2016], based on absolute sovereign equality and mutual respect, which are now reversed; They showed tangible results and that civilized coexistence, within the deep differences between governments, is possible and beneficial for both.”
“The [U.S.] blockade [embargo] and financial persecution harden, cause deprivation to our people and violate human rights, but the isolation of the US government throughout the world, in American society itself and in Cuban emigration also grows with respect to that genocidal policy, obsolete and unsuccessful.”
“The international rejection of the occupation of our territory in Guantánamo by the Naval Base and the detention and torture center located in it increases equally. [The U.S.] suffers total discredit [of] the pretext to reduce the staff of the Embassies and affect the right to travel of Cubans and Americans.”
“Next April 19, in the year 150 of our independence fights, with the constitution of a new National Assembly of the Popular Power will culminate the general elections. Cubans and Cubans, especially the youngest, closely linked to the Party of the nation, founded by Martí and Fidel; together with Raúl, we will commemorate the victory against the mercenary aggression of Playa Girón [Bay of Pigs], firm, confident and optimistic.”
On April 14, as the last scheduled speaker at the Summit, Vice President Mike Pence touched on many issues. He said the following about Cuba.
A ”tired communist regime continues to impoverish its people and deny their most fundamental rights in Cuba. The Castro regime has systematically sapped the wealth of a great nation and stolen the lives of a proud people. Our administration has taken decisive action to stand with the Cuban people, and stand up to their oppressors.”
“No longer will the United States fund Cuba’s military, security and intelligence services — the core of that despotic regime. And the United States will continue to support the Cuban people as they stand and call for freedom.”
“But Cuba’s dictatorship has not only beset its own people, as we all well know — with few exceptions in this room acknowledging that. Cuba’s dictators have also sought to export their failed ideology across the wider region. And as we speak, they are aiding and abetting the corrupt dictatorship in Venezuela.”
Earlier Vice President Pence met with Rosa María Payá, daughter of the late Cuban dissident Oswaldo Payá, who told him about Cuba Decide, a movement that promotes political change in Cuba through peaceful mobilization and the holding of a binding plebiscite whereby the Cuban people would decide their political system. Payá said, “What the Cuban people want is freedom, what the Cuban people want is to decide on another system.” Pence told her that he admires “enormously the courage” that her father had, “his commitment to freedom in Cuba” and her “courage” with her current “important work. ‘We are with you for the freedom of the Cuban people,’
Invoking the right of reply, Cuba Foreign Minister Rodríguez had these additional comments on April 14.
“The Vice President of the [U.S.] seems ill-informed, ignores reality, hides the truth. I want to ask Mr. Pence directly if the Monroe Doctrine guides his government or not, in his policy toward Latin America. I want to respond with words from Bolívar: ‘The United States seems destined by Providence to plague America with miseries in the name of freedom.’ I want to quote Marti: ‘What I did up to now, and I will do, is to prevent the United States from spreading through the Antilles and falling with that force more on the lands of America.’”
“I reject the insulting references to Cuba and Venezuela and the humiliating attitude for Latin America and the Caribbean that [the U.S.] has assumed. The moral vacuum of the government of the [U.S.] cannot be, it is not a reference for Latin America and the Caribbean.”
“In the last 100 years they bear the responsibility for the most brutal abuses against human rights and human dignity. All the despotic governments in the region, all without exception, have been imposed or have received support from the government of the [U.S.], including the most cruel military dictatorships. Shameful acts like Operation Condor or the bloody coup d’état in Chile are about the conscience of North American governments.”
“Mr. Pence’s country has been the first and the only one to use the nuclear weapon against innocent civilians. It is responsible for criminal wars and hundreds and hundreds of thousands of deaths, massacres of civilians, including children, women and the elderly, which they call collateral damage. It is responsible for acts of torture, disappearances, extrajudicial executions and kidnappings.”
“The government of the [U.S.] is the author of massive, flagrant and systematic violations of the human rights of its own African-American citizens, of Hispanics, of migrants and of minorities. It is a shame for humanity that in this country of extreme wealth there are tens and tens of millions of poor people. They have a differentiated racial pattern in their prisons and the application of the death penalty is where most judicial errors associated with the execution of people occur; It is where students are killed by guns, whose lives were sacrificed to the imperative of political lobbying, particularly in Florida”
“The government of the [U.S.] has received tens and tens of millions of dollars from the arms lobby, and a Miami senator [Marco Rubio] has received no less than 3 million for the same concept. Miami is where the political mafias are, where confessed international terrorists take refuge and is also the place of the famous electoral fraud of the year 2000.”
“Mr. Pence has not said, when he talks about corruption, that his country is the center of the laundering of financial assets of drug trafficking and the smuggling of arms to the south that destabilizes entire countries. The electoral system that has elected him and the legislature, in which he has served for a long time, is corrupt by nature, because it is supported in an unusually legal way in corporate financial contributions and the so-called Political Action Committees.”
“It is the [U.S.] government that imposes a fierce protectionism, which does not take into account that it will ruin industry, agriculture and employment throughout our region. It is where the political lobby has imposed the idea that climate change is an anti-American invention. It is the political and electoral system where there has been scandalous traffic with the private data of tens of millions of its citizens.”
