U.N. General Assembly Again Condemns U.S. Embargo (Blockade) of Cuba

On November 3, 2022, the U.N. General Assembly again condemned the U.S. embargo (blockade) of Cuba. The vote this time for the Cuban resolution was 185 to 2 (with the U.S. and Israel voting against the resolution) while two others abstained (Brazil and Ukraine).[1]

The resolution “reiterated its call on all States to refrain from promulgating and applying laws and measures of the kind referred to in the text’s preamble, in conformity with their obligations under the United Nations Charter and international law. It also urged States that have and continue to apply such laws and measures to take the steps necessary to repeal or invalidate them as soon as possible in accordance with their legal regimes.”

Cuba’s Argument for Its Resolution

Cuba alleged in support of its resolution that “only between August 2021 and February 2022 that unilateral policy caused Cuba losses in the order of 3,806.5 million dollars. The figure is 49% higher than that reported between January and July 2021 and a record in just seven months.”

“At current prices, [according to Cuba,] the accumulated damages during six decades of the blockade amount to 150,410.8 million dollars, with a great weight on sectors such as health and education, in addition to the damage to the national economy and the quality of life of Cuban families.”

“In the first 14 months of the Biden Administration alone, [said Cuba,] the losses caused by the blockade amounted to 6,364 million dollars, which is equivalent to an impact of more than 454 million dollars a month and more than 15 million dollars a day.”

Finally, Cuba claimed that  “The extraterritorial impact of the blockade harms the sovereignty of the countries of the United Nations, sanctions their businessmen and impedes access to their ports for third party ships that dock in Cuba. It also prevents the importation into Cuba of articles produced in any country when they have 10% or more of U.S. components.”

Cuba’s foreign Minister, Rodriguez Parrilla, also said, “During the pandemic, the blockade was further tightened, causing more delays in the delivery of necessary medical equipment. But despite limited resources, Cuba cooperated with other countries, sending medical brigades to provide aid. Equally unceasing, he said, is the fraudulent inclusion of Cuba in the United States Department of State’s unilateral list of countries that allegedly sponsor terrorism. This forces Cuba to pay twice the usual price for commodities on the international market. Cuba has rejected all forms of terrorism.”

The Foreign Minister added, “The current United States Administration does not have a Cuba policy, he said. Rather it continues to exert the “maximum pressure” policy developed under the Donald Trump Administration. Over the last few months, it has taken positive steps to alleviate certain restrictions, but the blockade continues to be the central element defining Cuba-United States policy.”

Other Countries’ Support for the Resolution

During the General Assembly debate over the Cuba resolution, “Member States condemned the economic embargo against Cuba, calling it cruel, inhumane and punitive. They urged the United States to begin a dialogue with Cuba based on the equality of States and respect for sovereignty and independence.”

“Representatives of several developing States also thanked Cuba for providing them with much-needed medical aid, nurses and vaccines at the height of the pandemic. Nicaragua’s delegate said that Cuba, thanks to its revolutionary spirit and socialist conviction, has been able to stand alongside the developed countries that sanction it by producing vaccines and helping ‘our developing peoples.’”

“Speakers for several Caribbean countries pointed out also that the United States blockade has had widespread implications and consequences and was stifling not only Cuba’s growth but that of the entire region. Several delegates questioned how the world could commit to implementing the 2030 Agenda for Sustainable Development while locking out one country from fairly participating in its own socioeconomic development.”

“’No nation should be punished and exploited by another,’ Gabon’s representative said. ‘Cuba is peaceful and cooperative and deserves the continued support of the international community in calling for an end to the embargo.’”

“Member States also questioned how they could overwhelmingly call for an end to the embargo year after year for decades without any results. ‘Every year, we speak about the devastating impact of the embargo on the people of Cuba, but we see no effort to remove the restrictions,’ Zimbabwe’s delegate said.”

The U.S. Statement Against the Resolution[2]

The U.S. statement purportedly justifying its opposition to the resolution was provided during the debate by John Kelley, Political Counselor, who said the following:

  • “The United States remains committed to the Cuban people in their pursuit of freedom, prosperity, and a future with greater dignity. We are focused on the political and economic wellbeing of the Cuban people and center our efforts on democracy and human rights and fundamental freedoms.”
  • “Cubans of all walks of life are speaking out for fundamental freedoms, protesting Cuban government repression, and advocating for a better future. In July of 2021, the world witnessed tens of thousands of Cubans across the island take to the streets to peacefully demand freedom. The Cuban government responded to the demands of the Cuban people with crackdowns on peaceful protesters, journalists, and human rights defenders.”
  • “The Cuban government has used harsh prison sentences, even against minors, intimidation tactics, arrests, Internet interruptions, government-sponsored mobs, and horrendous prison conditions to try to prevent Cubans from exercising their human rights.”
  • “Cuban security officials have also forced into exile human rights activists and journalists who had been either detained or warned about their activities. We join international partners in urging the Cuban government to release political prisoners immediately and unconditionally and to protect the freedoms of expression and peaceful assembly of all individuals in Cuba.”
  • “As we hold the Cuban government accountable, our support for the Cuban people is unwavering. The embargo includes exemptions and authorizations relating to exports of food, medicine, and other humanitarian goods to Cuba.”
  • “We recognize the challenges the Cuban people face. The people of the United States and U.S. organizations donate a significant amount of humanitarian goods to the Cuban people, and the United States is one of Cuba’s principal trading partners. Since 1992, the United States has authorized billions of dollars of exports to Cuba, including food and other agricultural commodities, medicines, medical devices, telecommunications equipment, consumer goods, and other items to support the Cuban people. In 2021 alone, U.S. companies exported over $295 million worth of agricultural goods to Cuba, including food, to help address the Cuban people’s basic needs.”
  • “Last month, following the devastating impact of Hurricane Ian, the United States announced it is providing to the Cuban people critical humanitarian aid through trusted international partners working directly with Cubans whose communities were devastated by the storm. The U.S. Agency for International Development will provide $2 million in funding for emergency relief to those in need in Cuba.”
  • “Mr. President, the United States opposes this resolution, but we stand with the Cuban people and will continue to seek ways to provide meaningful support to them. We encourage this body to urge the Cuban government to listen to the Cuban people and their demands to determine their own future.”

Conclusion

Amazingly none of the major U.S. sources of international news—New York Times, Washington Post and Wall Street Journal—had any articles about this U.N. General Assembly resolution.

In contrast, this blog by a U.S. citizen living in the U.S. without any family connections with Cuba, but with involvement in Minneapolis’ Westminster Presbyterian Church’s partnership with a Presbyterian-Reformed Church on the island, has contained many blog posts opposing the U.S. embargo of Cuba.[3] The most recent such post had an abbreviated history of the embargo and discussed the last U.N. General Assembly resolution against the embargo that passed on June 23, 2021, by a vote of 184 to 2 (again the U.S. and Israel in opposition) with three abstentions (Colombia, Brazil and Ukraine).[4]

Bernie Sanders’ Early 2014 Cuban Prison Meeting with U.S. Prisoner 

Presidential candidate Bernie Sanders’ recent comments about Cuba and Fidel Castro resulted in journalists’ rediscovery of a meeting Sanders and two other U.S. Senators (Heidi Heitkamp (Dem., ND) and Jon Tester (Dem., MT)) had in February 2014 with Alan Gross, a U.S. citizen then in a Cuban prison.[1]

Gross in 2009 had been arrested in Cuba for bringing communications equipment to Jewish synagogues on the island under a subcontract with the U.S. Agency for International Development (USAID). Gross then was tried and convicted for violating Cuban laws and sentenced to 15 years in prison, and in 2014 as a result of his poor health, the U.S. was seeking his release from the Cuban prison. On December 17, 2014, as part of the U.S.-Cuba agreement to  embark on normalization of relations, Gross was released from the Cuban prison in exchange for the U.S. release of three Cubans from U.S. prison.[2]

In a March 2020 interview by National Public Radio (NPR), Gross recalled the hour-long prison meeting in February 2014 with the three senators and his pleasant conversation with Heitkamp and Tester while Sanders was silent until the end. Then Sanders said he did not see what was wrong with Cuba.

At the time Gross had lost a lot of weight and teeth as a result of mistreatment, and he told NPR that he was offended by Sanders’ comment. “I just think, you know, it was a stupid thing for him to do. First, how could he not have seen the incredible deterioration of what was once the grandeur of the pre-Castro era. And two, how could he be so insensitive to make that remark to a political hostage — me!”

Gross added in the interview, this Sanders’ comment is “relevant now. The guy’s  running for president of the United States. And for him to make those statements [in 2014] demonstrating  a basic lack of a grasp on reality is problematic for me. I don’t want to see this guy in the White House.”

Cuba Accuses U.S. of Using Ferrer Case To Try to Discredit Cuba

Since mid-October this blog has commented on Cuba’s arrest and detention of José Daniel Ferrer, the leader of Patriotic Union of Cuba (UNPACU). [1]

The Cuban Government had no official response to the many issues raised by this arrest and detention until November 20, when Granma, the official newspaper of the Communist Party of Cuba, published a lengthy statement alleging that Ferrer was acting as an agent of the U.S. [2]

The Granma Article

“The United States government has been conducting a new slander campaign to discredit Cuba, as part of its policy of increased hostility toward our country. Given the resistance of the Cuban people, celebrating the 500th anniversary of the capital [Havana] with optimism, a media effort is being mounted to distract attention from failed U.S. attempts to force the Cuban people to surrender by reinforcing the blockade and depriving us of fuel.”

