New Perspective on Different Social Class Attitudes Toward Immigrants

A  new perspective on different attitudes towards immigrants by U.S. elites and non-elites has been provided by Joan C. Williams of the University of California-Hastings College of Law.[1]

Williams’ Thesis

“As recently as the 1990s, Harvard sociologist Michèle Lamont found that working-class men in the New York City area held generally positive attitudes toward immigrants, describing them as ‘family oriented’ and ‘hard workers, just like us.’”

“More recently, however, many working-class men express different attitudes towards immigrants.” Williams attributes this to stagnant real wages. She says “real wage growth for the working class has been abysmal for a generation, and for many native-born blue-collar workers the culprit seems obvious—immigration. “My fiancé’s worked at the same company for 21 years and it’s a union [job], and they are hiring Mexicans,” one Trump voter told the Public Religion Research Institute. “And I don’t want to be racial, but that’s all they’re hiring. He makes like $31 an hour, and they’re coming in at making like $8 an hour.”

Although “economists have demonstrated immigration’s positive effect on gross domestic product, . . .that misses a crucial point: People don’t live the averages. They live where they live, and see what’s in front of them. In 2016 Donald Trump won far more counties than Hillary Clinton did—but Mrs. Clinton’s roughly 500 counties represented two-thirds of GDP. Mr. Trump won in regions left behind.”

Today , Williams continues, “less than half of Americans born in the 1980s earn more than their parents did, according to a National Bureau of Economic Research study led by Harvard economist Raj Chetty. Antitrade and anti-immigrant voices offer a clear explanation of why good jobs left the U.S. (free trade), and why the jobs that replaced them pay less (immigrants).”

“Those who believe otherwise need to communicate an alternative explanation and recognize that anti-immigrant fervor reflects cultural as well as economic divides.” These people primarily are what she calls “global elites, “ who “pride themselves on their cosmopolitanism. Some younger elites reject the notion of national borders entirely.”  Indeed, many of these people “seek social honor by presenting themselves as citizens of the world. And many are, with membership in global networks dating to their college years or earlier.”

Such attitudes or beliefs are rejected by “many blue-collar whites [who] interpret this as a shocking lack of social solidarity. They are proud to be American because it’s one of the few high-status identities they can claim.” They “tend to stay close to home because they rely on a small circle of family and friends for jobs, child care and help patching that hole in the roof.”

“Driven in part by their contrary lifestyles and networks, elites and non-elites hold radically different core values. A 2007 study published in the Journal of Personality and Social Psychology found that elites focus on achievement and individuality, while the working class prizes solidarity and loyalty—values that bind members to their communities.”

“This class culture gap is also fueled by what sociologist Arlie Russell Hochschild calls ‘feeling rules’ in her book, ‘Strangers in Their Own Land.’ These unwritten rules govern who deserves sympathy and who doesn’t. Elites’ feeling rules mandate empathy for immigrants, viewed as vulnerable people separated from their families or fleeing persecution, gangs or conflict. This empathetic human-rights lens contrasts sharply with the neoliberal lens elites use for blue-collar Americans, who are often viewed as dimwitted and fat. Homer Simpson is emblematic.”

“All this has created a toxic environment in both the U.S. and Europe.”

Williams’ Suggested Remedies

Williams provides three suggestions for members of the elite class to try to turn things around.

“The first is to recognize that the nation-state matters greatly for non-elites in developed countries. . . . Dismissing national pride as nothing more than racism is a recipe for class conflict and more racism. Better by far to embrace national pride, balance it with concern for those outside the nation, and refuse to allow racism to pose as national pride.”

“The second, . . .highlight the ways President Trump’s immigration and trade policies are hurting red-state constituencies that voted for him. Critics can point to farmers unable to find farmworkers, small-business owners unable to find dishwashers, and construction workers hit hard by steel tariffs.”