“If [the U.S.] government were interested in the well-being, human rights and self-determination of Cubans, it could lift the blockade, collaborate with our international cooperation, instead of sabotaging it, and give funds to Cuban medical collaboration programs in the world and literacy programs.”
Mr. Pence “has referred insultingly to Cuba. I respond with the text of the Proclamation of Latin America and the Caribbean as a Zone of Peace, signed in Havana by the Heads of State of Latin America and the Caribbean in 2014, whose principles include the inalienable right of peoples and States to freely give their own political, economic, social and cultural system.” I also respond with a paragraph of the historical document signed at the time of this event, at the José Martí International Airport in Havana, by His Holiness Pope Francis and by His Holiness Patriarch Kirill . . .:’Our fraternal encounter has taken place in Cuba, at the crossroads between North and South, East and West. From this island, symbol of the hopes of the New World and of the dramatic events of 20th century history … ‘”
“We are a few hours away from the 57th anniversary of the [Bay of Pigs] bombing of US planes at airports in Cuba, in which Cubans died in defense of our independence and sovereignty, in whose farewell to duel the socialist character of the Cuban Revolution was proclaimed, and It is surprising that, f[after] so many decades, Vice President Pence has come here to use the same language that led governments of that time to carry out this terrible event.”
“The events that have taken place in recent years [2014-2016] show that coexistence between the United States and Cuba is possible, productive and can be civilized. For that, do not wait for him, nor the delegation that now occupies the seat that he has just left, for Cuba to give up one millimeter of its principles, nor cease in its efforts to build socialism.”
Unfortunately these verbal skirmishes are to be expected in the Age of Trump at gatherings like the Summit. Now we all will see whether this week’s election of Cuba’s new President of the Council of State will lead to any changes in at least the rhetoric between the two countries. Also unfortunately most observers, including this blogger, do not anticipate any immediate changes.
 Then Secretary of State Rex Tillerson on February 1, 2018, in response to a professor’s question said that U.S. citizens had “forgotten about the importance of the Monroe Doctrine and what it meant to this hemisphere and maintaining those shared values. So I think it’s as relevant today as it was the day it was written.” (See Secretary Tillerson’s Provocative Comments About Latin America, dwkcommentaries.com (Feb. 7, 2018).)
 Operation Condor was campaign of political repression and state terror in Latin American countries involving intelligence operations and assassination of opponents, mainly civilians, originally planned by the CIA in 1968 and officially implemented in 1975 by the right-wing dictatorships of the Southern Cone region of South America.(Operation Condor, Wikipedia.)
 In 1973 Chili’s military deposed its President Salvador Allende and his government. In 2000 the U.S. Intelligence Community released a report that stated, “Although CIA did not instigate the coup that ended Allende’s government on 11 September 1973, it was aware of coup-plotting by the military, had ongoing intelligence collection relationships with some plotters, and—because CIA did not discourage the takeover and had sought to instigate a coup in 1970—probably appeared to condone it.” (1973 Chilean coup d’état, Wikipedia.)
On April 10 President Trump cancelled his scheduled attendance at the Summit of the Americans in Peru. The stated reason was his need to attend to the new crisis in Syria: the Syrian regime chemical weapons attack on some of its citizens and President Trump’s announcement that the U.S. was considering a military response.
The New York Times reporter, Julie Davis, said, “Scrapping the trip spared Mr. Trump potentially unpleasant interactions with leaders of Latin American nations whose citizens have been insulted by his harsh language about their countries as sources of illegal immigration, criminal gangs and illicit narcotics. White House officials said Vice President Mike Pence would attend the summit meeting in the president’s place.
“Skipping the Summit of the Americas sends a terrible message about U.S. disengagement in our hemisphere, compounding negative message of Trump’s Cuba, NAFTA and immigration policies,” was the opinion of Benjamin J. Rhodes, who served as a deputy national security adviser in Mr. Obama’s White House and who was the principal negotiator of the U.S.’ opening to Cuba in December 2014.
A similar opinion was voiced by Richard E. Feinberg, a senior Latin America fellow at the Brookings Institution and professor at the University of California San Diego’s School of Global Policy and Strategy. He said, “Trump’s dropping out of the Lima summit is an appalling demonstration of disrespect for Latin America. “This has to be seen in the context of a president who has been ranting and railing against Latin America continually for the last several years. They’re his bête noire. They’re his scapegoat for everything that’s wrong in America, from immigration to narcotics to alleged loss of jobs from trade.”
A more nuanced opinion was offered by Christopher Sabatini, executive director of Global Americans, a group promoting better engagement in the region. He said, “The truth is, given the level of discourse on trade, immigrants and intervention coming from this administration, not paying much attention to the region may be welcome by a number of governments as they search for their own alternatives. The question though is what it means for U.S. leadership, not just now but over the long term.”
The region’s leaders seemed to be taking the U.S. decision in stride, reflecting some of the unease generated by Trump’s anti-immigrant rhetoric and growing economic self-confidence in a region long resentful of Washington’s dominance.
The U.S. State Department announced that Acting Secretary of State John J. Sullivan will accompany Vice President Mike Pence at the Summit, where the U.S. “will promote priorities of mutual interest to the region, including supporting democracy; addressing the political and humanitarian crisis and restoring democracy in Venezuela; stemming corruption and transnational crime, and promoting economic prosperity.” Sullivan will meet separately with leaders from Peru, Brazil, Haiti, Mexico, Bahamas, Barbados, Guyana, Jamaica, St. Lucia, El Salvador, Guatemala, and Honduras.