The pretext for this U.S.media campaign “is the arrest of counter-revolutionary José Daniel Ferrer, a salaried agent of the United States, with a long history of provocative actions, disruption of public order, and violations of the law.”

The U.S. embassy in Cuba led by its chargé d’affaires “has been the fundamental . . . [instrument  for the] orientation, and financing of . . . Ferrer’s conduct, clearly interfering in Cuba’s internal affairs, openly inciting violence, promoting the disruption of order and contempt for the law by this citizen. . . .” [3]

“It is well known that, far from devoting its efforts to promoting bilateral ties, protecting the interests of the U.S. people and their government, and the development of peaceful relations between states, the U.S. diplomatic mission in Cuba, and particularly its chargé d’affaires, have in recent months focused on a failed effort to recruit mercenaries, promoting division and confusion among our people, identifying areas of the economy to attack with coercive measures, and attempting to slander and discredit the work of our government and the Revolution.”

“As usual, the [U.S.] practice of government officials repeating lies, over and over again, is a fundamental ingredient of the campaign.”

“Ferrer was arrested by the police on October 1, in response to a complaint filed by a Cuban citizen, accusing Ferrer and three other individuals of abducting him for an entire night, and giving him such a severe beating that his subsequent hospitalization was required.”

“Ferrer is awaiting trial. He has received a visit from his wife and children, as appropriate in accordance with Cuban regulations.. . . All references to his physical disappearance, to alleged physical abuse, to torture, or insufficient food, are absolutely false, lies deliberately conceived and disseminated by the United States government and its embassy in Havana. He has received proper medical assistance, performs regular physical exercises and, upon request, is provided religious attention.”

“For the record, it must be known, given his activity in the service of the United States government, that  . . . Ferrer has a criminal history of violent behavior, totally unrelated to political motivations. He has recorded violations of the law dating back to 1993. These include attacks with physical violence on other citizens, including women, and public disorder, behaviors that have increased in recent years.”

“It is nothing new for the U.S. government to use people with these characteristics to conduct its subversive activities in Cuba, including slander campaigns with unscrupulous support from the corporate media.”

Comments

The Cuban organization led by Ferrer, Patriotic Union of Cuba (UNPACU), denounced the Cuban government’s statement about him. [4] It said, “The one who does have a long history of murder, brutal beatings, torture, robbery, threats, slander and forced expatriations against his people, and more incisively against dissidents, is the Cuban regime.” The UNPACU statement added the following:

  • “The manifestations of popular discontent against the Cuban regime, which today thanks to the social networks of the Internet we can appreciate on a daily basis, are a direct consequence of 60 years of communist government of a single party that deprives Cuban citizens of fundamental rights and freedoms. which translates into a permanent state of material and spiritual crisis, which from time to time reaches critical levels like the current one.”
  • “In the name of ‘international revolutionary solidarity, the Cuban State trained and armed citizens of other nations on the Island to form guerrillas in their respective countries. Our organization receives unimpeded help from various foreign institutions that promote values ​​such as democracy, freedom, the rule of law and the division between the powers of the state, without which it is impossible for a government to guarantee and respect the human rights of its people.”
  • “With the help we receive, weapons, bombs and terrorism are not bought. With that help we buy printers and sheets to print thousands of copies of the Universal Declaration of Human Rights and distribute them to the population.”
  • “Regarding the slander against José Daniel Ferrer, we can say that in his case and in that of the Patriotic Union of Cuba there is no aggression against any member of the repressive bodies of the Cuban State during these years of activism.”
  • “UNPACU expressed concern about the “conditions of confinement of detainees, as well as the torture, cruel, degrading and inhuman treatment to which José Daniel Ferrer is being subjected, as his wife confirmed in a recent visit to the Aguadores prison in Santiago from Cuba, after 34 days of being kept missing. “
  • The organization held the Cuban regime responsible for the life of José Daniel Ferrer and his companions, and demanded his “immediate and unconditional freedom.”

The Miami Herald’s article about Cuba’s allegation that Ferrer was an U.S. agent added, “The Cuban prosecutor’s office charged Ferrer and three activists with causing ‘serious injuries’ to a person identified as Sergio García González at the UNPACU headquarters on Sept. 20. According to Granma, González accused them of ‘having kidnapped him for a whole night and beat him up, so he had to be admitted to a hospital.’” However, his wife, “Maribel Cabreja, [has said] that her husband told her the injuries were due to an accident on a motorcycle.” She “also confirmed that state security agents were pressing García González to blame Ferrer.” [5]

So far the U.S. has not responded to these allegations. When it does, they will added as a comment to this post or as a new post.

It is difficult for this non-Cuban blogger to reach a definitive conclusion on these issues. There is abundant evidence that the Cuban regime is hostile towards Cuban dissidents, for which the regime deserves criticism. On the other hand, the U.S. for many years has provided financing and support for what it now calls Cuba’s “Journey to Self-Reliance,” the total for which for FY2015 was stated to be $6.25 million.  It, therefore, is understandable that the Cuban government is suspicious of at least some Cuban dissidents, especially when the Trump Administration has adopted and implemented so many policies that are expressly hostile towards Cuba and when the U.S. is so much wealthier and stronger in military power.

Therefore, this blogger believes that Cuba should invite an U.N. organization or investigator to come to Cuba with unfettered access to Ferrer to assess his medical condition and issue a public report on the findings. In addition, Cuba should allow Ferrer to have an attorney and submit the claims against Ferrer to an independent international court or arbitrator to determine whether he is guilty or innocent. Finally, the U.S. should be compelled to submit a public report to that international court or arbitrator on whether the U.S. has provided any financial or other assistance to Ferrer and UNPACU.

Examination of the Actions of EchoCuba (a U.S. Nonprofit)

The Evangelical Christian Humanitarian Outreach for Cuba (ECHO Cuba), a U.S. nonprofit organization, has emerged as one that calls for close examination by U.S. citizens interested in U.S.-Cuba normalization and reconciliation. EchoCuba is active in Cuba, including successful public opposition to a provision of the then proposed new Cuban constitution and commenting on other controversial Cuban issues. It has received significant financial support from the U.S. Agency for International Development (USAID). Finally EchoCuba has been used by the State Department as one of only two primary sources for the department’s most recent (and critical) annual report on Cuban religious freedom. These activities have not yet received the serious attention that they deserve. This blog post endeavors to start that examination.

ECHOCuba’s Background [1]

The organization was founded in 1994 by Cuban-American Teo Babún. Soon thereafter it was denounced in the Cuban TV news series “Razones de Cuba” for promoting subversion on the island, with funding from the U.S. government, by publishing counterrevolutionary blogs and printed propaganda and by hosting public events.

Granma, the official newspaper of the Communist Party of Cuba, has reported that Senor Babún and his family before the triumph of the Revolution “owned the second largest sugarmill in the eastern part of [Cuba]; the Diamante construction company; a cement factory; the Sevilla estate; and the Santiago de Cuba ship line.” After 1959, however, he and his family left the island for Miami, where he made connections with the “annexionist” mafia [Cuban exiles], supported the U.S.-organized mercenary invasion of Play Girón [Bay of Pigs in 1961] and a subsequent terrorist attack on the coastal town of Boca de Samá in 1971.

A noted Cuban intellectual and historian, Nestor Garcia Iturbe, added that Senor Babún is (or was) the executive director of Americas Humanitarian Relief Logistics Team, Inc. (ART) , which says that it “provides aid to hurting people in the Americas” and “disaster response assistance throughout the Americas” as well as partnering with the U.S. Navy’s Southern Command and with “USAID and UN/OCHA through the U.N. Humanitarian System.” Indeed, Garcia says this organization also is a recipient of USAID fund. Another organization created by Babún was the Claims Register Assistance to aid persons who wanted to file claims in the 1960s with the U.S. Department of Justice for their Cuban properties that had been expropriated by the Fidel Castro regime.

The current website for EchoCuba states that its mission is “to equip and strengthen the independent evangelical churches of Cuba through theological education and leadership training of their existing and future pastors. . . . Since the early 1990s, . . . [it] has existed to advocate faith and freedoms in Cuba through a vast network of mostly . . . Protestant and Roman Catholic churches who have promoted Christian education, humanitarian aid, and small business initiatives.”

EchoCuba says in 2002 it “cooperated with different foundations and organizations  in distributing humanitarian assistance and training manuals on carrying out social and human services, such as caring for the elderly, disabled, and malnourished children. It also has aided in reaching out to the most marginalized pockets of Cuba’s populations, including the families of those persecuted by the communist regime for their beliefs and ideals.”

“Today [date not specified] we embark on a new chapter . . . [to focus on] the development of effective Christian leadership to promote Biblical truth while transforming communities. . . [and empowering] the in We collaborate with local leaders, seminaries and communities in the island to bring the Gospel to the masses.”

Yet another of its activities is “faith-based advocacy.” It correctly notes that Cuba was an “atheist state” and that during that period Christians suffered. It also claims that freedom of religion today on the island is “not fully available, and persecution of those who publicly profess a creed exists today.” [This statement is true for the period 1959-1992], but misleading on the years since then.]