“The third step is to fight the scapegoating of immigrants by ensuring that hardworking Americans without college degrees can find good jobs. Economist Branko Milanovic has found that people in the bottom half of rich, developed countries’ income distributions have seen ‘an absence of real income growth’ since 1988. What’s happening, Mr. Milanovic argues, is the ‘greatest reshuffle of individual incomes since the Industrial Revolution.’ [Indeed,] the Bureau of Labor Statistics reports that average wages fell last year for nonsupervisory workers in the U.S.”

“There’s no inherent reason why native-born blue-collar workers should be anti-immigrant. They often hold similar attitudes toward hard work and family values. Elites who sympathize with immigrants do themselves no favors by dismissing the working class as too bigoted or too stupid to recognize the economic benefits of immigration. Instead they should actually try to make the case and address the causes of anti-immigrant scapegoating.”

Conclusion

These suggestions make sense although I would add the following as elements to ameliorating the class divide: publicizing the many ways that today’s immigrants enhance the life and economy of the U.S.; emphasizing the need for immigrants in the many parts of this country with declining, aging populations; and reminding everyone of the many injustices that faced prior immigrants who are our ancestors.

There also is a profound need, especially for members of the elite and for individuals in both camps to find ways to meet and have respectful conversations about these problems.

U.S. and Cuba Continue To Hold Dialogues on Common Issues

On July 10 and 11, 2018, the U.S. and Cuba in Washington D.C. continued to hold bilateral meetings. On July 10, the subject was law enforcement. On the 11th, migration. As was true for other such meetings, each country released statements about the meetings. Here is a summary of those statements.

Law Enforcement Dialogue[1]

U.S. Statement

According to the U.S. State Department, the two countries  “addressed topics of bilateral interest on national security matters, including fugitives and the [U.S.] return [to Cuba] of Cuban nationals with [U.S.] final orders of removal.” They also “reviewed recent progress in the law enforcement relationship, such as new bilateral cooperation that resulted in the [U.S.] conviction of a Cuban national who murdered an American citizen and who had fled prosecution in the [U.S.], as well as areas where there is more work to be done, such as trafficking in persons.”

The U.S. also said there was discussion about “the health attacks against diplomatic personnel at the U.S. Embassy in Havana, including two recent cases. The U.S. delegation reminded the Cubans of their responsibility to protect U.S. diplomats from harm.”[2]

Cuban Statement

The Cuban Foreign Ministry’s statement had these words about the medical issues of certain U.S. diplomats in Cuba: “The Cuban delegation urged the U.S. government to desist from the continued political manipulation of the alleged health incidents that became a pretext to adopt new unilateral measures that affect the operation of the respective embassies, particularly, the rendering of consular services depended upon by hundreds of thousands of people.”

“The investigations carried out by specialized agencies and experts from Cuba and the United States for more than one year confirmed that there is no credible evidence or hypothesis or science-based conclusions that justify the actions taken by the U.S. government against Cuba to the detriment of bilateral relations. Last June 5, U.S. Secretary of State himself affirmed that ‘the precise nature of the injuries suffered by the affected personnel, and whether a common cause exists for all cases, has not yet been established.’”

Nevertheless, the Cuban delegation “reiterated its unchanged commitment to cooperate with the U.S. authorities to clarify this situation. Ensuring the health and security of Cubans and foreign citizens is and will be a priority of the Cuban government. “

In addition, the Cuban statement said, “The purpose of these exchanges is to coordinate the bilateral cooperation in the field of law enforcement and to advance in the combat against the different crimes that threaten the security of the two countries such as terrorism, illicit drug trafficking, trafficking in persons, cybercrimes, among others.”

Cuba added, “While reviewing the exchanges on the different areas of security, the Cuban side made reference to the concrete results of this bilateral cooperation, which has contributed to prevent crimes and prosecute offenders. The Cuban delegation also made emphasis on the information and requests for cooperation [while still waiting for a U.S. response] to further advance in the implementation of this mechanism.”

“Both sides agreed to continue with this dialogue and to keep holding the technical meetings between the law enforcement agencies from both countries to bring bilateral cooperation to fruition.”