The State Department noted that Sullivan “will also engage with members of Cuban and Venezuelan independent civil society.” Apparently he will avoid meeting with Cuban President Raúl Castro.
In another release the Department said it had “received numerous, credible reports that the Cuban government prevented, and continues to prevent, members of independent civil society from traveling to Peru to participate in the Summit . . . . Cuban authorities prevented these individuals’ travel through arbitrary stops at the airport, short-term detentions, and visits to individuals’ homes to warn them against trying to leave the island.”
The Department’s release further stated that the U.S. “condemns these actions. We call on the Cuban government to facilitate full, robust participation in the Summit by allowing the free and unrestricted travel of its citizens, a universal human right.” As a result, the U.S. “stands with the brave activists facing repression by the Cuban regime. We are working with the Government of Peru and civil society to promote a Summit that features open, inclusive dialogue with the full participation of independent civil society representatives from Cuba and the hemisphere.”
At the Press Briefing the same day, the Department said that on April 12 Sullivan would be meeting with “with Cuban NGOs and opposition leaders,” but there was no meeting scheduled with Castro.
Cuba has an official delegation of people from its purported civil society, who already are in Peru to attend the alternative Peoples Summit that has been organized by Peru’s General Confederation of Workers (CGTP). Its leader said it would express “support for the Cuban Revolution and reaffirm the commitment to progressive and left governments of Latin America and the Caribbean currently being ‘sabotaged by imperialism.”’ On April 12 they have planned an anti-imperialist rally called “Trump out of Peru,” but with Trump not coming, they will have to have a different theme.
The official Cuba delegation of civil society has criticized “attempts by mercenaries and groups with links to terrorists to pass for supposed representatives of Cuban civil society.” The official delegation’s official statement expressed their desire “to contribute the experience of the Cuban Revolution that has, over almost 60 years, constructed a consensus in favor of our political, economic, and social system, forged through participative, socialist democracy, in which human beings constitutes the highest priority, and in which government is exercised by the people.”
These Cubans vandalized a Lima billboard that said in Spanish (here in English translation): “Cuba, enough of corruption, repression and impunity, stop human rights violations.”
There has been lots of news over the U.S. diplomats with medical problems from serving in Cuba. But there is still official uncertainty over the cause of those problems and resulting cooler Cuba relations with the U.S. and warmer relations with Russia.
CBS News on October 10 reported that one of the 22 U.S. diplomats who has suffered from purported “sonic attacks” in Cuba had asserted that the U.S. was trying to hide the attacks.
In addition, this individual reportedly told CBS that the attacks had happened at the Embassy itself, their Havana quarters and hotels, that the State Department “pressured” some U.S. embassy officials who had been injured to remain on the island and “waited too long” to withdraw personnel and that the initial treatment by doctors in Havana and at the University of Miami Hospital in the U.S. was “superficial and incomplete.”
The State Department denied these allegations later the same day. Its Spokesperson, Heather Nauert, at a press briefing, said, “We have an ongoing investigation that’s being spearheaded out of the [U.S.] with our best investigators on that, so they continue to move ahead with that investigation. We still don’t know who is responsible and we still don’t know what is responsible for the injuries of our American staff.” (Emphasis added.)
Pressed by other reporters about the above comments by one of the victims and by the Department’s recent identification of only two Havana hotels where some of the attacks occurred, Nauert said the following:
“I was just speaking with one of our colleagues who served down there in Cuba and is recently back here in the [U.S.]. And I asked this person that very question: ‘How do you feel that we responded?’ And I’ve asked numerous of my colleagues that very question. . . . [W]e all care deeply about how our folks are doing down there. And I asked the question, ‘Do you feel supported by us? Do you feel that we were quick enough to respond?’ And the answer I got back was ‘yes.’ . . . it took a while to put this together, because the symptoms were so different.”
“But this person said to me once we figured out a pattern, . . . the State Department was extremely responsive. This person said to me that they . . . never felt the pressure to stay in Cuba, although they wanted to make it clear that they wanted to serve down there. These folks love what they’re doing, they feel a real dedication to . . .our mission down there in Cuba, the activities that they were involved with on behalf of the U.S. Government with local Cubans, and they were encouraged by the State Department to come forward, please get tested if you feel like you’ve had some sort of symptoms or something.”
“I don’t have the actual timeline in front of me that lays out when attacks took place at different locations, and I’m not even sure that that is something that we’re making public. But once we started to figure out what this was all about and started to investigate and realized that we were not able to protect our people, that’s when the Secretary made [the decision to reduce U.S. personnel at the Embassy in Havana].”
U.S. Government Statements About the Attacks and Relations with Cuba
On October 12 White House Chief of Staff, John Kelly, provided a very unusual press briefing. Unusual because the chief of staff rarely, if ever, provides such a briefing. The apparent major reason for the briefing was to provide a platform for him to deny that he was quitting or being fired as chief of staff. In addition, in response to a reporter’s question, Kelly stated, “We believe that the Cuban government could stop the attacks on our diplomats.” But he provided no bases for that belief and was not challenged with additional questions by the journalists. (Emphases added.)