EchoCuba also participates in the First Frontier Cuba Network, which “serves as a convening platform, which stewards and directs the investment of North American resources, time, energy and manpower wisely to directly respond to the continuing needs of the Cuban Church. [This Network] has been created to provide consultation and leadership to catalyze the right kind of change in Cuba, without harm, confusion, and fragmentation; and to be the voice of Cuban missiology that guides ministry action towards long-term and productive change for the Kingdom of God.”

The final activity listed on its website is “fighting Biblical poverty.” It claims in the last two decades, “Christianity has grown in Cuba in an unprecedented rate. With a population of 11 million, and only 10%-20% of that population being active Christians, the demand for Bibles is unlike any other point in history. For most Christians in Cuba, they feel isolated from the world. The government and its last of freedom restrict the ability of Christians to access the outside world through literature, internet, television even the distribution of Christian material including the Sword of God [the Bible]. In Cuba there are no places to buy or print Bibles on the island. However God always opens doors. Recently, easing of tensions between the United States and Cuba [with President Obama’s December 2014 opening to Cuba] after fifty years offers an unprecedented opportunity for the Church to receive bibles from international organizations like EchoCuba. Now, you can help Cubans discover the life and love of Jesus found in God’s Word. EchoCuba has vowed to bring the Gospel any way it can to God’s faithful servants in Cuba.”

The website also claims that “Churches in Cuba are not legally allowed to be constructed, [thereby forcing] God’s people . . . to operate through house churches, which hold no legal recognition from the government. Cuba has over 25,000 house churches on the island. The average house church holds an average of 20 to 40 members, on average only 5-10 bibles are available for the entire congregation. We believe that by providing Church leaders and seminarians with Bible and Scripture resources, even more people will experience the transformative power of God’s love for all of us. Our 2015 goal is to provide 5,000 bibles to Churches in Cuba.”

EchoCuba also is a member, since November 2007, of EFCA, which “provides accreditation to leading Christian nonprofit organizations that faithfully demonstrate compliance with established standards for financial accountability.”

EchoCuba’s Financial Support by USAID [2]

Although it is not mentioned on EchoCuba’s website, USAID, for fiscal 2009-2017, paid $2,302,464 to EchoCuba. Of this total, $1,033,582 was “for a three-year program entitled ‘Empowering Civil Society by Strengthening Economic Independence.’” Another $1,179,066 was for the Cuba Humanitarian Support Network, which was “aimed at providing “humanitarian aid to Cuba’s vulnerable religious leaders” and creating a “humanitarian network for the sustainable delivery of essential food and health supplies to marginalized Cubans and their family members.” In addition, EchoCuba to date has received at least $1,003,674 from USAID during the Trump presidency.

ECHOCuba’s Recent Activities in Cuba [3]

In late 2018, some Cuban evangelical churches, encouraged by EchoCuba and other U.S. conservative evangelical churches and organizations, registered strong objections to a provision of the proposed new Cuban Constitution that would have legalized same-sex marriage. According to Andrew Chestnut, Professor of Religious Studies at Virginia Commonwealth University, ““Both the moral and financial support of U.S. Evangelical denominations and agencies has been crucial to backing Cuban Evangelicals in their campaign to oppose gay marriage on the island.”

In response, in December 2018, the Cuban government withdrew that provision before the new constitution was approved in a national referendum.

This year, Cuban evangelical churches and groups, with the support of similar groups in the U.S., objected to Cuba’s version of a gay pride parade in May, resulting in its cancelation by the organizers of the event.

In July 2019, EchoCuba was involved in the creation of the Evangelical Alliance of Cuban Churches  as separate from the longstanding Cuban Council of Churches (CIC) on the ground that the latter did not represent their beliefs, including opposition to same-sex marriage. According to Elaine Saralegui Caraballo, a lesbian pastor and founder of a Cuban division of the Metropolitan Community Church, said, “The creation of this Alliance fosters a space of unity, from which the whole economic, spiritual, religious, and political force of the Christian fundamentalist churches will be deployed” and that the Alliance’s goal was to promote “Christian supremacy” with the guidance of the U.S. far right, in a similar manner as has occurred in other Latin American countries.”

EchoCuba as Source for State Department on Cuban Religious Freedom [4]

The latest State Department’s report on international religious freedom that was released in June 2019 contained many adverse allegations about that freedom in Cuba with only two principal stated sources, one of which was EchoCuba (without any disclosure about its funding by USAID).

That report contained the following statements about the evangelical or apostolic churches:

  • “There are approximately 4,000 followers of 50 Apostolic churches (an unregistered loosely affiliated network of Protestant churches, also known as the Apostolic Movement) and a separate New Apostolic Church associated with the New Apostolic Church International.  According to some Christian leaders, there is a marked growth of evangelical Protestant groups in the country.”
  • “According to EchoCuba, the ORA [Communist Party’s’ Office of Religious Affairs] approved some registration applications, but it took as many as two to three years from the date of the application.  Other applications received no response or were denied without explanation, while some groups continued to wait for up to 25 years for a response.  EchoCuba said Apostolic churches repeatedly had their attempts to register denied, forcing these churches to operate without legal status.”
  • “In October leaders of Apostolic churches including Bernardo de Quesada, Alain Toledanos, and Marco Antonio Perdomo, issued an official statement on behalf of non-registered groups, which they said are ‘in practice discriminated against,’ urging the government to establish a new statute formally defining and granting the right to, and laying out procedures for, legal registration of religious organizations by the MOJ [Ministry of Justice].  The ORA and the MOJ did not announce any progress on revising the law on associations, announced in August 2017.”
  • “In March the New Apostolic Church, not affiliated with the many loosely affiliated Apostolic churches, registered with the MOJ.”
  • “According to EchoCuba, the government continued to apply its system of rewarding churches that were obedient and sympathetic to “revolutionary values and ideals” and penalizing those that were not.  Similarly, the government continued to reward religious leaders who were cooperative with the government and threatened revocation of those rights for noncooperative religious leaders.  EchoCuba reported that, in exchange for their cooperation with the government, CCC members continued to receive benefits other non-member churches did not always receive, including building permits, international donations of clothing and medicine, and exit visas for pastors to travel abroad.  EchoCuba said individual churches and denominations or religious groups also experienced different levels of consideration by the government depending on the leadership of those groups and their relationship with the government.”
  • “According to EchoCuba, the government continued to single out religious groups critical of the government, such as the unregistered Apostolic Movement, for particularly severe persecution, destroying their churches, confiscating properties, and banning travel of their pastors.  In contrast, the government allowed The Church of Jesus Christ of Latter-day Saints, also unregistered, to operate with little intervention because the Church continued to maintain a close relationship with the government and did not question the country’s laws.  Some religious leaders said the government continued to grant permits to buy properties for use as house churches, including in some cases when the titleholder to the property did not plan to live there.  Other religious groups said securing permission for the purchase or construction of new buildings remained difficult, if not impossible.”
  • “According to EchoCuba, government agencies regularly refused to recognize a change in residence for pastors and other church leaders assigned to a new church or parish.  A decree continued to place restrictions on internal movement and migration, making it difficult, if not impossible, for pastors and their families to register their new place of residence if they transferred to a church that lost its pastor due to death or retirement.  To engage with even the smallest of bureaucratic details, pastors refused the right to reregister needed to travel to wherever they were officially registered and submit the paperwork there.  Legal restrictions on travel within the country also limited itinerant ministry, a central component of some religious groups.  According to EchoCuba, the application of the decree to religious groups was likely part of the general pattern of government efforts to control their activities.  Some religious leaders said the decree was also used to block church leaders from travelling within the country to attend special events or meetings.  Church leaders associated with the Apostolic churches regularly reported they were prevented, sometimes through short-term detention, from travelling to attend church events or carry out ministry work.”

As pointed out in a prior post, this State Department report made only the following reference to the Cuban Council of Churches (CIC): ““Embassy officials met with the head of the Council of Cuban Churches, a government-registered organization with close ties to the government composed mostly of Protestant groups and associated with the World Council of Churches, to discuss its operations and programs.” (Exec. Summary.)

Criticism of U.S. Report on Cuban Religious Freedom [5]

This report’s ever so brief reference to the CIC, in this blogger’s judgment, is a major flaw in the U.S. report as the CIC was founded in 1941 and describes itself as “an ecumenical fellowship of churches and other Cuban Christian institutions, which confess the Lord Jesus Christ as God and Savior, in accordance with the Scriptures and seek to realize their common vocation for the Glory of God the Father, Son and Holy Spirit. The CIC promotes spaces for encounter, celebration, reflection, formation and joint actions of the churches and other Christian institutions, for the service to our people, as a visible expression of the ecumenism to which we are called by God in Jesus Christ.” Today the CIC’s membership includes 28 denominations, 10 fraternal associations and 14 ecumenical movements and centers.

