The Second Day of Pope Francis’ Mission to the Cuban People

On Sunday, September 20, 2015, Pope Francis celebrated mass in Havana’s Plaza de Revolutión before a crowd of thousands. In attendance were Cuban President Raúl Castro and other government officials. The Pope also had separate private meetings with Fidel and Raúl Castro and later presided at a vespers service and met with a group of young people.[1]

The above photos show the large crowd at the Sunday morning mass at Plaza de la Revolución. In his homily Francis said, “The Gospel shows us Jesus asking a seemingly indiscreet question of his disciples: ‘What were you discussing along the way?’  It is a question he could also ask each of us today: ‘What do you talk about every day?  What are your aspirations?’  The Gospel tells us that the disciples ‘did not answer because on the way they had been arguing about who was the most important.’  The disciples were ashamed to tell Jesus what they were talking about.  As with the disciples then, we too can be caught up in these same arguments: who is the most important?”

“Jesus does not press the question.  He does not force them to tell him what they were talking about on the way.  But the question lingers, not only in the minds of the disciples, but also in their hearts.”

“Who is the most important?  This is a life-long question to which, at different times, we must give an answer.  We cannot escape the question; it is written on our hearts.  The history of humanity has been marked by the answer we give to this question.”

“Jesus is not afraid of people’s questions; he is not afraid of our humanity or the different things we are looking for.  On the contrary, he knows the ‘twists and turns’ of the human heart, and, as a good teacher, he is always ready to encourage and support us.  As usual, he takes up our searching, our aspirations, and he gives them a new horizon.  As usual, he somehow finds the answer which can pose a new challenge, setting aside the ‘right answers,’ the standard replies we are expected to give.  As usual, Jesus sets before us the ‘logic’ of love.  A mindset, an approach to life, which is capable of being lived out by all, because it is meant for all.”

“Far from any kind of elitism, the horizon to which Jesus points is not for those few privileged souls capable of attaining the heights of knowledge or different levels of spirituality.  The horizon to which Jesus points always has to do with daily life, also here on ‘our island.’ something which can season our daily lives with eternity.”

“Who is the most important?  Jesus is straightforward in his reply: ‘Whoever wishes to be the first among you must be the last of all, and the servant of all.’  Whoever wishes to be great must serve others, not be served by others.

“Here lies the great paradox of Jesus.  The disciples were arguing about who would have the highest place, who would be chosen for privileges, who would be above the common law, the general norm, in order to stand out in the quest for superiority over others.  Who would climb the ladder most quickly to take the jobs that carry certain benefits.”

“Jesus upsets their ‘logic.’ their mindset, simply by telling them that life is lived authentically in a concrete commitment to our neighbor.”

“The call to serve involves something special, to which we must be attentive.  Serving others chiefly means caring for their vulnerability.  Caring for the vulnerable of our families, our society, our people.  Theirs are the suffering, fragile and downcast faces which Jesus tells us specifically to look at and which he asks us to love.  With a love that takes shape in our actions and decisions.  With a love that finds expression in whatever tasks we, as citizens, are called to perform.  People of flesh and blood, people with individual lives and stories, and with all their frailty: these are those whom Jesus asks us to protect, to care for, to serve.  Being a Christian entails promoting the dignity of our brothers and sisters, fighting for it, living for it.  That is why Christians are constantly called to set aside their own wishes and desires, their pursuit of power, and to look instead to those who are most vulnerable.”

“There is a kind of ‘service’ that truly ‘serves,’ yet we need to be careful not to be tempted by another kind of service, a ‘service’ that is ‘self-serving/’  There is a way to go about serving which is interested in only helping ‘my people,’ [or] ‘our people.’  This service always leaves ‘your people’ outside, and gives rise to a process of exclusion.”

“All of us are called by virtue of our Christian vocation to that service which truly serves, and to help one another not to be tempted by a ‘service’ that is really ‘self-serving.’  All of us are asked, indeed urged, by Jesus to care for one another out of love.  Without looking to one side or the other to see what our neighbor is doing or not doing.  Jesus tells us: Whoever would be first among you must be the last, and the servant of all.  He does not say: if your neighbor wants to be first, let him be the servant!  We have to be careful to avoid judgmental looks and renew our belief in the transforming look to which Jesus invites us.”

“This caring for others out of love is not about being servile.  Rather, it means putting our brothers and sisters at the center.  Service always looks to their faces, touches their flesh, senses their closeness and even, in some cases, ‘suffers’ in trying to help.  Service is never ideological, for we do not serve ideas. We serve people.”

“God’s holy and faithful people in Cuba are a people with a taste for parties, for friendship, for beautiful things. It is a people who marches with songs of praise.  It is a people who has its wounds, like every other people, yet knows how to stand up with open arms, to keep walking in hope, because it has a vocation of grandeur.  Today I ask you to care for this vocation of yours, to care for these gifts that God has given you, but above all I invite you to care for and be at the service of the frailty of your brothers and sisters.  Do not neglect them for plans that can be seductive, but are unconcerned about the face of the person beside you.  We know, we are witnesses of the incomparable power of the resurrection, which ‘everywhere calls forth the seeds of a new world.’”