Migration Dialogue[3]

U.S. Statement

“The delegations discussed the significant reduction in irregular migration from Cuba to the [U.S.] since the implementation of the [January 12, 2017 Joint Declaration]. Apprehensions of Cuban migrants at U.S. ports of entry decreased by 88 percent from fiscal year 2017 to 2018. The [U.S.] again raised the need for increased Cuban cooperation in the [U.S.] return of Cubans with final orders of removal from the [U.S.]”[4]

The [U.S.] also reiterated that until it is safe to fully staff our Embassy, we are able to adjudicate only official and emergency visas in Havana.”

“A strong migration policy is vital to the [U.S.’] national security. The Migration Talks, which began in 1995, provide a forum for the [U.S.] and Cuba to review and coordinate efforts to ensure safe, legal, and orderly migration between Cuba and the [U.S.].”

Cuban Statement

Both “parties acknowledged the benefits of the Joint Declaration of January 12, 2017, in particular the elimination of the policy of “Dry feet-wet feet” and the “Parole Program for Cuban Medical Professionals,” in the decrease of irregular emigration.”

“They also agreed on the usefulness of the exchange between [U.S.] Coast Guard Troops and the [Cuban] Coastguard Service held in January 2018, and the technical meeting on trafficking in persons and immigration fraud carried out in December 2017.”

In addition, “compliance with bilateral agreements was reviewed, in order to guarantee a regular, safe and orderly migration; discourage irregular migration, and prevent and confront associated illicit acts. Cuba demonstrated that it rigorously fulfills its obligations, and reiterated its willingness to maintain and expand bilateral cooperation in this area.”

“The Cuban delegation urged the government of the [U.S.] to fully comply with its commitments to issue visas for migrants, in accordance with the Migration Agreements. . . . [The U.S.] decision to suspend visa processing services at its embassy in Havana directly affects migratory relations and family ties, damaging institutional exchanges and travel between the two countries.”

The Cubans also “expressed concern about the [U.S.’] Cuban Adjustment Act, which, together with other US regulations, encourages the irregular emigration of Cubans and exposes them to becoming victims of illegal traffickers and gangs associated with organized crime.”

Conclusion

Despite the Trump Administration’s continued hostile rhetoric and actions regarding Cuba, it is reassuring that the two countries are continuing to have respectful dialogue on many common issues and reaching agreement on some of these problems. May it continue!

Amnesty International’s Report About Cameroon’s Conflict 

Cameroon’s current struggle between the majority Francophones and the minority Anglophones is the subject of a June 12 Amnesty International (AI) report.[1]

Recent History of Conflict

This report says the “unrest began in October 2016 when “lawyers and teachers in English-speaking cities went on strike in protest at having to use French in schools and courtrooms. In the ensuing clashes, six protesters were killed and hundreds arrested, some of whom were put on trial for charges carrying long sentences or the death penalty.”

English-speaking teachers and lawyers in the northwest and southwest then began calling for reforms and greater autonomy, criticizing what they called “the marginalization of the Anglophone population by French speakers.” In response, the government started a “crackdown, including arrests and an internet shutdown. . . . English-language separatists then picked up the momentum, calling for an independent state.”

The separatists then “burned down schools and killed at least 44 members of security forces in the past year. . . . They have vowed to paralyze the country until their leader Ayuk Tabe, who declared himself the president of the English-speaking Republic of Ambazonia, is released. He was arrested in December [2017] with 48 others in neighboring Nigeria and extradited to Cameroon.”

The government forces then “responded with arbitrary arrests and unlawful killings.” According to AI’s investigation, people “were blindfolded, gagged and beaten with shovels, hammers, planks and cables.” Samira Daoud, AI’s deputy director for West and Central Africa, said, “Security forces have indiscriminately killed, arrested and tortured people during military operations which have also displaced thousands of civilians.”

On October 1, 2017—the anniversary of Anglophone region’s independence from Britain–thousands took to the streets to demand a breakaway state. The military stepped in. Witnesses said troops opened fire from attack helicopters; the military denied this. [As a result,] “thousands of Anglophones fled the ensuing crackdown, which Cameroon authorities said was necessary to restore peace and curb banditry. They described it as an anti-terrorist operation.”