Later that same day Kelly’s comment was interpreted (or qualified) by the State Department spokeswoman, Heather Nauert, who said, “General Kelly, when he said we believe that they can stop the attacks, I think what he was referring to was, one, we have the Vienna Convention [on Diplomatic Relations]. And under the Vienna Convention, . . . the Government of Cuba, has a responsibility to ensure the safety of our diplomatic staff. That didn’t happen. But there’s also another well-known fact, and that is that in a small country like Cuba, where the government is going to know a lot of things that take place within its borders, they may have more information than we are aware of right now.” (Emphases added.)
The next day, October 13, President Trump addressed the 2017 Values Voter Summit. It included the following comment: “We’re confronting rogue regimes from Iran to North Korea and we are challenging the communist dictatorship of Cuba and the socialist oppression of Venezuela. And we will not lift the sanctions on these repressive regimes until they restore political and religious freedom for their people.” (Emphases added.)
Two days earlier (October 11) Vice President Mike Pence delivered a speech at a National Hispanic Heritage Month celebration at the Naval Observatory in Washington, D.C. in which he referred to meeting people from the Cuban communities here in the U.S., and had seen “the spirit of the Cuban exile community in this country firsthand.” On that same day, the Vice President continued. “President Trump announced a new policy to ensure that U.S. dollars will no longer prop up a military monopoly that exploits and abuses the Cuban people. Under this administration, it will always be “Que viva Cuba libre!”(Emphases added.)
The Associated Press obtained an audio recording of what some of the U.S. personnel in Cuba heard. Says the AP, it “sounds sort of like a mass of crickets. A high-pitched whine, but from what? It seems to undulate, even writhe. Listen closely: There are multiple, distinct tones that sound to some like they’re colliding in a nails-on-the-chalkboard effect.” The AP adds that it has “reviewed several recordings from Havana taken under different circumstances, and all have variations of the same high-pitched sound.”
Similar Problems at U.S. Embassy in Moscow, 1953-1976
The BBC reports that in May 1953 U.S. officials at the Moscow embassy detected a microwave frequency that oscillated above the upper floors at certain times, sometimes up to eight hours a day, and that autumn some embassy workers felt inexplicably ill. At first it was dizziness, palpitations, headaches, blood pressure too high or too low. But no one understood what was happening.
In 1962, those who were still there or even those who had already left had more severe symptoms: sudden cataracts, alterations in blood tests or chromosomes. In 1965 the U.S. began what was known as the “Moscow Viral Study,” a multimillion-dollar operation in which scientists apparently looked for the potential exposure of workers to an unknown strain of a mysterious and potent virus. The eventual conclusion was the Soviets were “bombing” the U.S. embassy with very low-level microwaves, which the U.S. called the “S ENAL Moscow.” This persisted until April 1976.
From Cuba, the Associated Press reports that “the common reaction in Havana is mocking disbelief” about the attacks.
The same tone was struck by Miguel Diaz-Canel, the first vice president who is widely expected to succeed Raul Castro when he steps down as president in February. He said, “A few spokespeople and media outlets have lent themselves to divulging bizarre nonsense without the slightest evidence, with the perverse intention of discrediting Cuba’s impeccable behavior.”
Journalists from the Guardian newspaper in London reported that “senior neurologists” say that ”no proper diagnosis is possible without more information and access to the 22 US victims,” but speculate that the diplomats’ ailments could have been caused by “mass hysteria.”
According to the Miami Herald, “after the election of President Donald Trump, the pace of [Cuba’s] bilateral contact with Russia has been frantic,” even more so after the eruption of U.S.-Cuba relations associated with the medical problems of U.S. diplomats. Here are such examples:
Just days before Foreign Minister Rodriguez’ September 26 meeting with Secretary of State Tillerson at the State Department, the Minister met with his Russian counterpart Sergei Lavrov on the sidelines of the U.N. General Assembly gathering. The conversation was “confidential,” according to a press release issued by the Russian Foreign Ministry.
On July 26 Cuban diplomat Josefina Vidal, the main negotiator with the U.S., went to Moscow and met with Deputy Foreign Minister Sergei Ryabkov.
Cuba’s ambassador to Russia has met with Ryabkov at least five times so far, this year.
Last December, just after the election of Mr. Trump, Russia and Cuba signed an agreement to modernize the Cuban army, and this year Russian officials — including military personnel — have made frequent visits to Havana.
In March, the Russian company Rosneft signed an agreement to ship 250,000 tons of crude oil and diesel to offset the decline in Venezuelan oil shipments to Cuba.
Rosneft also has discussed other joint projects with Cuba for oil extraction and the possibility of modernizing the Cienfuegos refinery, operated jointly by Cuba’s CUPET and Venezuela’s PDVSA.
In April, Russia offered to fund $1.5 million in U.N. projects in Cuba for hurricane recovery and later pledged to support recovery efforts following damage caused by Irma.
In September, Cuban Vice President and Minister of Economy Ricardo Cabrisas signed a package of agreements with Russia in the energy, rail transport and elevator-supply sectors.
Recently, Cuban news agency Prensa Latina, which has an office in Washington, and the Russian news agency Sputnik signed an official cooperation agreement.