“Let us not forget the Good News we have heard today: the importance of a people, a nation, and the importance of individuals, which is always based on how they seek to serve their vulnerable brothers and sisters.  Here we encounter one of the fruits of a true humanity. ‘Whoever does not live to serve, does not ‘serve’ to live.’”

“We have heard in the Gospel how the disciples were afraid to question Jesus when he spoke to them about his passion and death.  He frightened them, and they could not grasp the idea of seeing Jesus suffer on the cross.  We too are tempted to flee from our own crosses and those of others, to withdraw from those who suffer.  In concluding this Holy Mass, in which Jesus has once more given himself to us in his body and blood, let us now lift our gaze to the Virgin Mary, our Mother.  We ask her to teach us to stand beside the cross of our brothers and sisters who suffer.  To learn to see Jesus in every person bent low on the path of life, in all our brothers and sisters who hunger or thirst, who are naked or in prison or sick.  With Mary our Mother, on the cross we can see who is truly “the greatest” and what it means to stand beside the Lord and to share in his glory.”

“Let us learn from Mary to keep our hearts awake and attentive to the needs of others.  As the wedding feast of Cana teaches us, let us be concerned for the little details of life, and let us not tire of praying for one another, so that no one will lack the new wine of love, the joy that Jesus brings us.”

“I ask you now to join with me in praying to Mary, that we may place all our concerns and hopes before the heart of Christ.  We pray to her in a special way for those who have lost hope and find no reasons to keep fighting, and for those who suffer from injustice, abandonment and loneliness.  We pray for the elderly, the infirm, children and young people, for all families experiencing difficulty, that Mary may dry their tears, comfort them with a mother’s love, and restore their hope and joy.  Holy Mother, I commend to you your sons and daughters in Cuba.  May you never abandon them!”

Although the Pope had no direct remarks regarding political issues facing Cuba, he did mention the ongoing peace negotiations in Havana between the Colombian government and the FARC rebels. He said, “I feel bound to direct my thoughts to the beloved land of Colombia, ‘conscious of the crucial importance of the present moment when, with renewed effort and inspired by hope, its sons and daughters are seeking to build a peaceful society.’ May the blood shed by thousands of innocent people during long decades of armed conflict, united to that of the Lord Jesus Christ crucified, sustain all the efforts being made, including those on this beautiful island, to achieve definitive reconciliation.  Thus the long night of pain and violence can, with the support of all Colombians, become an unending day of concord, justice, fraternity and love, in respect for institutions and for national and international law, so that there may be lasting peace.  Please, we do not have the right to allow ourselves yet another failure on this path of peace and reconciliation.” He also added a word of gratitude to President Raul Castro for his efforts to assist the negotiations.

In the early afternoon Francis met with Fidel Castro for about a half-hour at the former Cuban leader’s home. The conversation was reported to be informal and took place in the presence of Castro’s children and grandchildren.

In the Pope’s gifts for Fidel were a collection of sermons by Castro’s former Jesuit teacher, the Rev. Amando Llorente, and two CD recordings of the priest, who was forced to leave Cuba soon after Fidel took power in 1959 and who died in Miami in 2010. Other papal gifts were two books by an Italian priest, Alessandro Pronzato, and copies of Francis’ papal encyclical “Praise Be” and his book, “The Joy of the Gospel.”

Francis’ biographer, Austen Invereigh, thinks the Llorente materials were sending a subtle message to Fidel, whose rule was marked by conflict with the Catholic Church and other groups.

Later in the afternoon the Pope met with President Raúl Castro and other government officials at the Palace de la Revolutión as shown in the above photographs. The President showed Francis what appear to be official gifts for the Pontiff on display inside the Palace: a huge crucifix made of oars and a painting of the Virgin of Charity of Cobre, Cuba’s patron saint.

Before their private meeting at the Palace, Pope Francis was heard saying to Castro: “In the first place I want to thank you for the warmth of the reception, the fact that in your speech you’ve cited things that really send a signal of (inaudible) and warmth. I also want to thank you for the pardons [of 3,522 prisoners].”

That evening Francis presided over a vespers service in Havana’s 18th century Immaculate Conception and San Cristobal Cathedral.

He did not read his prepared homily, but instead spoke extemporaneously on the importance of poverty to the Roman Catholic Church. “Our dear mother church is poor. God wants it poor, as he wanted our Holy Mother Mary to be poor. The spirit of the world does not follow the path of the son of God who emptied himself and became poor to be like us.”

He also warned of the dangers of falling prey to the temptations of wealth. “When possessions enter the heart and guide your life, you have already lost, you are no longer like Jesus. He quoted St. Ignatius when he said that poverty was the mother and also the wall of consecrated life. Pope Francis summoned the spirit of dispossession, to leave everything behind in order to follow Jesus.

Meeting with Young People

Francis finished his busy day with a meeting with hundreds of young people at the Félix Varela Cultural Center, which is the former San Carlos and San Ambrosio Seminary and which is not far from the Cathedral.

The young people presented him for blessing a cross that will accompany them during World Youth Day in 2016, and one of them said, “Our great strength lies in maintaining solidarity at all costs to help us to overcome any obstacle.” Their representative then welcomed the Pope to Cuba, saying “the Cuban youth love you.”