A month later, separatists launched the first guerrilla attacks on security forces, killing four over a few days.

This February witnesses say the government forces used “scorched earth tactics such as burning down villages then opening fire on fleeing residents. Then late last month the conflict’s bloodiest incident happened  when government security forces “surrounded and killed more than two dozen suspected separatists in the town of Menka, in Cameroon’s Northwest Region.”

France and Britain, which governed the country under League of Nations mandates after World War I until 1960 have tried to stay out of this conflict. France has condemned separatist violence and urged dialogue while Britain has “encouraged the parties to reject violence.”

Based upon this investigation and report, AI made the following recommendations to the Cameroonian authorities:

Ensuring accountability

  • Conduct prompt, thorough, independent and impartial investigations into all allegations of human rights violations detailed in this report;
  • Ensure that those identified as responsible for any human rights violations are promptly and fairly prosecuted in accordance with international fair-trial standards;
  • Take all legal measures to ensure accountability for crimes committed by the armed separatists.

Preventing arbitrary arrest and detention

  • Ensure that arrests and detentions are conducted in compliance with international human rights standards and domestic law, and that all security forces are trained on and understand these norms;
  • Ensure that there are sufficient, recognizable and precise grounds for arrest and that evidence is appropriately gathered. A suspect must only be arrested if there is a reasonable suspicion that he or she may have committed a crime. If there are insufficient grounds for arrest, the person must be immediately released;
  • Ensure that detainees are promptly brought before an independent civilian court that upholds international fair-trial standards, are informed of the charges against them, and have knowledge of and access to legal procedures allowing them to challenge the legality of their detention.

Preventing incommunicado detention, torture and death in custody

  • Ensure that all detained suspects are treated in accordance with international human rights standards, which includes access to a lawyer of their choice, family, medical assistance, to be held in a legal detention facility, in humane conditions free from cruel, inhuman, degrading treatment and torture;
  • Publicly order the security forces to end the practice of detaining and interrogating people in unofficial detention sites;
  • Ensure that confessions or other evidence obtained through torture will never be invoked in legal proceedings;
  • Grant independent international monitors, such as the International Committee of the Red Cross (ICRC), unhindered access to all persons deprived of their liberty and allow them to carry out unannounced inspections of all detention facilities to investigate and monitor conditions;
  • Improve conditions in detention facilities and preserve prisoners’ physical and psychological integrity by providing all detainees with professional medical care, adequate food, water, lighting, and ventilation, in accordance with international standards.

Avoiding excessive and unnecessary use of force

  • Ensure that security forces abide by international policing standards, including the UN Code of Conduct for Law Enforcement Officials and the UN Basic Principles on the Use of Force and Firearms, when responding to protests, and in particular restricting the use of firearms to situations of imminent threat of death or serious injury, or the equivalent;
  • Issue clear orders to the military, the gendarmes and the police commanders to immediately cease the use of excessive force in the context of cordon, search-and-arrest operations, as well as during public demonstrations;
  • Respect and protect the right of all persons to peacefully assemble and to associate with others.

Providing effective remedies to victims

  • Ensure that all victims of human rights violations and abuses are granted reparation including measures of restitution, compensation, rehabilitation, satisfaction and guarantees of non-repetition.

Promoting dialogue

  • Restore the confidence between state representatives and the Anglophone communities by initiating an inclusive dialogue and consult with Anglophone population to address their concerns;
  • Address deeply-entrenched human rights violations, such as marginalization and exclusion, to prevent the escalation of the crisis and the resurgence of other social conflicts that often generate violence.