These developments are no surprise to Richard Feinberg, an expert at Brookings Institution and a former U.S. policymaker for Latin America during Bill Clinton’s administration. He says, “[Vladimir] Putin’s message is not difficult to understand. [He] longs to regain the past imperial glory and relations with Cuba follow that same pattern.” Feinberg added, “From the point of view of the Cubans, they are looking to diversify their relationships. As closer economic relations with the U.S. do not seem likely for at least the next few years, they are looking for alternative allies, especially from countries with strong states like Russia and China that can offer favorable payment terms, something very welcome in an economy with poor international credit standards.”
In the above and the many other reports about the medical problems affecting some U.S. personnel serving in Cuba, I find it astounding that there still is official uncertainty about the cause or causes of the medical problems.
It also is astounding that no journalist or other commentator has publicly asked whether the U.S. has investigated whether the problems were caused by a secret and perhaps malfunctioning U.S. program or device and if so, to provide details. Such a possibility would help explain the delay in the U.S. public announcement of this set of medical problems and the apparent U.S. reluctance to share details of its investigation with Cuban investigators, all as discussed in previous posts to this blog. Moreover, this possibility would render various U.S. reactions—reducing the U.S. personnel at the U.S. Embassy in Havana, expulsion of 15 Cuban diplomats and the latest U.S. travel warning—as cover ups and as excuses for additional tightening of U.S. screws on Cuba.
Moreover, Trump’s hostile rhetoric and actions regarding Cuba, which are unjustified in and of themselves, have adverse effects on other important U.S. interests, including the prevention of increasing Russian influence in Latin America.
During the week of September 18-22, U.S.-Cuba relations was one of many topics of discussion at the U.N. General Assembly and the U.N. Security Council. Here are those details.
As discussed in a prior post, on September 19, U.S. President Donald Trump delivered a lengthy speech to the General Assembly that, in part, criticized Cuba. He said,
The U.S. “ has stood against the corrupt and destabilizing regime in Cuba and embraced the enduring dream of the Cuban people to live in freedom. My administration recently announced that we will not lift sanctions on the Cuban government until it makes fundamental reforms.”
“From the Soviet Union to Cuba to Venezuela, wherever true socialism or communism has been adopted, it has delivered anguish and devastation and failure. Those who preach the tenets of these discredited ideologies only contribute to the continued suffering of the people who live under these cruel systems.”
The next day (September 20) U.S. Vice President Mike Pence appeared at the Security Council to support reform of the U.N. peacekeeping function and to vote in favor of a resolution to that effect that was adopted that day. To “keep the peace most effectively, this body must have the credibility to pursue peace by advancing the cause of human rights. It’s no coincidence that some of the most dangerous regimes in the world are also some of the worst abusers of human rights.”
“That was the purpose under which the U.N. Human Rights Council was formed. But the truth is, the Human Rights Council doesn’t deserve its name. As we look at the membership of the council today, we see nations that betray these timeless principles upon which this institution was founded. Today, the United Nations Human Rights Council actually attracts and welcomes many of the worst human rights violators in the world. A clear majority of the Human Rights Council’s members fail to meet even the most basic human rights standards. [One of them is Cuba,] an oppressive regime that has repressed its people and jailed political opponents for more than half a century.” (Emphasis added.)
The Vice President added that the Security Council “must reform the Human Rights Council’s membership and its operation. . . . [The U.S. calls] on the Security Council and this entire body to immediately embrace reforms of the membership and practices of the Human Rights Council and end the [latter’s] blatant bias against our cherished ally Israel.”
The Cuban response to both of these U.S. statements was provided in a speech at the General Assembly on September 22 by Cuba’s Foreign Minister, Bruno Rodriguez Parrilla, as shown in the following photograph. 
The following are his lengthy comments about these speeches and other aspects of the U.S.-Cuba relationship:
The U.N.’s “2030 Agenda for Sustainable Development lacks the means for its implementation, due to the egoism and lack of political will of the [U.S.] and other industrialized countries.”
“What is the miraculous recipe that President Donald Trump recommends to us in the absence of the financial flows of the Marshall Plan? Who will contribute the resources for that? How can this be reconciled with the ‘America First’ idea advanced by Presidents Reagan and Trump?”
“President Trump ignores and distorts history and portrays a chimera as a goal to be pursued. The production and consumption patterns . . . of neoliberal capitalism are unsustainable and irrational and will inexorably lead to the destruction of the environment and the end of the human species.”
“Can anyone forget about the consequences of colonialism, slavery, neocolonialism and imperialism?”
“Could the several decades of bloody military dictatorships in Latin America be referred to as an example of a successful capitalism? Does anyone know of any recipe of neoliberal capitalism that has been better applied than those which destroyed the Latin American economies in the 1980s?”

Multilateralism should be protected and reinforced in the face of the imperialist interests of domination and hegemony.The democratization of the Security Council, both in terms of its composition and its working methods, is a most urgent task. The strengthening of the General Assembly and the recovery of the functions that have been usurped from it are indispensable.”
“The ‘patriotism’ invoked in the U.S. statement is a perversion of humanism, the love and loyalty to the homeland and of the enrichment and defense of national and universal culture. It embodies an exceptionalist and supremacist vision of ignorant intolerance in the face of diverse political, economic, social and cultural models.”