In his message to the young people, Francis cited the words of a Latin American writer: “People have two eyes, one of flesh and the other made of glass, with the one of flesh we see what we are looking at, with the one made of glass we see what we dream.” The ability to dream must be included within the objectivity of life. “He who cannot dream is not young.” Dream that the world may be different, if you give the best of yourselves you will help to have a different world. “ Do not forget to dream,” he insisted.

A family is destroyed by enmity, a country destroyed by enmity, the world is destroyed by enmity. And the biggest enmity is war,” the Pope stated. We all must have respect for differences and work together for the common good. Let’s negotiate, but not kill the world anymore. We are killing the ability to unite, to create social friendship.”

“To you, young Cubans, although you have different views, I want you to be accompanied, seeking the future and the dignity of your homeland together. At the end something even better awaits you, the sweet hope of the motherland we want to achieve. I will pray for you and ask you to pray for me, and if one cannot pray because he is not a believer, at least, wish me good things. May God bless you all.”

Conclusion

Once again I am impressed and moved by the words and actions of Pope Francis. He has a constant message of humility, love and forgiveness for individuals and nations. I give thanks to God for Francis!

The First Day of Pope Francis’ Mission to Cuba

On Saturday, September 19, at 15:52 (Cuban time; EST) Pope Francis’ airplane from Rome arrived at Havana’s airport. This post will cover the Pope’s flight to Cuba, the final hours of Cuba’s preparation and anticipation of his arrival; and his arrival.[1] Subsequent posts will cover each of the Pope’s other three days in Cuba and then each of his six days in the United States of America.

The Pope’s Flight to Cuba

At 04:15 (EST) the Pope’s plane left Rome with an entourage that included Cardinal Secretary of State Pietro Parolin and Vatican “Foreign Minister” Monsignor John Gallagher. From the plane the Pope issued many tweets. One of them said: “I ask you to join me in praying for my trip to Cuba and the United States.”

On the plane the Pope told journalists, “I love the Cuban people a great deal.” He also noted the need to extend a hand and open parish doors to immigrants.

Preparations in Havana

That morning U.N. Secretary General Ban Ki-moon issued a statement acknowledging, “The visit [next week] of His Holiness Pope Francis to the United Nations comes at a moment of challenge and hope. As the world struggles to cope with conflict, poverty and climate change, Pope Francis has been a leading voice for urgent action to protect people and our planet.” The Secretary General’s message also included the following words:

  • “I am deeply privileged to have had the opportunity to meet several times with His Holiness, who impressed me as a man of great humility and humanity. When we met last year at the Vatican in May, the Pope urged senior United Nations officials to ‘work together in promoting a true, worldwide ethical mobilization which, beyond all differences of religious or political convictions, will spread and put into practice a shared ideal of fraternity and solidarity, especially with regard to the poorest and those most excluded.’”
  • “Pope Francis has called on people everywhere to work towards realizing the new sustainable development goals ‘with generosity and courage.’ As I discussed with the Pope, this will require challenging all forms of injustice.”
  • “I fully concur with Pope Francis in his recent encyclical that climate change is a moral issue, in addition to its other dimensions, and one of the principal challenges facing humanity. His Holiness rightly cited the solid scientific consensus showing significant warming of the climate system, with most global warming in recent decades mainly a result of human activity.”
  • “Pope Francis and I wholeheartedly agree on the urgency for action, and the critical need to support the poorest and most vulnerable members of our human family from a crisis they did least to cause, but suffer from the most. Other faith groups have echoed this view, including most recently a gathering of eminent Islamic scholars and religious leaders.”
  • “Pope Francis’ message extends far beyond the world’s 1.2 billion Roman Catholics. On the first page of his recent encyclical, the Pope states that ‘faced as we are with global environmental deterioration, I wish to address every person living on this planet.’”
  • “Pope Francis has demonstrated the value of religious leaders engaging on these pressing global issues. I count on him and other faith leaders to counteract the prevailing forces of division and hate with dialogue and understanding. Together, we can realize our vision of a peaceful world where all people live in safety and dignity.”

Later that morning Frei Betto–a Brazilian Roman Catholic priest and the author of “Fidel and Religion: Castro Talks on Revolution and Religion with Frei Betto” (1988)–held a press conference at Havana’s Hotel Nacional. He noted that “only two Latin American countries have had the privilege of receiving, in a relatively short period of time (17 years), the visit of the last three Popes: Brazil and Cuba.” While 70% of Brazilians are Roman Catholic, Cuba has religious syncretism. With the reestablishment of diplomatic relations between the U.S. and Cuba, Frei said, the challenges point toward the need to change attitudes within the U.S. government. Francis is undertaking a revolution within the Catholic Church itself, which is why some see him as the leading statesman of our time and as a strong candidate for the Nobel Peace Prize. Indeed, added Frei, Francis preaches in favor of peaceful coexistence in the world, reaching out to the poor and boosting high-impact programs to eradicate hunger, poverty and environmental degradation. The Cuban Revolution has taught evangelical values, which are the same as human moral values and are not “additional” for revolutionaries or for the religious.