Conclusion

For members of the Cameroonian diaspora and for U.S. citizens, please let your elected representatives know of your concern for the welfare of the Cameroonian Anglophones. U.N. Security Council Adopts Resolution Regarding the Western Sahara Situation

On April 27, 2018, the U.N. Security Council adopted Resolution 2414 (2018) Regarding the Situation in the Western Sahara. This resolution was offered by the U.S. and adopted, 12-0 (with abstentions by China, Ethiopia and the Russian Federation).[1]

After a long preamble, the resolution provided, in part, as follows:[2]

“1. Decides to extend the mandate of MINURSO until 31 October 2018;

“2. Emphasizes the need to make progress toward a realistic, practicable and enduring political solution to the question of Western Sahara based on compromise and the importance of aligning the strategic focus of MINURSO and orienting resources of the United Nations to this end;”

“3. Calls upon the parties to resume negotiations under the auspices of the Secretary-General without preconditions and in good faith, taking into account the efforts made since 2006 and subsequent developments with a view to achieving a just, lasting, and mutually acceptable political solution, which will provide for the self-determination of the people of Western Sahara in the context of arrangements consistent with the principles and purposes of the Charter of the United Nations, and noting the role and responsibilities of the parties in this respect;”

. . . .

“10. Calls upon all parties to cooperate fully with the operations of MINURSO, including its free interaction with all interlocutors, and to take the necessary steps to ensure the security of as well as unhindered movement and immediate access for the United Nations and associated personnel in carrying out their mandate, in conformity with existing agreements;”

After the vote, the U.S. representative,  Amy Tachco, said, in part, the following:

  • “The United Nations Mission for the Referendum in Western Sahara (MINURSO) is a peacekeeping mission that should have finished its job a long time ago. It is a mission that began 27 years ago, almost to the day. It is a mission that was designed to help achieve a specific purpose — one that it has not yet completed. That is not the fault of MINURSO. The fact is that we, as a Security Council, have allowed Western Sahara to lapse into a textbook example of a frozen conflict. And MINURSO is a textbook example of a peacekeeping mission that no longer serves a political purpose.”
  • “The [U.S.] wants to see progress at last in the political process meant to resolve this conflict. That is why we have renewed the MINURSO mandate for six months, instead of one year. Over the next six months, we expect that the parties will return to the table and engage Personal Envoy Köhler. We also hope that neighboring States will recognize the special and important role that they can play in supporting this negotiating process.”
  • “The [U.S.] emphasizes the need to move forward towards a just, lasting, and mutually acceptable political solution that will provide for the self-determination of the people of Western Sahara. We continue to view Morocco’s autonomy plan as serious, credible and realistic, and it represents one potential approach to satisfying the aspirations of the people of Western Sahara to run their own affairs with peace and dignity. We call on the parties to demonstrate their commitment to a realistic, practicable and enduring political solution based on compromise by resuming negotiations without preconditions and in good faith. Entrenched positions must not stand in the way of progress.” (Emphases added.)
  • “In the meantime, we expect that all parties will respect their obligations under the ceasefire and refrain from any actions that could destabilize the situation or threaten the United Nations process.” (Emphasis added.)

More Unkind Words About Cuba from Vice President Mike Pence

On Monday night (June 4), U.S. Vice President Mike Pence hosted a reception at the White House for delegates to the OAS General Assembly, which met June 4 and 5 with most attention on the U.S.-led effort to suspend Venezuela’s OAS membership.[1]

Most of Pence’s remarks at the reception, therefore, concerned Venezuela. But he managed to interject these unkind words about Cuba: “In Cuba, the Castro name has begun to fade, but under a handpicked successor, their legacy endures and the oppressive police state they established is ever-present.  Under President Donald Trump, America will always stand for Que Viva Cuba Libre.”[2]

Conclusion

Those of us who support normalization and reconciliation with Cuba need to be vigilant in monitoring and combatting the anti-Cuba policies and rhetoric from the Trump Administration and its allies like Senator Marco Rubio (Rep., FL).