“In developed countries, the loss of legitimacy of political systems and parties worsens and electoral abstentionism is on the rise. Corruption, whether legal or illegal, has turned into metastasis. So is the extreme case of the so-called ‘special interests’ or corporate payments in exchange for benefits in the country that spends the highest amount of money in electoral campaigns and where, paradoxically, a candidate with the lowest number of popular votes can be elected or entitled to govern with a negligible support by voters.”
There has been an increasing and unheard-of use of science and technology to exercise hegemony, mutilate national cultures and manipulate human behavior, as is the case of the so-called ‘big data’ or psychometry, used for political and advertising purposes. Seven consortia keep a strict control of whatever is read, watched or heard in the planet. Technologies are being monopolized. The governance of digital networks is dictatorial and discriminatory and, despite appearances, the digital divide between rich and poor countries is increasing.”
“The opportunities and rights of youths, migrants and workers are curtailed and their human rights are openly and systematically violated”
On September 20, “U.S. Vice-President, Michael Pence, ridiculously ignoring the functions of the Security Council and attempting to establish new prerogatives, said that [the Security Council] should modify the composition and methods of the U.N. Human Rights Council, which ‘doesn’t deserve its name’ because ‘a clear majority of the Human Rights Council members fail to meet even the most basic human rights standards.’ I suppose he is not including, in this case, his own country, which will in fact deserve to be included because of its pattern of systematic violations of human rights, namely the use of torture, arbitrary detentions and imprisonment–as occurs at the Guantanamo Naval Base–, the assassination of African-Americans by law enforcement agents, the killing of innocent civilians perpetrated by its troops and the xenophobia and repression against immigrants –including minors– as well as its scarce adherence to international instruments.”
“On June 16, . . . President Trump announced the new Cuba policy of his administration, which is a setback in U.S.-Cuba bilateral relations and undermines the bases established two years ago to advance towards a new type of relation between our countries, characterized by respect and equality. The U.S. Government has decided to tighten the economic, commercial and financial blockade by imposing new obstacles to the already limited possibilities its business community had to trade with and invest in Cuba as well as additional restrictions on U.S. citizens willing to travel to our country.”
“Those decisions ignore the support from broad sectors in the U.S., including the majority of Cuban émigrés, to the lifting of the blockade and the normalization of relations. They only serve the interests of a group of Cuban origin, based in South Florida, which is an ever more isolated and minoritarian group that insists in harming Cuba and its people for having decided to defend, at all costs, the right to be free, independent and sovereign. Today we reiterate our condemnation of the measures aimed at tightening the blockade and reaffirm that any strategy intended to destroy the Revolution will fail.”
“Likewise, we reject the manipulation of the human rights issue against Cuba, which has a lot to be proud of and has no need to receive lessons from the [U.S.] or anyone.”
We “express our strongest condemnation of the disrespectful, offensive and interventionist statement against Cuba and the Cuban government, made [by President Trump]. We remind him that the [U.S.], where flagrant human rights violations are committed, which raise deep concern among the international community, has no moral authority to judge my country. We reaffirm that Cuba will never accept any preconditions or impositions, nor will it ever renounce any of its principles.”
“Regarding the alleged incidents that. . . have affected U.S. diplomatic officials in Havana we categorically affirm that the Cuban government rigorously and seriously abides by its obligations under the Vienna Convention on Diplomatic Relations in relation to the protection and the integrity of all diplomats without any exception, including those from the [U.S.] Cuba has never perpetrated nor will it ever perpetrate actions of this sort. Cuba has never allowed nor will it ever allow its territory to be used by third parties with that purpose. The Cuban authorities, based on the preliminary results of the priority investigation that is being carried out with a high technical component, following instructions from the top level of our government, has taken into account the data contributed by the U.S. authorities and so far has found no evidence whatsoever that could confirm the causes or the origin of the health disorders referred to by U.S. diplomats and their relatives. The investigation to clarify this issue continues, and in order to be able to arrive to a conclusion, it will be crucial to count on the cooperation of the U.S. authorities. It would be unfortunate if a matter of this nature is politicized.”
“As was expressed by the Cuban President Raul Castro Ruz, Cuba is willing to continue negotiating all pending bilateral issues with the United States, on the basis of equality and absolute respect for the sovereignty and independence of our country; and maintaining a respectful dialogue and cooperation in areas of common interest with the U.S. government.”
“Cuba and the [U.S.] can cooperate and coexist, respecting their differences and promoting everything that benefits both countries and peoples, but no one should expect Cuba to make concessions that affect its sovereignty and independence.”
“The Cuban people will not cease in their legitimate claim for the lifting and total elimination of the economic, commercial and financial blockade and will continue to denounce the strengthening of that policy. In November Cuba will once again present to the [U.N.] General Assembly [a resolution for ending the U.S. blockade of Cuba]. “
The above comments by President Trump and Vice President Pence, while not surprising from their administration, are a most unfortunate retreat from the efforts by President Obama and President Castro to normalize the two countries’ relations and abandon U.S. hostility towards the island.
The U.N. Human Rights Council was created by the U.N. General Assembly on March 15, 2006, by resolution 60/251. Therefore, it seems unlikely that the U.N. Security Council has any authority to make changes in the structure of the Human Rights Council, and Vice President Pence’s suggestion that this be done seems inappropriate unless it was intended as a call for the Security Council to recommend that this be done.