The Pope was met at the airplane by Cuban President Raul Castro accompanied by the Cuban Foreign Minister Bruno Rodriguez and Cuban Archbishop Jamie Lucas Cardinal Ortega. In a lengthy speech that recited many of the accomplishments of the Cuban Revolution and Cuba’s claims against the U.S., President Castro said his meeting with the Pope at the Vatican gave them the opportunity to exchange ideas about important world issues. We have followed your statements about these issues with much interest. We want future generations to inherit human dignity from us. The weight of the crisis falls on the third world and minorities do not escape from it. Your Holiness, we have thanked you for your support during the talks between the United States and Cuba. Now the Pope’s meetings with the Cuban people will be very important.

Francis responded by thanking the Cuban people for their welcome and expressing his fraternal greetings to Comandante en Jefe Fidel Castro. The Pope recalled that the 80th anniversary of Cuba and the Holy See’s uninterrupted relationship is being celebrated; that Popes John Paul II and Benedicto XVI had visited Cuba; and that this trip coincides with the centenary of the declaration of Cobre’s Our Lady of Charity as Cuba’s patron saint. Francis said that Cuba plays an extraordinary role in the meeting of the North and South, East and West. Its natural vocation is as a point of encounter. The process underway toward the reestablishment of relations between Cuba and the U.S. is an example of the effectiveness of a culture of exchange and dialogue.

The Pope then left for the Apostolic Nunciature in Havana where he stayed the night. On the journey there an estimated 100,000 Cubans were on the streets to welcome him, as shown in the photographs below.

Vatican Spokesman’s Press Conference

The Vatican spokesman, Monsignor Federico Lombardi, then held a press conference at Hotel Nacional. He said that peace was the key word for this visit, that the Pope was greatly moved by the Cuban people’s warm welcome and enthusiasm; that the Pope had highlighted the importance of 80 years of uninterrupted ties between Cuba and the Vatican; and that the Pope will visit the Shrine of Our Lady of Charity of El Cobre as a son and pilgrim.

Lombardi also emphasized that the Catholic Church and the current and previous Popes are opposed to the U.S. blockade. The process of the reestablishment of diplomatic relations between Washington and Havana constituted a sign of hope to change the history of relations between the two countries. Peace, reconciliation and the building of bridges: clear messages from Pope Francis regarding the significance of his current apostolic visit to Cuba and the United States.

According to Lombardi, the Pope’s speech at the airport and his subsequent speeches are directed toward Cuban men and women, including Cubans throughout the world no matter where they reside. Many of them remember the historic words of the first Pope to visit Cuba, now a Saint, (John Paul II): “May Cuba with all its glorious possibilities open up to the world, and may the world open up to Cuba.”

Conclusion

The incredible major sources for this and subsequent posts about the Cuban mission are Granma, the official newspaper of the Communist Party of Cuba, and the Vatican.

The online edition of Granma at 06:03 a.m. (Cuban time) commenced a minute-by-minute reporting (with photographs) of the Pope’s plane’s earlier departure from Rome and of the preparations in Cuba. It also mentioned the Cuban government’s establishment of a Twitter account: #ElPapaEnCuba. Another article in Granma focused on the actual airport arrival.

While the coverage of the Pope’s first day in Cuba by the Cuban media was focused on the details of what actually happened, the New York Times’ lead article chose to concentrate on what it saw as the Pope’s “new challenge” of trying to “open up Cuba to the Roman Catholic Church.” Its first quotation was from the Rev. Jorge Cela, who oversaw the Jesuit religious order in Cuba from 2010 to 2012, who said, “It is an occasion to ask for more openness. The relationship is not easy.” Its second identified source was Rev. José Conrado, a Cuban priest in the central city of Trinidad, who said, “We could do more. The church should not back off, even if doing so is difficult and problematic for the church itself.” The balance of the Times’ article talked about criticism of Cuban Archbishop Ortega and the need to find his successor when he retires.

The Washington Post’s lead article at least covered the welcoming speeches at the Havana airport in addition to discussing issues about the Roman Catholic’s role in Cuba and whether they would be the subjects of the Pope’s public comments or private discussions with President Castro.

 

New Cuban Ambassador to U.S. Presents Credentials to President Obama

On September 17 Cuba’s new Ambassador to the U.S., Jose Ramon Cabanas Rodriguez, presented his credentials to President Obama.[1]

Afterwards, Cabanas said he would be continuing to spread the truth about Cuba, promote new relationships and explain all remaining obstacles to normal relations between the two countries. “In particular we are going to work intensely to realize the decisions of the first meeting of the Bilateral Commission held last week in Havana.”

As discussed in a previous post, that meeting of the Bilateral Commission established an agenda in three tracks, with the first encompassing issues where there is significant agreement and the possibility of short-term progress. These include re-establishing regularly scheduled flights, environmental protection, natural disaster response, health and combatting drug trafficking. A second track includes more difficult topics such as human rights, human trafficking, climate change and epidemics. The third includes complex, longer-term issues like the return of the U.S. base at Guantanamo Bay, U.S. damage claims over properties nationalized in Cuba after the 1959 revolution and Cuba’s damage claims for more than $300 billion in alleged economic damages from the U.S. embargo and for what it says are other acts of aggression.