U.S. Establishes Task force To Coordinate Response to Health Problems of U.S. Diplomats in Cuba and China 

On May 23, the U.S. State Department established the Health Incidents Response Task Force to coordinate a response to unexplained health problems affecting some diplomats stationed in Havana, Cuba and in China.[1]

As the Department’s press release stated, this group will “direct a multi-agency response to the unexplained health incidents that have affected a number of U.S. government personnel and family members stationed overseas” and coordinate “Department and interagency activities, including identification and treatment of affected personnel and family members, investigation and risk mitigation, messaging, and diplomatic outreach.” This Task Force “includes interagency partners, such as the Departments of Health and Human Services, Commerce, Justice, Defense and Energy, as well as other members of the foreign affairs community.”

As has been noted in previous posts, 24 U.S. personnel and family members who had served in Cuba have been “medically-confirmed as having symptoms and clinical findings similar to those noted following concussion or minor traumatic brain injury.[2] In addition, on May 16, 2018, “a U.S. government employee serving in China was medically-confirmed with similar findings.”

This Task Force, at least initially, ignores the recent request by an eminent Cuban scientist for the creation of a joint task force of Canadian, Cuban and U.S. scientists and medical personnel to conduct an investigation of these medical issues.[3]

U.S. Senator Jeff Flake and Former Google Executive Meet with Cuban President Diaz-Canel

On June 4, U.S. Senator Jeff Flake (Rep., AZ) and Eric Schmidt, former Google Chief Executive and now a member of the board of directors of its parent company, Alphabet Inc., met in Havana with Cuba’s President, Miguel Diaz-Canel. Others in attendance were Cuba Foreign Minister, Bruno Rodriguez; the Foreign Ministry’s Director General of the United States, Carlos Fernández de Cossío Domínguez; Philip Goldberg, U.S. Charge d’Affaires in Cuba; and  Cuba Communications Ministry officials.[1] Below is a photograph of Flake and Diaz-Canel.

Google and Cuba have been discussing how the company can help connect Cuba to undersea fiber-optic cables that run relatively near to the island, which would allow Cubans faster access to data stored around the world.

Afterwards at a press conference, Flake said, “We had a good meeting with President Diaz-Canel. … We are hopeful for the future if we can have more connectivity, more travel, more meetings with Cubans and vice versa. We were talking specifically about connectivity, but also about the challenges that have come up. Obviously we have had some setbacks.”

Presumably they also discussed the unfortunately unilateral U.S. Cuba Internet Task Force at the State Department that presumably is seeking to improve Cuba’s internet access. On February 9, 2018, this blogger advised  the Task Force that it “is based upon false & illegal premise that U.S. unilaterally may & should decide what Internet services Cuba should have & then take unilateral steps to provide those services & equipment. Instead U.S. should politely ask Cuba whether there was any way the U.S. could assist in improving their Internet service.”[2]

President Trump’s Message to the Cuban People 

On May 20, the anniversary of Cuba’s 1902 declaration of independence from the U.S. after what we in the U.S. call the Spanish-American War, U.S. President Donald Trump issued the following message to the Cuban people:[1]

  • “The twentieth of May marks the celebration of Cuban independence won by patriots who wished for individual freedom and the right of self-determination, both of which have been tragically snuffed out by a tired Communist regime.  Regardless, the brave people of Cuba continue to work—under continued oppression and extraordinarily difficult circumstances—to provide for their families and to restore human and civil rights.  The names of great Cuban leaders who fought for independence, such as José Martí and Antonio Maceo, echo through history alongside names like Washington and Jefferson.  The legacy of these leaders continues to inspire and encourage all peoples to remain committed to the fight for democracy and the restoration of political, economic, and religious freedoms.”
  • “The resilience of the Cuban people and the contributions of the Cuban-American community demand our respect.  We are grateful for the many contributions in the world of literature, the arts, music, cuisine, and entrepreneurship that these communities have given us.”
  • “To the people of Cuba who yearn for true freedom, and to the Cuban-Americans who reside in the United States, Melania and I send our warmest wishes.  On this special day, we remember the Cuban patriots who lit a flame of freedom that will never be fully extinguished as long as men and women can dream of a better tomorrow.  Let us recommit ourselves to a better, freer future for the Cuban people.”