Relevant here is CIC’s statement (on or about July 17, 2019) in response to the announced intent to create the previously mentioned Evangelical Alliance if Cuban Churches. “We want to reiterate to our people and their churches that the . . . [CIC], as it affirms in its Constitution, works under its motto ‘United to Serve‘ which states:

  • ‘We are a fellowship of churches, ecumenical movements and other Christian institutions that confess the Lord Jesus Christ as Son of God and Savior, according to the Scriptures of the Old and New Testaments, and seek to realize their common vocation, the glory of God: Father, Son and Holy Spirit.’
  • ‘Our mission is to provide spaces for meeting, celebration, reflection and formation of churches, ecumenical movements and other Christian institutions, as a visible expression of the unity to which God calls us in Jesus Christ, in the service of our people.’
  • ‘Encouraging the study, consultation and different areas of service in accordance with its purposes and functions; the cooperation of Christians in order to strengthen fraternal relations; enrich Christian life and witness; develop a sense of social responsibility and encourage participation in tasks of common interest for the evangelizing mission of the Church.’
  • ‘The Council, without authority over its members to determine issues of doctrine, government or worship, could be a mediating instance, provided that peace and goodness of the Body of Christ is sought, based on the best testimony to the world: the unity of the believers.’

Therefore, the CIC statement continued, “It is not for the [CIC], to rule on doctrinal issues that have been put on the public stage, nor to represent on this or any other issue, before the Cuban people and its authorities, the churches and organizations , members or not.” It then added the following:

  • “In Cuba all denominations enjoy religious freedom and are equal before the law, therefore each church or religious organization establishes the relations it deems with the authorities, and gives testimony before them and the Cuban people as understood from their understanding of the Faith.” (Emphasis added.)
  • “The Council of Churches, in adherence to the values ​​that its Constitution proclaims and in its vocation of service, has carried out mediating efforts since its foundation. And it has done so by sovereign decision of its members, from its governing bodies, without supplanting it, any rights of others.”
  • “On the contrary, in most cases, these efforts have benefited not only the churches and member organizations of the CIC, and in some, all the religious denominations and their practitioners on the island. Suffice it to mention the import and distribution of Bibles, and in the early 90s, their decisive contribution in the cessation of all forms of religious discrimination in Cuba.”
  • “God calls for unity in Christ our Lord, to serve and bear witness to the Gospel. Since its foundation 78 years ago, the . . . [CIC] has shown its fidelity to this call. Our fidelity is only to Jesus Christ, our Lord. There is no other Lord, neither here in our beloved Homeland, nor outside it, to which we MUST serve and adore.”
  • “The . . . [CIC] reaffirms its commitment to continue working for the unity of the churches. Serving the people and the nation, seeking together and together the paths of peace, faith and hope, the dignity of the people and the care of Creation, that help us to build and live the signs of the Kingdom of God: equality and love for all and all in the midst of our beloved country.”

Personal Testimony [6]

As a member of Minneapolis’ Westminster Presbyterian Church, which for the last 17 years has had a partnership with a sister church in Cuba, I have been on three mission trips to the island to visit our partner and other churches and the office of the CIC. I also have welcomed Cuban visitors to our church in Minneapolis, have discussed other members’ trips to the island, have read widely about many aspects of Cuban-U.S. history and have written many blog posts criticizing hostile U.S. policies and actions against Cuba and encouraging reconciliation and normalization of relations. As a result I now have many Cuban-Presbyterian friends and can testify that these churches and members as well as the CIC enjoy many aspects of religious freedom and embrace a warm and loving Christian faith.

Therefore, it is totally illegitimate for the State Department virtually to ignore the faith and work of these churches and members and of the CIC. It also is illegitimate for the Department and others in the U.S. government implicitly to assume that some U.S. notions of religious freedom should apply to Cuba without considering the vast differences in economic circumstances. This especially is true with respect to building new church buildings. Like the U.S., construction permits are needed in Cuba for new buildings, religious and otherwise. That does not make such construction illegal, as is claimed in the previously mentioned State Department report. Moreover, the granting of such permits in Cuba is inhibited by limitations on the island’s financial resources.

Although I did not visit Cuba during the period of its close relationship with the Soviet Union, until 1992, it is true that Christians and other religious people were discriminated against. However, Cuba did not assassinate or disappear religious opponents of the regime as was done by the right-wing government of El Salvador in the 1980’s. On one of my trips to our partner church on the island, one of the members told me that she had not been brave enough to have been a Christian during those prior years. Another member told me that he had been in seminary with the pastor of our partner, but he had left the Cuban church in order to become a public school teacher. Now that he was retired, he again freely could attend church.

After the 1989 collapse of the Soviet Union, Cuba adopted a more conciliatory position towards religion and lessened its promotion of atheism. In November 1991 the Communist Party began to allow believers into its ranks, and in July 1992, the constitution was amended to remove the definition of Cuba as being a state based on Marxism–Leninism, and article 42 was added, which prohibited discrimination on the basis of religious belief. Another important change after the collapse of the Soviet Union and the increased acceptance of religion in Cuba, several Protestant pastors became members of the National Assembly, two of whom I have met: Rev. Sergio Arce, a Presbyterian-Reformed pastor, and Rev. Raúl Suarez, a Baptist pastor.[ii]

In 2004 the first Greek Orthodox Cathedral opened in Havana; shortly thereafter I visited the island and saw flags welcoming Greek Orthodox Archbishop Bartholomew to the city while my Presbyterian delegation delivered an icon to the new Cathedral from a Minneapolis’ Greek Orthodox Church. Four years later, in 2008, the first Russian Orthodox Church was opened in Havana during an official ceremony attended by then President Raúl Castro. Three Popes have visited the island: Pope John Paul II (1998), Pope Benedict XVI (2012) and Pope Francis (2015).[iii]

Nevertheless, it must be noted that upon the recent appointment of Monsignor Juan de la Caridad as the new Roman Catholic Archbishop of Havana, the Conference of Catholic Bishops of Cuba lamented that the Catholic Church on the island does not have schools, universities, newspapers, radio stations or welfare centers while less than 3% of the population attends Sunday Mass even though at least half confess being of that faith.[iv]

The recent State Department report on Cuban religious freedom also blindly accepts assertions by EchoCuba and Christian Solidarity Worldwide about alleged Cuban discrimination and persecution of various evangelical churches, especially when at least EchoCuba receives USAID funds. The U.S. government should not forget or ignore that the State Department and USAID over the years have helped finance so-called U.S. “democracy promotion” efforts on the island that in reality were efforts at “regime change.” As a result, it is reasonable for Cuba to exercise close surveillance of the activities of such organizations.

Conclusion [7]

As someone who strives to follow Jesus as a member of a Presbyterian Church, I am glad to see the U.S. emphasizing the importance of religious freedom around the world. However, given the upcoming 2020 U.S. presidential election and the support for Trump in the last election by many U.S. evangelical leaders and groups, one has to wonder whether current U.S. hostility towards Cuba and the Trump Administration programs like the new U.S. Commission on Unalienable Rights and the first two of promised annual Ministerials on International Religious Freedom are really designed to solidify that U.S. domestic political support for the re-election of Donald Trump.

U.S. Cuba Internet Task Force’s Final Report

On June 16, 2019, the U.S. Cuba Internet Task Force released its Final Report.[1] It identified what it saw as the following four key challenges to Cuban access to the Internet along with recommendations for expanding such access and the unregulated flow of information on the island.

The Final Report

“I. LIMITED INFRASTRUCTURE, HIGH PRICES, LOW SPEED, AND GOVERNMENT-REGULATED ACCESS”

“Cuba’s Internet penetration rates and speed lag behind regional averages, and access is extremely restricted due to limited infrastructure, high prices, low speed, and Cuban-government regulated access points.”

“Recommendations”

Construction of a new submarine cable: Support efforts to enable construction of new submarine cables, as appropriate.”

Support organic network growth: Some entrepreneurial Cubans have built local-area networks to connect devices at home and in their neighborhoods. These local networks have the potential to support economic growth in the emerging private sector. Increased exportation of U.S. networking tools to private consumers in Cuba could support the organic growth of local networks.” (Emphasis added.)

 U.S. exchange programs: Promote [U.S.] exchange programs that permit Cuban students and faculty, who specialize in technology and computer science, to learn from top U.S. scholars and practitioners about network developments and technology.” (Emphasis added.)

“II. HIGHLY AUTHORITARIAN GOVERNMENT, CENSORSHIP, AND SURVEILLANCE”

“Cuba’s one-party communist state severely restricts freedoms of the press, assembly, speech, and association, and initiatives to promote Internet freedom and increase Internet access on the island are viewed with suspicion.”

“The Cuban government has tightened surveillance and persecution of Cubans who acquire their own satellite Internet stations or create their own networks to expand Internet service with imported technology. Surveillance of ICT [Information and Technology firms] in Cuba is widespread, and dissident bloggers are subject to punishments ranging from fines to confiscation of equipment and detentions. Anonymity and encryption technologies are strictly prohibited, and web access points, such as Wi-Fi hotspots, cybercafés, and access centers are closely monitored. There are concerns that as Cuba acquires sophisticated technologies and increases Internet access, its surveillance and censorship tactics could potentially improve.”

“Recommendations”

Digital safety educationAll Cubans would benefit from educational initiatives that inform them how to keep their online activity and data secure. Support for educational and public awareness campaigns that introduce basic concepts on digital safety could help Cubans more effectively protect themselves from security threats online.”

 “Support Cubans’ unfettered access to the InternetSupport for initiatives that promote the free flow of information to, from, and within the island could make online media and private communication more readily available to the Cuban people amid government censorship of specific content.”