Last October Cabanas, then the Chief of Mission of the Cuban Interests Section, was in Minneapolis at the invitation of the Minnesota International Center. I had the pleasure of having a delightful Cuban lunch with him, his wife and others at one of the city’s Cuban restaurants, Victor’s 1959 Café, where he wrote his name on the wall. Afterwards, Cabanas, his wife and others came to my church, Westminster Presbyterian Church, to talk about our Cuban partnerships and various issues between our two countries. Our main partnership is with a church in the city of Matanzas, and when most of the Americans in the room indicated they had been in that city, Cabanas said it was the “home town” for both him and his wife.

We at Westminster and Minneapolis wish the Ambassador success in his diplomatic endeavors in our country.

Ta-Nehisi Coates Discusses the Age of Mass Incarceration

The October 2015 issue of The Atlantic has Ta-Nehisi Coates’ article, The Black Family in the Age of Mass Incarceration.

He starts with an endorsement of the 1965 analysis and conclusion of Daniel Patrick Moynihan, then a U.S. federal government employee (and later U.S. Senator], that the government was underestimating the damage to black families by “three centuries of [their] unimaginable mistreatment [and by the] racist virus in the American blood stream” and that the government should engage in an all-out assault on the problems that held black families down.

Coates then engages in a discussion of the various reasons why this did not happen and instead why a new assault on the black family occurred and still is occurring with over-criminalization of certain behavior and what is now known as the mass incarceration of black men.[1]

This article, therefore, provides a more systematic background for Coates’ emotional perception that white society in the U.S. has been, and still is, engaged in a systematic assault on the black body and that this assault always stands between the world and Coates as discussed in his book “Between the World and Me,” which was the subject of a prior post.

Chapter VI of the article emphasizes that the adverse impact of mass incarceration is not just on the men and women in prison, but on their family members as well. This unsurprising fact is documented in a new survey by the Ella Baker Center for Human Rights, a nonprofit group that focuses on racial and economic justice issues. It found that nearly two-thirds of families that have a member in jail or prison struggle to meet their basic needs, including 50 percent that are unable to afford sufficient food and adequate housing. Moreover, as an employee of the Center said, ““Incarceration weakens the social fabric and disrupts the social ecology of entire communities through the way it disrupts families’ economic stability. Often, it leaves it broken beyond repair.”[2]

Cuba’s Foreign Minister’s Comments on U.S. Embargo and Pope’s Upcoming Visit to Cuba  

At a September 16 press conference, Cuba’s Foreign Minister, Bruno Rodriguez, commented on the U.S. embargo of Cuba and the upcoming visit to the island of Pope Francis.[1]

U.S. Embargo of Cuba

The Foreign Minister announced that Cuba’s resolution against the embargo would be offered at the U.N. General Assembly on October 27. It will have the same text as the resolutions adopted by the Assembly for the last 20 years with new paragraphs discussing the restoration of diplomatic relations between Cuba and U.S. President Obama’s asking Congress to end the embargo, but the embargo’s remaining in effect.

Rodriguez asserted that the economic damage caused to the Cuban people by the embargo or blockade against Cuba, now totaled $755,833,000. In addition, there has been alleged damages to different sectors of the Cuban economy of $192,121,000 for a total of $947,954,000.[2]

Pope’s Visit to Cuba

The Foreign Minister also said that the Cuban people will welcome the Pope with respect, appreciation and hospitality. “The Pope’s visit with the massive participation of believers and unbelievers will be a momentous event for our people, our culture and the Cuban nation.” This visit will be covered in real time and with social networks in order to reach directly and quickly the most people possible.

Rodriguez expressed the Cuban government’s appreciation and gratitude to Pope Francisco for his support in the mediated process between the governments of the U.S. and Cuba.

Cuba’ Prepares for Pope Francis Visit with Conflicting Actions Regarding Prisoners

The Cuban government has made plans to celebrate Pope Francis’ visit to Cuba, September 19-22.[1] The government also has taken conflicting actions regarding prisoners. On September 11 the Cuban government announced that it would release 3,522 prisoners.[2] Two days later, on September 13, it detained about 50 predominantly Roman Catholic citizens whom the government regards as dissidents.[3]

Cuba’s Plans To Celebrate the Pope’s Visit

In anticipation of the visit, Granma, the Communist Party’s official newspaper, published a lengthy and extraordinary article about the role of religion in Cuba. It started with the recognition that the visit will be “in the year of the 80th anniversary of the establishment of diplomatic relations between Cuba and the Holy See, and the 100th anniversary of the request by the veterans of the Cuban War of Independence for Our Lady of Charity to be declared Patron Saint of Cuba,”

“As Cubans we are conscious, whether religious or not, of the fact that the Pope will be welcomed by a combative, noble and united people, accustomed to rising above difficulties and walking tall, despite having been subjected to a brutal economic, commercial and financial blockade for over five decades, and having confronted the limitations resulting from this without neglecting to defend our culture, identity and roots, while safeguarding the education of our children.”

The Pope “will find a country that learns every day how to move forward with a progressive and constantly updated social project; a society that is built on the basis of the struggle for a better world; and whose history includes [sympathetic priests] . . . the synthesis of Cuban ethics, and for whom love of their homeland and of God were two consubstantial passions.”

The Pope also “will find a nation of cultural and religious multiplicity, the product of a process of transculturation, . . . essential to an understanding of the history of the nation and of Latin America. A mix of beliefs and manifestations marks the country’s religious makeup, described by the researcher as complex, heterogeneous and contradictory, due to its origins, ideas and representations and ways of organizing and expressing itself through rituals, etc.”