This Trump statement requires several comments.

First, under the first Cuban Constitution of 1902, the U.S. retained the right to intervene in Cuban affairs and to supervise its finances and foreign relations. Under the Platt Amendment, the U.S. leased the Guantánamo Bay naval base from Cuba. As a result, Cuba does not celebrate May 20. Indeed, for the U.S. to do so is an insult to Cuba.

Second, since 1959, Cubans celebrate their independence on July 26, the anniversary of the 1953 attack by Cuban rebels led by Fidel Castro on the Moncada Barracks,  a military barracks in Santiago de Cuba, named after the General Guillermón Moncada, a hero of the Cuban War of Independence.. This armed attack is widely accepted as the beginning of the Cuban Revolution.

Indeed, a prior post told the story of the speech on July 26, 1991, in Matanzas Cuba by South Africa’s Nelson Mandela, who was inspired by Fidel Castro and the Cuban Revolution.

Third, the extent of political freedoms in Cuba today is a matter of debate with Trump expressing his Administration’s  very negative views on the subject.

Others Factors Favoring More U.S. Immigration

On May 17, the U.S. National Center for Health Statistics reported “the fertility rate in the United States fell to a record low for a second straight year, federal officials reported Thursday, extending a deep decline that began in 2008 with the Great Recession.” This latest rate “fell to 60.2 births per 1,000 women of childbearing age, down 3 percent from 2016. . . . It was the largest single-year decline since 2010, when families were still feeling the effects of a weak economy.”[1]

If such rates “are too low, a country can face challenges replacing its work force and supporting its older adults, like in Russia and Japan. In the [U.S.], declines in rates have not led to drops in the population, in part because they have been largely offset by immigration.”

An apparent cause is women “postponing marriage, becoming more educated and . . .more likely to be the primary breadwinners for their households.” Yet, Donna Strobino, a demographer at the Bloomberg School of Public Health in Baltimore, says, “It’s hard to tell whether this is a dip that we periodically see in fertility or this is a long-term trend due to major social changes.”

“The most recent decline has been deepest for minorities. The fertility rate among Hispanic women dropped more than 27 percent between 2007 and 2016, the most recent year of data by race. The rate for whites has dropped about 4 percent, for blacks about 11 percent and for Asians about 5 percent.

The Wall Street Journal recognizes this problem. Its May 17 editorial states, “the immigration destructionists are detached from the reality of the American farm economy and a worker shortage that’s driving food production overseas.” Moreover, the U.S. “farm labor shortage is growing more serious as the overall U.S. jobless rate falls. The Labor Department says about half of the 1.2 million or so workers employed in agriculture are undocumented, and if they were deported the shortage would become a crisis.”[2]

A related Wall Street Journal article quotes “a study from former regional Fed economist Madeline Zavodny, now at the University of North Florida, suggesting that new talent doesn’t hurt our existing talent and may even help. She finds that ‘having more immigrants reduces the unemployment rate and raises the labor force participation rate of US natives within the same sex and education group.” These “results may be surprising, but they are consistent with research that finds immigration has little adverse effect on native-born workers’ wages and employment. The results do not deny, however, not all workers in America are doing well. The results simply point to the fact that immigrants are not to blame for deeper structural forces or circumstances that may have led to dim labor market prospects for some workers.”[3]

A similar report comes from Minnesota. “The strength of Minnesota’s manufacturing industry has obscured a potentially serious challenge ahead for the sector: finding enough workers.” A Minnesota industry group said a “looming worker shortages [is]  a top concern for manufacturers, as baby boomer retirements shrink the labor pool at the same time the sector continues to grow.” Nearly one-half of survey respondents ‘identified hiring and retention as their number one challenge.”  April data “provided more evidence that hiring has slowed sharply in the state this year amid an ultratight supply of workers. The [state] agency said the number of unemployed workers is at a 17-year low.” [4]

More Hostile Comments About Cuba from U.S. Vice President Pence and U.S. Ambassador to the Organization of American States  

As discussed in a previous post, harsh rhetoric about Cuba recently has come from the lips of U.S. Vice President Mike Pence and the new U.S. Ambassador to the Organization of American States (OAS), Carlos Trujillo. Now there has been more such rhetoric.