“III. UNLEASH THE POWER OF THE INTERNET: DIGITAL LITERACY”

“According to a June 2018 survey conducted by Freedom House, 80 percent of the 1,700 Cubans surveyed said they use the Internet mostly to communicate with friends and relatives and for entertainment. Very few said they used the Internet to exchange views on social and political issues, read about news and other developments, consume educational content, or to learn about topics of general interest (e.g. health, law, etc.). Increasing digital literacy in Cuba could transform the Internet in Cuba from a simple communication tool to a means through which Cubans can express social, economic, and political beliefs. Given the highly authoritarian political context, it is difficult to separate Internet freedom in Cuba from the broader quest for freedom of expression and human rights. Full access to free and unregulated information online will occur only if the Cuban government relaxes its tightly controlled grip on society and communications.”

“Recommendations”

ICT literacy: Collaborative educational initiatives hosted by academic institutions, foreign governments, and multilateral bodies could help expand ICT literacy in Cuba. The focus of such programs should be on using the Internet for education, civic engagement, community building, economic activity, and the free exchange of opinions.”

 Promote freedom of expressionSupport for independent stakeholders could help advance rights for all Cubans. That support could include the development of projects that train Internet users to produce compelling online content that encourages diverse perspectives on society, politics, and culture.” (Emphasis added.)

“IV. U.S. MARKET ENTRY”

“China dominates Cuba’s telecommunication sector and provides a challenge to U.S. firms looking to enter the sector. . . . [China] is able to offer robust financing packages to support its exports to Cubasomething the U.S. government is prohibited from doing and which presents a major obstacle for U.S. companies wishing to invest in ICT [information and technology firms] in Cuba.” (Emphasis added.)

U.S. companies informed the subcommittees they are often deterred from entering the market due to uncertainty caused by frequent changes to U.S. regulations concerning Cuba. Other [U.S.] companies have chosen not to offer key products and services, citing reasons ranging from regulatory ambiguity to banks’ reluctance to process payments originating in Cuba due to the U.S. embargo.” (Emphasis added.)

“Recommendations”

“Facilitate exports and servicesConsider expediting the review of National Security controlled encryption items, provided such treatment would be consistent with U.S. foreign policy and national security interests. In addition, review banking and financial regulations related to Cuba to ensure that Cubans can access paid applications and cloud-based technology.” (Emphasis added.)

Engage with U.S. private sectorThe U.S. Government could continue discussions with the U.S. private sector to clarify current regulations and seek feedback on how the regulations affect their ability to invest in ICT in Cuba.” (Emphasis added.)

Cuban Government’s Criticism of the Task Force

To date I have not found any Cuban comments about,  including criticism, of this Final Report. Therefore, here are previous criticisms upon the creation of the Task Force in January 2018.[2]

On January 31, 2018,  the Cuban Foreign Ministry sent a note protesting the U.S. recent creation of the Cuba Internet Task Force. It expressed Cuba’s “strong protest for the pretension of the US government to violate flagrant Cuban sovereignty, with respect to national competence to regulate the flow of information and the use of mass media, while rejecting the attempt to manipulate the Internet to carry out illegal programs for political purposes and subversion, as part of their actions aimed at altering or changing the constitutional order of the Republic of Cuba.”

This Task force has “the stated objective of promoting in Cuba the ‘free and unregulated flow of information.’ According to the announcement, this task force will ‘examine the technological challenges and opportunities to expand Internet access and independent media’ in Cuba.

Cuba again demands that the Government of the United States cease its subversive, interfering and illegal actions against Cuba, which undermine Cuban constitutional stability and order, and urges it to respect Cuban sovereignty, International Law and the purposes of and principles of the Charter of the United Nations.”

The “Cuban Foreign Ministry reiterates the determination of the Government of Cuba not to tolerate any type of subversive activity or interference in its internal affairs and, as a sovereign country, to continue defending itself and denouncing the interfering nature of this type of action.”

“Cuba will continue to regulate the flow of information as is its sovereign right and as is practice in all countries, including the United States. Cuba will also continue advancing in the computerization of its society, as part of the development of the country and in terms of the social justice objectives that characterize its Revolution.”

Other Cuban Criticism of the Task Force

Granma, the official newspaper of the Communist Party of Cuba, said, “In the past phrases like promoting ‘freedom of speech’ and ‘expanding access to the internet in Cuba’ have been used by Washington as a pretext for schemes to destabilize the country using new technologies.”

One of Granma’s journalists, Sergio Gómez, declared, “If the administration of President Donald Trump intends to use new technologies to impose changes in the internal order of Cuba, he chose very old roads that have already demonstrated their ineffectiveness, without mentioning the obvious fact that they violate the laws of the affected country, even those of the United States.” Moreover, the “terrain chosen for the new aggression, Internet, clearly demonstrates what the true objectives of Washington are when it demands ‘free access’  to the network in the countries that oppose it, while in its territory it maintains a tracking system and accumulation of data about what citizens do on the web.”

Gómez also asserted that the U.S. “shows a clear pattern of the use of social networks and the internet with objectives geopolitical and domination. All part of a doctrine of unconventional war designed to destabilize nations without the direct use of military forces, which has taken root after the failures in the conflicts in Iraq and Afghanistan.”

In another article, Gómez added details about Cuba’s expanded Internet access apparently to reject the implicit premise of the U.S. announcement that Cuba was continuing to suffer from lack of such access. Gomez said, “Cuba, by sovereign decision and to the extent of its economic possibilities, is increasing the access of its citizens to the network of networks. According to information provided by specialist Rosa Miriam Alizada, ‘2017 will be remembered as the boom in the expansion of access to the network in our country, with 40% of Cubans connected to the Internet, 37% more than in 2010, and for the naturalization of the internet connection in urban spaces from one end of the island to the other.’”

Gomez also said, “Although the State Department tries to camouflage its . . . [Task Force] as a philanthropic project to improve access to the network of networks in . . .  [Cuba], the list of participants in . . . [its] first meeting . . . betrays its true intentions.”

  • One participant, the Office of Cuba Broadcasting, “is the umbrella of Radio and TV Martí, two relics of the Cold War designed to issue enemy propaganda and carry out psychological operations against Cuba. Millions of dollars of American taxpayers have been wasted in the failed projects of this organization, [which has been] subjected to several audits for corruption scandals and embezzlement.”
  • Another participant, U.S. Agency for International Development (USAID), ”is the public arm of the CIA and financier of subversive projects against Cuba such as ZunZuneo and Commotion, whose disclosure by the press was a shame for the US authorities due to its ineffectiveness and violation of international laws.”

Gomez and co-author Iramsy Peraza Forte added that “the U.S. has been using communications technologies to attack Cuba ever since the age of shortwave radios and the emergence of television.” Indeed, “From psychological warfare propagated by the mass media to unconventional warfare, which has been adapted to the internet age, Cuba has been a test site for U.S. schemes designed to overthrow governments which do not respond to its interests.”

Another Cuban journalist with a Doctorate in Political Science from the University of Havana, Randy Alfonso Falcón, reported this was not the first time the U.S. had attempted to use the Internet regarding Cuba. On February 14, 2006, then Secretary of State Condoleezza Rice created the Global Internet Freedom Task Force for “maximizing freedom of expression and free flow of information and ideas, especially in Cuba, Iran and China.

Therefore, Falcón believes, “In the face of US action In the Cuban digital public space, our response cannot be merely defensive. We must look forward with a scientifically based vision that mobilizes responses and alternatives from Cuba to the extraordinary ideological and cultural confrontation that arises. Take by assault, from the knowledge, the tools of the new colonizers, build ours and endow them with symbols and emancipating essences.”

The day before the Task force’s inaugural meeting, Reuters reported from Havana that there are now “a handful of web-based news outlets in recent years in Cuba in the wake of the expansion of internet and broader social and economic freedoms. . . .These new outlets have been tolerated as long as they are not ‘counter-revolutionary’ and “have been chipping away at a half-century state monopoly, offering independent reporting and winning prestigious journalism prizes.”

Moreover, several representatives of these independent media, according to Reuters, have expressed opposition to the Task Force.

U.S. Criticism of This Task Force

The creation of the Task Force was criticized by Michael Bustamante, an assistant professor of Latin American history at Florida International University. He said, “By casting the issue of internet access in an explicitly political frame, it will only create greater obstacles for those U.S. telecom companies that have made inroads toward partnerships with the Cuban side. Measures like these strengthen the hand of those in Cuba for whom the prospect (and reality) of external meddling justifies maximum caution with respect to internal reform.”

Cuba expert Ted Henken at Baruch College in New York, said, “”The solution proposed by the Trump administration is perhaps even worse than the disease. It will likely empower not the independent media or citizens but only the Cuban government to more easily justify the unjustifiable – more control and repression of independent media and unmediated access to information.”

Alan Gross, the previously mentioned U.S. citizen who was arrested, convicted and imprisoned in Cuba for illegally bringing communications equipment to the island, has objected to the Task Force.  “My first response was ‘Are you kidding me?’ We are supposed to learn from our mistakes. I learned the hard way that it’s illegal to distribute anything in Cuba that’s funded in full or part by the U.S. government. Until the government of Cuba wants the kind of assistance United States is capable of providing, the United States shouldn’t be doing stuff there.”

Conclusion

The Task Force, from its creation to its Final Report, is based upon the false and illegal premise that the U.S. unilaterally may and should decide what Internet services Cuba or any other country should have and then take unilateral steps to provide those services and equipment. Instead the U.S. should politely ask Cuba or any other country whether there was any way the U.S. could assist in improving their Internet service.