The lengthy comments by Cuba’s Foreign Minister Rodriguez are also not surprising with perhaps one exception. With respect to the medical problems of some U.S. diplomats stationed in Cuba, he said, “The investigation to clarify this issue continues, and in order to be able to arrive to a conclusion, it will be crucial to count on the cooperation of the U.S. authorities. It would be unfortunate if a matter of this nature is politicized.” All reports to date have indicated that the two countries are cooperating on investigating these issues, and the Foreign Minister’s comment seems to suggest that future U.S. cooperation was questionable. Is this so? If so, that would be most unfortunate and inadvisable for many reasons. The statement about the possible U.S. politicization of this issue is also surprising unless it was an indirect reference to the letter to the Trump Administration by five Republican U.S. Senators led by Senator Marco Rubio (FL) that called for several U.S. actions against Cuba over this problem, including closure of the U.S. Embassy in Havana, as was discussed in an earlier post.
This coming November there will be a General Assembly debate and vote on Resolution A/72/50 42: Necessity of ending the economic, commercial and financial embargo imposed by the United States of America against Cuba. It is widely assumed that this will be adopted by an overwhelming margin; the similar resolution last year passed, 191-0 (with two abstentions by the U.S. and Israel), as discussed in a prior post.
 The same day (September 20) the U.N. Human Rights Council in Geneva, Switzerland issued a reprimand of Cuba while U.S. and Cuba representatives traded comments on Cuban human rights. This will be discussed in a subsequent post.
On June 16 in the Little Havana district of Miami, Florida, President Donald Trump announced a reversal of some aspects of the Cuba normalization policies that had been instituted by his predecessor, President Barack Obama. With a flourish at the end of his speech, Trump signed the National Security Presidential Memorandum on Strengthening the Policy of the United States Toward Cuba to document the new policy. Back in Washington, D.C. the White House issued a Fact Sheet and a Background Briefing and the U.S. Department of the Treasury issued Frequently Asked Questions and Answers About the New Policy.
An examination of these documents, however, reveals that there is more smoke than fire to the changes. Most of the preexisting normalization policies and actions are not affected, and the changes that were made by executive action can be overturned by federal legislation.
Subsequent posts will review U.S. and Cuban reactions to these changes before providing this blogger’s reactions and recommendations.
The Memorandum’s purpose in grandiose language is “to promote a stable, prosperous, and free country for the Cuban people. . . . [to] channel funds toward the Cuban people and away from a regime that has failed to meet the most basic requirements of a free and just society [and to condemn abuses by the Cuban regime]. . . . [The] Administration will continue to evaluate its policies so as to improve human rights, encourage the rule of law, foster free markets and free enterprise, and promote democracy in Cuba.” (Section 1)
The Memorandum in section 2 then states the Administration’s policy shall be to:
“(a) End economic practices that disproportionately benefit the Cuban government or its military, intelligence, or security agencies or personnel at the expense of the Cuban people.
(b) Ensure adherence to the statutory ban on tourism to Cuba.
(c) Support the economic embargo of Cuba described in [federal statutes] . . . (d) Amplify efforts to support the Cuban people through the expansion of internet services, free press, free enterprise, free association, and lawful travel.
(e) Not reinstate the ‘Wet Foot, Dry Foot’ policy, which encouraged untold thousands of Cuban nationals to risk their lives to travel unlawfully to the [U.S.].
(f) Ensure that engagement between the [U.S.] and Cuba advances the interests of the [U.S.] and the Cuban people. . . . [including] advancing Cuban human rights; encouraging the growth of a Cuban private sector independent of government control; enforcing final orders of removal against Cuban nationals in the [U.S.]; protecting the national security and public health and safety of the [U.S.], including through proper engagement on criminal cases and working to ensure the return of fugitives from American justice living in Cuba or being harbored by the Cuban government; supporting [U.S.] agriculture and protecting plant and animal health; advancing the understanding of the [U.S.] regarding scientific and environmental challenges; and facilitating safe civil aviation.”
The Memorandum in section 3 concludes with detailed directions for implementation.
The White House Fact Sheet on this policy change stated the following as its objectives: (1) “Enhance compliance with United States law—in particular the provisions that govern the embargo of Cuba and the ban on tourism; (2) Hold the Cuban regime accountable for oppression and human rights abuses ignored under the Obama policy; (3) Further the national security and foreign policy interests of the United States and those of the Cuban people; and (4) Lay the groundwork for empowering the Cuban people to develop greater economic and political liberty.”
The Fact Sheet then stated the following “Summary of Key Policy Changes:”
“The new policy channels economic activities away from the Cuban military monopoly, Grupo de Administración Empresarial (GAESA), including most travel-related transactions, while allowing American individuals and entities to develop economic ties to the private, small business sector in Cuba. The new policy makes clear that the primary obstacle to the Cuban people’s prosperity and economic freedom is the Cuban military’s practice of controlling virtually every profitable sector of the economy. President Trump’s policy changes will encourage American commerce with free Cuban businesses and pressure the Cuban government to allow the Cuban people to expand the private sector.”
“The policy enhances travel restrictions to better enforce the statutory ban on United States tourism to Cuba. Among other changes, travel for non-academic educational purposes will be limited to group travel. The self-directed, individual travel permitted by the Obama administration will be prohibited. Cuban-Americans will be able to continue to visit their family in Cuba and send them remittances.”