Vice President Pence[1]

On May 2, the Vice President at his Ceremonial Office in the Eisenhower Executive Office Building in Washington, conducted the swearing-in of  Carlos Trujillo, a Cuban-American, as the new U.S. Permanent Representative to the Organization of American States. In his remarks, the Vice President said, “In Cuba, the Castro name may be fading, but its legacy of tyranny lives on and hangs over that country like a cloud, darkening the future of all who call that island home.”

On May 7, the Vice President appeared at a Special Meeting of the Permanent Council of OAS at its headquarters in Washington, D.C. and said the following about Cuba:

  • “In Cuba, the longest-surviving dictatorship in the Western Hemisphere still clings to power.  For nearly 60 years, the Castro family systematically sapped the wealth of a great nation and of the Cuban people.  While the Castro name is now fading, the oppression and police state they imposed is as powerful as ever.”
  • “Today, the United States once again stands with the Cuban people in their stand for freedom.  No longer will our dollars fund Cuba’s military, security, and intelligence services — the core of that regime.  And in this administration, we will stand and we will always say, ‘Que Viva Cuba Libre.’”
  • “But Cuba’s leaders have never been content to stifle just their own people’s freedom.  For generations, that communist regime has sought to export its failed ideology across the wider region.  And today, the seeds of Cuban tyranny are bearing fruit in Nicaragua and Venezuela.”

The main topic of his address, however, was the announcement of new U.S. measures against Cuba’s major ally, Venezuela:  imposing financial sanctions on three Venezuelans; providing $2.5 million to help Venezuelans temporarily living in Colombia; and demanding Venezuela’s president to open the country to international aid. In addition, Pence demanded that the country suspend what he called a fraudulent election later this month and called for the other OAS members “to cut off Venezuela’s corrupt leaders from laundering money through your financial systems;” “to enact visa restrictions that prevent Venezuela’s leaders from entering your nations;” “to hold [President] Maduro accountable for destroying Venezuela’s democracy;” and to vote to suspend Venezuela from the OAS.

Ambassador Trujilo[2]

At his May 2 swearing-in, Ambassador Trujillo criticized President Obama’s being in Cuba in 2016 “shaking hands, eating hotdogs, and celebrating a baseball game with a dictator who tortured and imprisoned political prisoners and dissidents throughout many years.” The new Permanent Representative concluded by saying, “I look forward to working diligently with that resolve and never wavering until Venezuela, Cuba, Nicaragua, and the Western Hemisphere is free and able to enjoy the liberties and democracies that we all celebrate.” (Emphasis added.)

On Sunday, May 6, on Univision, Trujillo said that “Raul Castro should be tried for his crimes against human rights” and that he hopes for the OAS , and for other agencies, that these trials will be held.” These comments were supported by a spokesman for the International Justice Commission of Cuba, which is composed of civil rights activists from 10 countries.

Cuba’s Response[3]

The Cuban response was provided on May 7 by its  Foreign Ministry’s Director General for the United States,  Fernandez de Cossio. He rejected what he called “aggressive and false” statements by Vice President Pence at the OAS meeting. Indeed, Pence  allegedly lied when he claimed that the U.S. has a long-standing commitment on the continent to democracy and freedom and that the U.S. supports the Cuban people. Moreover, the U.S. has intensified the blockade (embargo) of the island, aimed at stifling its economy and people while the OAS Is “known for its support for the most horrendous crimes on the continent, ranging from coups and brutal dictatorships to assassinations, torture and disappearances.”

Minister Fernandez continued. Vice President Pence does not realize that Latin America is different and that the U.S. policies will fail. Cuba will continue to build an independent, sovereign, socialist, democratic and sustainable country, and will also continue to support the construction of our America in solidarity and respectful of the diversity of peoples.