In addition, the Cubans correctly point out that the U.S. through USAID and other means previously has attempted to change Cuban policies about free access to information with the U.S. intent of changing Cuba policies and even its political and economic system. Cuba has a right to be sceptical and hostile to any recommendations by this Task Force.

The Final Report also makes clear that a significant motivation of the Task Force was to improve U.S. private firms’ access to the Cuban market for Internet products and services, which is a legitimate U.S. interest. The Final Report also correctly, but somewhat surprisingly, points out that the U.S. embargo and changing policies about Cuba make that access more difficult. Therefore, the Task Force should have gone further and called for the end to the U.S. embargo of the island and other acts of hostility towards Cuba.

U.S. House Hearing on U.S. Policy Towards Cuba  

On September 6, the U.S. House Foreign Affairs Committee’s Western Hemisphere Subcommittee held a hearing on U.S. policy on Cuba.[1]

The subcommittee heard from the  following five witnesses, the first four of whom were from the  State Department and the last (Mr. Mazanec) from the U.S. Government Accountability Office: (1) Kenneth H. Merten, Acting Principal Deputy Assistant Secretary, Bureau of Western Hemisphere Affairs; (2) Peter Bodde, Coordinator, Health Incidents Response Task Force; (3) Charles Rosenfarb, M.D., Medical Director, Bureau of Medical Services; (4) Todd Brown, Assistant Director for Countermeasures, Bureau of Diplomatic Security; and (5) Brian M. Mazanec, Ph. D.

Since the audio recording of the hearing is virtually impossible to hear, the following are the highlights of the prepared and printed statements of two of the witnesses and the brief comments from the Washington Post article.

Acting Principal Deputy Assistant Secretary Merten

Human Rights. The Department continues to monitor “human rights developments in Cuba and actively engages with members of Cuban civil society. . . . The Department and USAID also continue to administer U.S. government funded programs to promote democracy and support the critical work of human rights defenders on the island. . . . we regularly speak out against the regime for repression and abuse and raise these concerns directly with the Cuban government.

Cuban Economy. The State Department’s “Cuba Restricted List . . . identifies entities and subentities with which direct financial transactions would disproportionately benefit Cuban military, intelligence, or security services or personnel at the expense of the Cuban people or private enterprise. . . . [It seeks to ] redirect economic activity that once supported the Cuban military toward the Cuban private sector and Cuban people.”

The Department’s Cuba Internet Task force. It is charged to “develop recommendations on 1) the role of media and unregulated flow of information to Cuba and 2) expanding internet access in Cuba” and is scheduled to complete its work by June 2019.

Promoting Stability and Prosperity. The Department has “1) reviewed democracy programs in Cuba to ensure they align with the criteria set forth in the LIBERTAD Act; 2) provided a report to the President detailing the Cuban regime’s human rights abuses against the Cuban people and its lack of progress towards a “transition government” as described in the LIBERTAD Act; 3) provided a report to the President on bilateral engagement with Cuba to ensure it advances U.S. interests; 4) took a stand at the UN against Cuban anti-embargo propaganda; and 5) continues to work with the Department of Homeland Security to discourage dangerous, unlawful migration that puts Cuban and American lives at risk.”

“Health Attacks” on U.S. Personnel.  Merten reminded the subcommittee that “the Department first became aware of these health complaints and an increase in Cuban harassment in late December 2016, [bit] it was not until months later, after highly specialized medical testing was performed and analyzed by experts, that we began to understand the spectrum of severity and confirm the extent of the health effects. That confirmation indicated that these incidents went beyond routine harassment previously experienced by U.S. diplomats in Havana.”

He then stressed that  the “Department does not currently know the mechanism for the cause of the injuries, the motive behind these attacks in Cuba, when they actually commenced, or who is responsible.” (Emphasis added.)

He also emphasized that the U.S. Government was committed to long-term support for the affected personnel.

He mentioned that Secretary of State Pompeo has established an Accountability Review Board that had submitted its report on June 7 and that the Secretary has accepted all of its recommendations.

 Dr. Rosenfarb

“We’re seeing a unique syndrome. I can’t even call it a syndrome. It’s a unique constellation of symptoms and findings, but with no obvious cause,” testified Dr. Rosenfarb.

 Dr. Mazane

His prepared statement summarized the GAO’s July 30, 2018 report (released on September 6) that reviewed the State Department’s management of these health incidents and made recommendations for improvements in same.

Conclusion

 This blog previously has criticized the U.S. so-called democracy promotion activities in Cuba and the U.S. Cuba Internet Task Force because they are unilateral attempts to impose U.S. values on Cuba. Instead, this blog has advocated for the U.S. attempting to develop such programs with the cooperation of the Cuban government. This blog also has also called for the U.S. to ends its embargo of Cuba.[2]

A future post will discuss the latest developments regarding U.S. diplomats who have had medical problems arising from their being stationed in Havana.

U.S. Programs Purportedly Supporting Democracy and Human Rights in Cuba

The U.S. Senate Appropriations Committee has just approved a bill for Fiscal 2019 (2018-2019) that includes funding for purported democracy promotion in Cuba, which will be discussed after looking at the latest U.S. Department of State’s annual report on such programs for May 2016-May 2017.

Programs for 2016-2017[a]

Democratic Institutions and Civil Society

“U.S. support enables local organizations to further their countries’ own democratic development, as well as in areas such as disaster relief, social services, and capacity building opportunities. U.S. support also enables civil society organizations to drive innovations and develop new ideas and approaches to solve social, economic, and political problems. Additionally, through support from the U.S. government, civil society actors develop their capacity to advocate to leaders to promote human rights and foster democratic institutions. [13]”

“These programs strengthen the ability of civil society organizations to influence governments on behalf of citizens, increase accountability, advocate for political reform, and promote tolerance. Our assistance supports organizations that work on issues such as freedoms of peaceful assembly and association, religious freedom, advancing the status of women and girls, democratic governance and political participation, the prevention of human trafficking and gender-based violence (GBV), rule of law, and protection of local independent media. [14]”

Elections and the Political Process

“The United States conducts and supports programming to promote and protect independent media coverage of elections, improve political party organization and elections legislation, and implement legislation to provide access to official information and protect freedom of peaceful assembly, including within the context of elections and political processes. [19]”

“The United States supports free and independent media reporting to increase understanding of election processes. [21]”

Labor rights, Economic Opportunity, and Inclusive Growth

The United States works with the International Labor Organization, the International Finance Corporation, other international organizations, and a range of civil society partners to support worker rights and well-regulated labor markets. [23]”

Independent Media, Press Freedom, and Internet Freedom

The U.S. works “to address [Gender-Based Violence] GBV that occurs online. U.S. projects further the professionalization of women in journalism, coverage of gender issues, and women’s voices in the media. In closed societies, U.S.-supported broadcast programming provides the public with alternative sources of news. We support access to an open and secure internet as well as training programs that increase citizen access to information,[31] including through U.S.-funded resource centers.[32]

Some of these programs for Cuba are carried out by the U.S. Agency for International Development (USAID) directly or more frequently through private-compnay contractors. As of July 31, 2017, USAID stated the following about Cuba:[b]

  • “USAID provides on-going humanitarian assistance to political prisoners and their families, and politically marginalized individuals to alleviate the hardships suffered because of their political beliefs or efforts to exercise their fundamental freedoms. Since the program’s inception, USAID has provided nutritional food items, vitamins, over-the-counter medicines, and toiletries to thousands of Cuban families, providing an invaluable lifeline to improve their physical and psychological well-being.”
  • “USAID supports broad-based development activities by providing technical and material assistance to organize, train, and energize small groups of people within their communities. These efforts empower Cuban citizens to work together in an independent manner and reduce their dependence on the state. USAID also provides trainings on documenting human rights abuses according to international standards and raises awareness of such abuses within Cuba and around the world.”
  • “USAID has provided basic news and information about issues relevant to Cubans from inside Cuba and around the world. USAID programs have disseminated books, magazines, newspapers, and pamphlets to broad segments of the population. USAID also helped train hundreds of journalists over the last decade whose work has appeared in major international news outlets.”
  • “USAID programs reflect the principles enshrined in the United Nations Convention on Human Rights(link is external)and Inter-American Democratic Charter(link is external), such as freedom of assembly, freedom of speech, and freedom of religion.”

“USAID’s FY2015 budget for our programs in Cuba is $6.25 million.

Programs for 2018-2019[c]

For Fiscal 2018-2019, the U.S. Senate Appropriations Committee has just approved the FY2019 State, Foreign Operations and Related Programs  Appropriations Bill.

It included the following funding specially designated for Cuba: democracy programs and civil society, $15 million and Office of Cuba Broadcasting, $29 million. Other approved general spending under the heading “Democracy Funding/Promotion” conceivably could relate, in part, to Cuba: National Endowment for Democracy, $170 million; internet freedom programs, $13.8 million, and “rapid response funding to surge internet freedom programs in closed societies if political events in-country merit it, $2.5 million.”

Conclusion

Having U.S. programs to promote democracy in other countries sounds like a great idea, and maybe some of them are if they are bilateral programs with the consent and approval of the other countries.

But such past programs for Cuba have not been done with the consent and approval of the Cuban government. As a result, such programs have produced the opposite result: Cuban suspicion and resistance to individuals and groups that argue for increased democracy on the island.