“The policy reaffirms the United States statutory embargo of Cuba and opposes calls in the United Nations and other international forums for its termination. The policy also mandates regular reporting on Cuba’s progress—if any—toward greater political and economic freedom.”
“The policy clarifies that any further improvements in the United States-Cuba relationship will depend entirely on the Cuban government’s willingness to improve the lives of the Cuban people, including through promoting the rule of law, respecting human rights, and taking concrete steps to foster political and economic freedoms.”
Significantly this Fact Sheet did not contain actual new regulations to implement the policy changes. Instead, “the Treasury and Commerce Departments [were directed] to begin the process of issuing new regulations within 30 days. The policy changes will not take effect until those Departments have finalized their new regulations, a process that may take several months. The Treasury Department has issued Q&As that provide additional detail on the impact of the policy changes on American travelers and businesses.”
The prior day the White House conducted a background briefing on this policy change for journalists.
In addition to presaging the chances noted above, it stated that the new policy was the result of “a full review of U.S. policy toward Cuba [led by the] National Security Council . . . [under the leadership of] General McMaster, [that] engaged in a thorough interagency review process, including more than a dozen working-level meetings, multiple deputies meetings, and principal meetings. This interagency process included . . . the Treasury Department, the State Department, Commerce Department, the Department of Agriculture, the Department of Homeland Security, and the Department of Transportation. . . .”
“Additionally, during this process, the President met with members of Congress who are experts on Cuba policy and have been leaders in formulating Cuba policy, from a legislative perspective, for years. These members also worked with us hand-in-glove in providing technical guidance and policy suggestions as we continued to formulate the policy and went through multiple drafts.”
“The President and other principals also met with members on both sides of the aisle in this process, and even, additionally, were sharing thoughts with those who have, I think, been advocates — in particular, agricultural trade with Cuba.”
The June 16th FAQs emphasize that the Department’s changes will become effective only upon its issuance of amendments to its Cuban Assets Control Regulation, which are expected in a couple of months.
The upcoming amendments will end individual people-to-people travel. But still permissible will be group people to-people travel: “educational travel not involving academic study pursuant to a degree program that takes place under the auspices of an organization that is subject to U.S. jurisdiction that sponsors such exchanges to promote people-to-people contact. Travelers utilizing this travel authorization must maintain a full-time schedule of educational exchange activities that are intended to enhance contact with the Cuban people, support civil society in Cuba, or promote the Cuban people’s independence from Cuban authorities, and that will result in meaningful interaction between the traveler and individuals in Cuba. An employee, consultant, or agent of the group must accompany each group to ensure that each traveler maintains a full-time schedule of educational exchange activities.”
“The announced policy changes will not change the authorizations for sending remittances to Cuba.”
Vice President Pence and President Trump’s Speeches Announcing the Change
Trump’s speech was a full-blown condemnation of many Cuban policies and practices and U.S. past and current efforts to change those policies and practices that went far beyond the limited changes previously mentioned. He was introduced by Vice President Pence, who reiterated some of the same rhetorical devices regarding Cuba.
On or before January 20 Rex Tillerson provided written responses to questions from the Senate Foreign Relations Committee that is considering his nomination to be Secretary of State. Here we will look at those responses regarding U.S. policies regarding Cuba.
Tillerson’s Responses Regarding Cuba
Many of his responses were “Yes, if I am confirmed” and are not understandable without the question. The following are his responses regarding U.S. policies regarding Cuba [with portions of the questions inserted in brackets to make the answers more understandable]:
“If confirmed, I will engage with Cuba but continue to press for reform of its oppressive regime. I will support human rights defenders and democracy activists in Cuba, empower civil society, defend freedom of expression, and promote improved Internet access and I will ask our allies to do the same.”
“Yes, if I am confirmed, [I will continue to support programs that promote democratic voices and initiatives in Cuba like Radio and TV Marti].”
“If confirmed, I will engage bilaterally and multilaterally to bring these fugitives [like New Jersey cop-killer Joanne Chesimard] to justice.”
“Yes, if I am confirmed, [I work with the Treasury Department to ensure that no revenue from American businesses goes directly toward supporting the Cuban military and the regime].”
“If confirmed, I will press Cuba to meet its pledge to become more democratic and consider placing conditions on trade or travel policies to motivate the release of political prisoners.”
“I will work bilaterally and multilaterally to identify training and technical assistance opportunities to assist with judicial reform, if I am confirmed.”
“Yes, [I will stand by President-elect Trump’s commitment to reverse the Obama Administration’s Cuba regulations until freedoms are restored on the island]. There will be a comprehensive review of current policies and executive orders regarding Cuba to determine how best to pressure Cuba to respect human rights and promote democratic changes.”
“Yes, [I will stand by Vice President-Elect Pence’s commitment to reverse the Obama Administration’s Cuba regulations].”
Perhaps not too surprisingly, these responses do not add much clarity on the new administration’s policies regarding Cuba. As he said in his live testimony to the Committee and in these written responses, there are hints that the new administration will change at least some aspects of the Obama Administration’s policies to normalize relations with Cuba. But first there will be “a comprehensive review of current policies and executive orders regarding Cuba to determine how best to pressure Cuba to respect human rights and promote democratic changes.”
Those of us who support normalization need to be on guard and register our objections to any proposed retreat from that important, positive development for the U.S. and Cuba and indeed all of Latin America.