This diversity has “ the Catholic, Evangelical, Protestant and Orthodox churches coexist[ing with] Judaism, spiritualism, Afro-Cuban religions, Islam and Buddhism.” This diversity is protected by Article 8 of the Cuban Constitution, which states:

  • “The State recognizes, respects, and guarantees religious freedom. In the Republic of Cuba, religious institutions are separate from the State. The different creeds and religions enjoy equal consideration.”

Article 55 of the Constitution also states: “The State, which recognizes, respects and guarantees freedom of conscience and religion, simultaneously recognizes, respects, and guarantees the freedom of every citizen to change religious creeds, or not to have any; and to profess the religious worship of their choice, with respect for the law. The law regulates the State’s relations with religious institutions.”

These principles have also been reflected in the thoughts and actions of . . . Comandante en Jefe Fidel Castro Ruz. [He] met with Chilean priests in 1971 and expressed the need to “unite Christians and revolutionaries” in the struggle for freedom. Later, when visiting Jamaica in 1977, this time addressing a predominantly Protestant audience, he returned to the theme of the “strategic alliance” that should exist between religion and socialism.”

“Years later, as evidence of the maturity of the Cuban revolutionary process and in line with the wishes of both parties, meetings between the Comandante and evangelical and protestant leaders in Cuba began to take place – a tradition maintained today by the highest authorities of the government – until, in 1991, at the Fourth [Communist] Party Congress, the wish of those believers eager to join the ranks of the organization was crystallized, an intention reiterated in January 2012 at the First National Conference of the [Communist] Party.”

“There are currently three Protestant pastors, a Presbyterian, a Baptist and an Episcopalian in the Cuban parliament, elected by popular vote; and in the same way members of the Catholic Church and other denominations and religious manifestations form part of the organs of state power and political and mass organizations.”

“The activities undertaken by religious institutions in cooperating with the state in the management of hospitals and nursing homes are examples of their connection with the most pressing problems of society, particularly related to the family and the aging population. These issues have featured on the agenda of recent meetings held between representatives of the institutions and fraternal associations, and the country’s leadership.”

“The visits of Popes John Paul II in 1998 and Benedict XVI in 2012, reflected the similarities between the Cuban social project and Christian sentiments, in the effort to eliminate poverty and exclusion, in praising the role of the family, in defense of peace and against war, and in the preservation of the human species. In addition, they demonstrated the deeply humanistic culture of an entire people.”

Benedict XVI said in his farewell address in Cuba: “I hold deep in my heart all the Cuban people, each and every one. You have surrounded me with prayer and affection, offered me cordial hospitality and shared with me your profound and rightful aspirations.”

John Paul II expressed, “I am grateful to you for your cordial hospitality, an authentic expression of the Cuban soul, and above all for being able to share with you intense moments of prayer and reflection.”

“Other religious figures, including leaders of the Latin American Council of Churches, the Latin American Episcopal Council and the Caribbean Conference of Churches, general secretaries and presidents of the National Council of Churches of Christ in the USA, cardinals and other prelates of the Holy See, pastors, priests, rabbis, Yoruba leaders, Muslims, Buddhists and scholars, have also visited our country.”

“In 2011, the Cuban Interfaith Platform, which includes representatives of all religious manifestations, was created. Undoubtedly, of special significance was its struggle for the return of the Cuban Five imprisoned in the United States, and in establishing a bridge between them and their families. The Council of Churches of Cuba was also a leading protagonist in the return home of Elián González and in confronting the blockade, another of the battles of our people for justice.

“Pope Francis will encounter these and other realities . . . [in Cuba. We] will welcome him on behalf of all Cuba. Among the gathered there may be those who don’t share the same religious beliefs, even those who are there motivated simply by that feeling of warmth and hospitality so inherent to Cubans.

But we are sure that [the Pope] will leave this land taking with him the imprint of intense days shared with a united and respectful people, true to its ancestors and patriotic sentiment; a nation with a deep commitment to justice and freedom.”

The Release of Prisoners

On September 11 the government announced that it would release 3,522 prisoners, including women, inmates younger than 20 with no prior offenses, those older than 60, prisoners with illnesses, some foreigners whose countries have agreed to repatriate them and others whose terms are coming to an end. Excluded from the release will be those charged with serious crimes like murder or child sexual abuse or crimes against national security.

“It’s a gift to Pope Francis— a grand gesture,” said Elizardo Sánchez, president of the Cuban Commission for Human Rights and National Reconciliation, a group that tracks rights in Cuba.

Sebastián A. Arcos, a former political prisoner in Cuba and now the associate director of the Cuban Research Institute at Florida International University in Miami, said the mass release on the cusp of the Pope’s visit was a cynical and opportunistic effort to demonstrate a more tolerant government. “It’s makeup,” he said.