Therefore, U.S. friends of Cuba should try to find out more about these future programs and support those, if any, that are for bilateral cooperation and oppose those, if any, that do not involve cooperation with Cuban authorities.

Cuban Ladies in White Win Cato Institute’s Milton Friedman Prize

At a May 17 New York City gala dinner, the Cato Institute awarded its $250,000 Milton Friedman Prize for Advancing Liberty to Cuba’s Ladies in White.[1] This award, the political reaction to the award, Cato’s other positions on Cuba and Cato’s background raise interesting issues as discussed below.

The Award

The Institute’s announcement of this prize said the following:

  • “The Ladies in White (Damas de Blanco) have a simple message: The political prisoners of Cuba are our sons, our brothers, and our husbands. They must not be forgotten.”
  • “Every Sunday, the Ladies in White gather, or attempt to gather, for Mass at Saint Rita de Casia Church in Havana, followed by a procession down Fifth Avenue. They wear white to symbolize the peaceful nature of their protest, and each wears a photograph of a loved one who is in prison. For this the authorities have constantly harassed them and organized mob violence against them.”
  • “The movement began on March 18, 2003, when journalist Héctor Maseda Gutiérrez was arrested in his home in Havana and sentenced to 20 years in prison for criticizing the regime of Fidel Castro. His case drew worldwide attention, with Amnesty International calling him a prisoner of conscience and demanding his release. Around 75 others were arrested at the same time, in an incident that has been called the Black Spring. All have since left prison, though not unconditionally, with the majority having had to leave Cuba. Since that time, sporadic arrests of journalists, lawyers, and other intellectuals have continued in Cuba, belying the myth that with normalized relations, Cuba’s human rights record would improve. If anything, it has deteriorated.”
  • “Two weeks after Maseda was arrested, his wife Laura Pollán Toledo brought together a group of wives, mothers, sisters, and daughters of the imprisoned to pray for their loved ones. They have continued to gather each Sunday, and the movement has since spread to other churches throughout Cuba. Although they are not a political party and do not have an overtly political program, they seek freedom of expression for all and the release of prisoners of conscience in Cuba. In recognition of their courage, the Ladies in White were the 2005 recipients of the Sakharov Prize for Freedom of Thought, awarded by the European Parliament. The Cuban government prohibited them from attending the award ceremony in Strasbourg, France.”
  • “In 2015 Berta Soler, one of the leaders of the group, told the U.S. Senate, “Our aspirations are legitimate…. Our demands are quite concrete: freedom for political prisoners, recognition of civil society, the elimination of all criminal dispositions that penalize freedom of expression and association and the right of the Cuban people to choose their future through free, multiparty elections. We believe these demands are just and valid. Even more importantly, for us they represent the most concrete exercise of politics, a step in the direction of democratic coexistence. Cuba will change when the laws that enable and protect the criminal behavior of the forces of repression and corrupt elements that sustain the regime change.”
  • “As the first step, the Ladies in White demand the release of all political prisoners. The outlook for many of the prisoners is grim; prison conditions are deplorable, visits are rare, and even their mail is intercepted by the authorities. And the Ladies themselves have faced increasing police harassment and arrest in recent years, as the Cuban government tries to hide-but not correct-its habit of quashing dissent. Laura Pollán died in 2011 under gravely suspicious circumstances. But the movement she founded continues: The Ladies in White will meet, pray, and bear witness every Sunday until Cuba’s political prisoners are freed.”

The keynote speaker at the gala dinner was Brazilian Judge, Sergio Moro, who become a household name in his country thanks to Operation Car Wash, the massive scandal in which he has sent some of Brazil’s most powerful politicians and business elite to jail for corruption.

U.S. Political Reaction to the Award[2]

Just before Cato’s dinner, U.S. Ambassador Nikki Haley met with representatives of Cuba’s Ladies in White at the U.N. and with a photo tweeted, “Congratulations to the Ladies in White for your Milton Friedman award for advancing liberty. The US stands behind you in your fight against the Cuban government for the rights of its people.” Here is that photo of Ambassador Haley with members of the group.

The prior day four U.S. Senators– Marco Rubio (Rep., FL), Bill Nelson (Dem., FL), Bob Menendez (Dem., NJ) and Ted Cruz (Rep., TX)– introduced a resolution congratulating the Ladies in White on receiving the prestigious award, expressing solidarity with the democratic aspirations of the Cuban people and calling on the Cuban regime to allow members of Las Damas de Blanco to travel freely both domestically and internationally. The press release continued, “the dissident group, which routinely faces brutal beatings and imprisonment from the Cuban regime, peacefully gathers and marches in white clothes every Sunday in Havana carrying a picture of their loved ones in one hand and a white gladiolus in the other.”

Subsequent Incidents Involving the Ladies in White[3]

On Sunday, May 20, the Ladies in White who were on the street were arrested and soon thereafter released except for Marieta Martinez. And the next Tuesday, May 22, their leader, Berta Soler, was arrested outside the group’s Havana headquarters.  Another member, Cecilia Guerra, was also arrested outside the headquarters and immediately released. In addition, two others, Maria Carolina Labrada and Deysi Artiless,  were arrested at their homes.

Cato Institute’s Other Positions on Cuba[4]

Cato Institute’s Handbook for Policymakers, 8th Edition (2017), surprisingly for this reader, recommended repeal of two key statutes authorizing the embargo– the Helms-Burton Law of 1996 and the Torricelli Act of 1992–and ending “all remaining sanctions that prevent U.S. companies from trading and investing in Cuba.” This, it said, would leave the Cold War in the past, and eliminate unintended consequences of a flawed policy. In short, it said, “U.S. policy toward Cuba should focus on national security interests, not on transforming Cuban society or micromanaging the affairs of a transitional government.”

These positions were reiterated in a June 2017 article by a Cato senior fellow, just after President Trump in his Miami speech announced cutbacks in policies for U.S. travel to the island. The article asserted, “The presidential campaign is over. President Trump should do what is best for both the American and Cuban people, and end economic restrictions on the island. Freedom eventually will come to Cuba. Flooding the island with foreign people and money would make that day arrive sooner.”

Cato Institute Background[5]

The Cato Institute describes itself as “a public policy research organization — a think tank — dedicated to the principles of individual liberty, limited government, free markets and peace. Its scholars and analysts conduct independent, nonpartisan research on a wide range of policy issues. It accepts no government funding. Instead, it receives approximately 80 percent of its funding through tax-deductible contributions from individuals, foundations, corporations, and the sale of books and publications.”

Founded in 1974 in Wichita, Kansas as the Charles Koch Foundation by Charles Koch, who is one of the wealthiest persons in the world and who with his brother David runs Koch Industries that supports many so-called conservative causes. In 1976 the Foundation moved to Washington, D.C. and adopted its current name in recognition of Cato’s Letters, a series of essays published in 18th- century England that presented a vision of society free from excessive government power. Cato says “those essays inspired the architects of the American Revolution. And the simple, timeless principles of that revolution — individual liberty, limited government, and free markets — turn out to be even more powerful in today’s world of global markets and unprecedented access to information than Jefferson or Madison could have imagined. Social and economic freedom is not just the best policy for a free people, it is the indispensable framework for the future.”

 Conclusion

The preceding account of the history of the Ladies in White tells an impressive story of alleged Cuban suppression of dissent, free speech and assembly and freedom of religion. The Cuban government, however, disagrees and is believed to assert that these women are not religious activists and dissenters, but trouble-makers for hire by the CIA or U.S. Agency for International Development or private groups in the U.S.

Which account is true? We need to hear more from the Cubans and U.S. journalists or private investigators who have investigated the activities of the Ladies in White.

The creation of the Cato Institute (f/k/a Charles Koch Foundation) by Charles Koch and the changing of its name perhaps to conceal or minimize its Koch origins raise questions about its objectivity and fairness.

Cato’s 19-member Board has 17 white, very successful and wealthy men and two white women who apparently are married to very successful and wealthy white men. This too raises questions about the board’s objectivity and fairness.

Objections to the U.S.’ Cuba Internet Task Force

The original post about the U.S. establishment of the Cuba Internet Task Force (CITF) set forth the objections from Granma, the official newspaper of the Communist Party of Cuba, and two Cuban journalists (Sergio Gomez and Randy Alfonso Falcón) and another post focused on the Cuban Government’s objections to the CITF.

Now other objections have been registered by Cuban and other sources

Cuban Objections

Cuban objections came from representatives of its independent media and more from journalists Sergio Gomez and Randy Alonso Falcon.

Cuban Independent Media [1]

The day before the CITF’s inaugural meeting, Reuters reported from Havana that there are now “a handful of web-based news outlets in recent years in Cuba in the wake of the expansion of internet and broader social and economic freedoms. . . .These new outlets have been tolerated as long as they are not ‘counter-revolutionary’” and “have been chipping away at a half-century state monopoly, offering independent reporting and winning prestigious journalism prizes.”

Several representatives of these independent media, according to Reuters, have expressed opposition to the CITF.

Elaine Díaz, 32, in 2015 founded Periodismo de Barrio which focuses on the environment. She said, “We are not just talking about something that heightens tension in the country’s political situation but . . . [the CITF] could also damage the credibility of the independent media.” She added that “her outlet would refuse any money that the Trump program might award because in Cuba, people who receive aid from the U.S. government are branded mercenaries. These media are called independent, and that means independent of Cuban authorities as well as any other government.”