Mr. Arcos added that Cuba was able to make such a mass release largely because so many people were jailed for doing things that would not be illegal in any other country. “The reality is that Cuban prisons are overpopulated, and they have been for many years, because we are talking about a police state, a repressive police state, where almost anything is a crime,” he said. “Before these economic reforms were implemented, selling peanuts on the corner in Havana was a crime.”\

The Detention of Dissidents

 On Sunday, September 13, Cuban police detained about 50 people when a predominantly Roman Catholic dissident group led a march in Havana. In their weekly rally following mass at Havana’s Santa Rita Catholic Church, about 40 of the women, accompanied by about a dozen male supporters, marched outside their authorized route and down a side street where they were set upon by some 200 government supporters and police. Female police pushed, pulled and carried the women onto buses as some sat down in an attempt to resist. The men were handcuffed and shoved into police cars and vans.

Such detentions have become common following regular Sunday marches by the Ladies in White, a group that has criticized the Roman Catholic Church and Cuban Cardinal Jaime Ortega for failing to advocate on its behalf with the Cuban government.

Ladies in White leader Berta Soler told Reuters the women planned to attend masses that Pope Francis will lead in Havana and Holguin while in Cuba. “I would discuss with the pope the need to stop police violence against those who exercise their freedom to demonstrate in public,” Soler said.

Cuba’s government considers the dissidents to be provocateurs who are financed by anti-communist groups in the U.S. as part of an effort to destabilize the government in Havana.

Among those detained for about an hour on Sunday was Jose Daniel Ferrer, head of the Patriotic Union of Cuba, the country’s largest dissident organization. “The Church should be concerned about this or any time human rights are involved,” Ferrer said. “It is their duty.”

Conclusion

Francis’ visit to Cuba and then to the U.S. and what he has to say to the people and leaders of the two countries will be interesting and most challenging in light of his having played a significant role in helping the two countries to reach their historic decision last December to pursue normalization of relations. These future remarks undoubtedly were previewed in his recent critique of capitalism in an encyclical about environmental degradation and climate change. This theme also was prominent in remarks in his recent trips to Ecuador, Bolivia and Paraguay. He called the “unfettered pursuit of money” the “dung of the devil” and urged the poor and disenfranchised to rise up against “new colonialism,” including corporations, loan agencies, free trade treaties, austerity measures, and “the monopolizing of the communications media.”

On the other hand, as Nick Miroff in a Washington Post article pointed out, In a 1998 book about Pope John Paul II’s trip to Cuba, Francis, then still a high official of the church in Argentina, said that “socialism was an ‘anthropological misreading’ of human nature that fails to address man’s spiritual needs, mistakenly believing that the state is the solution to all of society’s problems. He also said, “Cuba and other nations need to transform some of their institutions and especially their policies, substituting corrupt, dictatorial and authoritarian governments for democratic and participatory ones. The free participation of citizens in public life, the guarantee of civil and human rights, are an imperative condition for the full human development of all people.”

U.S.-Cuba Bilateral Commission Sets Agenda for Future Discussions of Remaining Issues

 

On September 11, in Havana, the U.S.-Cuba Bilateral Commission held its first meeting. It decided on an agenda for the future discussions and hoped-for resolution of remaining issues regarding normalization of relations. The commission agreed to meet again in November in Washington, D.C. to review progress in these areas and to chart areas of cooperation for 2016.[1]

The agenda has been divided into three tracks, with the first encompassing issues where there is significant agreement and the possibility of short-term progress. These include re-establishing regularly scheduled flights, environmental protection, natural disaster response, health and combatting drug trafficking. A second track includes more difficult topics such as human rights, human trafficking, climate change and epidemics. The third includes complex, longer-term issues like the return of the U.S. base at Guantanamo Bay, U.S. damage claims over properties nationalized in Cuba after the 1959 revolution and Cuba’s damage claims for more than $300 billion in alleged economic damages from the U.S. embargo and for what it says are other acts of aggression.

Cuba reiterated its opposition to the comprehensive U.S. economic embargo, the U.S. occupation of Guantanamo and anti-communist radio and television broadcasts beamed into Cuba, but did not seek to place them on the agenda because they were measures unilaterally imposed by the United States.

Both sides agreed the discussions were full and frank, extensive, and conducted in a courteous and respectful manner.

Cuba’s delegation was led by Josefina Vidal Ferreiro, the Foreign Ministry’s director general for the United States, The U.S.’ by Deputy Assistant Secretary of State for South America and Cuba, Edward Alex Lee, accompanied by the Director of the Secretary’s Policy Planning Staff, David McKean; and Charge d’affaires ad interim Jeffery DeLaurentis. Vidal indicated that the both sides saw the start of the process as opening at least the possibility of an Obama visit to Cuba, saying that it is natural for countries with normal relations to receive visits from each other’s leaders.

Spanish Court Dismisses Criminal Investigation of Alleged Torture at U.S. Detention Facility at Guantánamo Bay Cuba

On July 17, 2015, Spain’s National Court’s Judge Jose de la Mata terminated Spain’s criminal investigation of alleged torture of detainees at the U.S. detention facility in Guantânamo Bay Cuba. [1]

The reason for the termination was a 2014 statutory amendment narrowing Spain’s universal jurisdiction statute [2] and Spain’s Supreme Court’s May 2015, decision upholding that amendment in its affirmance of the dismissal of a case investigating alleged genocide in Tibet.[3]

More specifically the dismissal of the Guantánamo case was required, said the judge, because the investigation was not directed against a Spanish citizen or a foreigner who was habitually resident in Spain or a foreigner who was found in Spain and whose extradition had been denied.

An appeal from this decision has been taken by the U.S. Center for Constitutional Rights and the European Center for Constitutional and Human Rights. One of the points of the appeal is the assertion that the court ignored evidence of the participation of Spanish police officials in some of the interrogations at Guantánamo. [4]

Kerry’s Meeting with Cuban Dissidents Gets Rave Reviews

A prior post discussed preliminary information about U.S. Secretary of State John Kerry’s August 14 meeting with Cuban dissidents and others at the official Havana residence of the U.S. charge d’affaires. The other attendees included representatives of the Engage Cuba coalition for normalization; its members (the Center for Democracy in the Americas, #CubaNow, Procter & Gamble, the American Society of Travel Agents, Cuba Study Group, and the Washington Office on Latin America); notable members of Congress, including Senators Klobuchar, Flake, and Leahy; leaders of the American business community; and Cuban independent entrepreneurs.

Further information about that meeting has been added by Ernesto Londoño, the member of the New York Times Editorial Board who was the main force behind last year’s series of editorials urging normalization of U.S. ties with Cuba, and by Engage Cuba.[1]

Londoño reports that Cuban dissidents are very pleased with such normalization and with the August 14 ceremonial opening of the U.S. Embassy in Havana. He referred first to the article in The Atlantic by Yoani Sanchez that was mentioned in the prior post.

This was confirmed in an email to him from Sanchez. With respect to the meeting with Kerry, she said “People hugged and greeted each other like they were at the baptism of a creature that had a rough, problematic gestation, and has finally come to life. It’s been many years since I’ve witnessed a moment like that, surrounded by so many happy people.” Moreover, Kerry ”left a “profound impression” on them, with his listening carefully to their concerns and brainstorming about ways to expand Internet access on the island.

Another dissident at the meeting was José Daniel Ferrer, a former political prisoner who is head of the Patriotic Union for Cuba, the largest and most active opposition group on the island. He said he was heartened by the meeting with Mr. Kerry, whom he described as realistic and supportive. “His speech [at the meeting] was good and clear. Many of us are grateful for his remarks, including that the situation in Cuba would improve if we had a genuine democracy.”

In recent months, Cuban authorities have continued to harass, temporarily detain, and slander dissident leaders, Mr. Ferrer said. “Repression has increased, but not because the new policy is weak and paves the way for that, no,” he said. “Repression has increased because every day there’s more activism and courage and the regime fears it will lose control.”

Ferrer’s group has put videos on You Tube showing its leaders delivering aid packages to destitute Cubans and holding meetings. Others in the group are helping Cubans getting online at new Wi-Fi hot spots. Ferrer said, “There are many people who want to connect but have no idea how. We suggest sites based on their interests and we tell them about the unlimited possibilities the Internet brings.”

Engage Cuba said that they met Cuban entrepreneurs engaged in event planning, supplying promotional packaging, designing fashions and creating mobile apps. These interactions reinforced Engage Cuba’s efforts to identify opportunities to support these entrepreneurs by connecting them with counterparts in the U.S. and the coalition’s commitment to help unleash the potential of the Cuban economy by working with Congress to end the travel ban and lift the trade embargo. While we continue to work with Congress.

Beautiful Poem Celebrates Ceremonial Opening of U.S. Embassy in Havana

Before U.S. Secretary of State John Kerry gave his remarks at the August 14, 2015, formal opening of the U.S. Embassy in Havana, Cuba-American poet Richard Blanco gave a beautiful rendition of his beautiful poem that was commissioned by the U.S. State Department for the occasion: “Matters of the Sea” or “Cosas del Mar.” Appropriately as he spoke one could see the blue Caribbean Sea behind him in the YouTube video of the reading.[1]

The poem opens with these words: “The sea doesn’t matter. What matter is this—that we all belong to the sea between us. ” It closes with another call for the unity of the Cuban and American peoples: “Yet, yet we all hold seashells up to our ears. Listen again to the anthem. Today the sea is still telling us that the end to our doubts and fears is to gaze into the lucid blue of our shared horizon to breathe together, to heal together.”

Blanco’s comments about his poem also are inspiring. He said it is about “getting back to our own humanity, the shared humanity beyond the politics. In the end, it’s about coming to a place of healing, getting to that place where we can see each other as human beings.”

Moreover, the poem, he says, “is one of the most emotionally complex and personal poems I’ve ever written, invested with all my love for the people of two countries that are part of my very being. I’m elated by the power of poetry to mark such important, communal moments, and be a catalyst for change and understanding by reaching deep into our emotional selves and connecting us to our shared humanity.”

“Matters of the Sea/Cosas del Mar” is the title of a bilingual chapbook of his poems to be published this September by the University of Pittsburgh Press.[2]

On January 21, 2013, Blanco read another of his poems–“One Today”–at the second inaugural of President Barack Obama. Commissioned by Obama, this poem is the lead poem of another collection of Blanco’s poetry.

Soon after his Cuban parents fled Cuba, Richard was born in 1968 in Madrid Spain. Two months later, they all moved to the U.S. and eventually settled in Miami Florida where Richard grew up. In addition to being a writer, he is professional civil engineer.