José Jasán Nieves, 30, director of El Toque, an online platform that focuses on entrepreneurship and citizenship, offered this comment. The CITF was “damaging us by giving arguments to [Cubans opposed to the independent media] … who are trying to link us to the enemy to minimize our presence in Cuban society.” Trump’s new policies were damaging the normalization of relations initiated by the Obama Administration.

Miguel Alejandro Hayes, 22, who writes for the outlet La Joven Cuba (The Young Cuba), said, “Trump’s policy is aimed at destruction: toppling the Cuban government. We don’t agree with that,” as elaborated in its open letter complaining to the State Department.

Sergio Gomez [2]

Gomez provides two additional comments.

In the first he says, “Although the State Department tries to camouflage its . . . [CITF] as a philanthropic project to improve access to the network of networks in . . .  [Cuba], the list of participants in the first [CITF] meeting . . . betrays its true intentions.”

One participant, the Office of Cuba Broadcasting, “is the umbrella of Radio and TV Martí, two relics of the Cold War designed to issue enemy propaganda and carry out psychological operations against Cuba. Millions of dollars of American taxpayers have been wasted in the failed projects of this organization, [which has been] subjected to several audits for corruption scandals and embezzlement.”

Another participant, U.S. Agency for International Development (USAID), ”is the public arm of the CIA and financier of subversive projects against Cuba such as ZunZuneo and Commotion, whose disclosure by the press was a shame for the US authorities due to its ineffectiveness and violation of international laws.”

“If we take into account the history of those who make up . . .  [CITF], nothing good can be expected.”

The second offering from Gomez with Iramsy Peraza Forte as co-author states that “the U.S. has been using communications technologies to attack Cuba ever since the age of shortwave radios and the emergence of television.” Indeed, “From psychological warfare propagated by the mass media to unconventional warfare, which has been adapted to the internet age, Cuba has been a test site for U.S. schemes designed to overthrow governments which do not respond to its interests.”

They then provide a list starting from March 17, 1960, of 14 U.S. schemes  to do just that in Cuba before the CITF. Here are the ones specifically involving the Internet:

  • In 2004, the “Commission for Assistance to a Free Cuba . . .is created . . . to identify additional ways to hasten an overthrow of the ‘Cuban regime.’” It proposes  to ‘encourage willing third-country governments to create public access Internet facilities in their missions in Cuba” and to expand “‘the distribution of information and facilitate pro-democracy activities,” and “‘greater access to these types of equipment’ in order to do so.”
  • In 2006 the “Cuba Fund for a Democratic Future was created, providing 24 million USD worth of funding for anti-Cuban propaganda, including online initiatives.”
  • In February 2006 the State Department  “creates the Global Internet Freedom Task Force, specifically aimed at ‘maximizing freedom of expression and free flow of information and ideas’ in China, Iran and Cuba.”
  • In December 2009 “U.S. citizen Alan Phillip Gross [is] arrested [in Cuba] for bringing illegal communication devices into Cuba as part of a USAID program. In March 2011 Gross was [convicted and sentenced by a Cuban court for violating Cuban law] to 15 years imprisonment.” On December 17, 2014, Gross was released from prison and returned to the U.S. “following the announcement of a process of rapprochement between the two countries.”
  • In March 2011 Cuban officials discovered and stopped the U.S. “Operation Surf,” which “consisted of smuggling equipment and software into the country to install illegal antennas to access the internet.”
  • In April 2014 USAID financed the launch of ZunZuneo, which “was designed as a messaging network similar to Twitter through which thousands of Cubans [eventually] would receive “political content aimed at inspiring Cubans to organize mass demonstrations akin to ‘smart mobs’ to destabilize the country.”
  • Also in April 2014 the U.S. “Office of Cuba Broadcasting (OCB) which oversees Radio and TV Martí, launched a service similar to ZunZuneo.”
  • In September 2016 OCB “organized the ‘ . . . [for] independent” journalists from the island and digital innovators and activists who support the use of new technologies to bring about a regime change in Cuba.”

Randy Alonso Falcon [3]

In CubaDebate, Randy Alonso Falcon attacked the CITF premise that Cuba has subnormal access to the internet and information. He asserts, “there are more than 4 million Cubans who access the internet services through various means, among them tens of thousands of students, professors, health workers, journalists, scientists and other workers who receive free connectivity by virtue of their professional needs.”

Moreover, according to Falcon, “Cuba was the fastest growing country in social networks last year, according to the  Digital in 2017 Global Overview report . [It] highlights the growth of new users in the networks-with more than 2.7 million new users and 365% increase over the previous year-and the use of mobile phones to access social networks had 2.6 million new users and an increase of 385%.” Falcon also provides graphics to emphasize the rapid growth in Cuban access to the internet.

“Much remains to us to advance in the utilization of the new technologies, and especially in his better [means] to attain productivity and economic efficiency; but it will not be with Trump’s interventionist and subversive plans that we will achieve it. Political disposition, created talent, unity of action, culture and knowledge, will be our best weapons in that sovereign walk along the roads of the Internet. Without fear, with amplitude, with better contents and greater connectivity, but without naiveties.”

Other Objections [4]

Alan Gross, the previously mentioned U.S. citizen who was arrested, convicted and imprisoned in Cuba for illegally bringing communications equipment to the island, has objected to the CITF.  “My first response was ‘Are you kidding me?’ We are supposed to learn from our mistakes. I learned the hard way that it’s illegal to distribute anything in Cuba that’s funded in full or part by the U.S. government. Until the government of Cuba wants the kind of assistance United States is capable of providing, the United States shouldn’t be doing stuff there.” 

Cuba expert Ted Henken at Baruch College in New York, author of Freedom House’s annual report on Cuba, said, “”The solution proposed by the Trump administration is perhaps even worse than the disease. It will likely empower not the independent media or citizens but only the Cuban government to more easily justify the unjustifiable – more control and repression of independent media and unmediated access to information.”

Conclusion

The CITF is based upon the false and illegal premise that the U.S. unilaterally may and should decide what Internet services Cuba or any other country should have and then take unilateral steps to provide those services and equipment. Instead the U.S. should politely ask Cuba or any other country whether there was any way the U.S. could assist in improving their Internet service.

Recent History of United States-Morocco Relations

On March 7, 1956, immediately after France’s recognition of Morocco’s independence, the United States did likewise with a statement of congratulations to Morocco, and later that same year Cavendish Cannon presented his credentials as the first post-independence U.S. ambassador to the country[1]

Since then, the two countries have had an increasingly close relationship. “The two countries share common concerns and consult closely on regional security and sustainable development. Morocco is a strong partner in counterterrorism efforts, and it works closely with U.S. law enforcement to safeguard both countries’ national security interests.”[2]

Counterterrorism Cooperation

As noted in an earlier post, Morocco participates in various multilateral counterterrorism efforts.

According to the U.S. State Department, “U.S. assistance to Morocco enhances the [latter’s] . . . capacity to promote security and prevent acts of terrorism, while addressing core drivers of instability and violent extremism, such as political and social marginalization, especially of youth. Our support has positive impact beyond Morocco’s borders in both the Middle East and Africa, bolstering Morocco’s emergence as a major partner for regional stabilization efforts and participation in the U.S.-led anti-Islamic State of Iraq and the Levant (ISIL) coalition and stabilization efforts in Libya, further contributing to U.S. security.”

Under the August 2014 “U.S.-Morocco Framework for Cooperation on Training for Civilian Security Services, [the U. S. provides] Anti-Terrorism Assistance funds [to] support the goal of developing Moroccan expertise in the areas of crisis management, border security, and terrorism investigations to strengthen regional counterterrorism capabilities and to deny space to terrorists and terrorist networks. The Framework outlines steps to identify and further develop a cadre of Moroccan training experts, jointly train civilian security and counterterrorism forces in partner countries in the greater Maghreb and Sahel regions, and measure the effectiveness of these trainings.”

The U.S. “International Military Education and Training (IMET)-funded Professional Military Education assists Morocco’s military force structure to become more similar to that of the [U.S.], which aids to further develop the interoperability required to meet shared counter-terror and counter-illicit-trafficking objectives. IMET also funds the installation of English language labs, significantly increasing Moroccan capacity and joint U.S.-Morocco efforts via a common operational language. The Moroccan military used Foreign Military Financing to bolster its air force, which conducts much of Morocco’s intelligence, surveillance, and reconnaissance in support of counter-terrorism efforts.”

The U.S. “Export Control and Related Border Security (EXBS) Program is focused on facilitating the creation, adoption, and implementation of appropriate laws and regulations that comply with [a U.N. Security Council resolution obligating] member States ‘to adopt legislation to prevent the proliferation of nuclear, chemical and biological weapons, and their means of delivery, and establish appropriate domestic controls over related materials to prevent their illicit trafficking.’ In addition, EXBS provides considerable training assistance to Moroccan law enforcement and border security officials as well as equipment, such as mobile cargo scanners, for [the] Tanger-Med Port.”

Morocco’s Criminal Justice Reform Agenda

The U.S. “Bureau of International Narcotics and Law Enforcement Affairs partners with [Morocco’s] . . . national police, the penitentiary administration and the judiciary to support Morocco’s reform agenda in the criminal justice sector. The corrections program is focused on prison management practices through training and technical assistance. The police program is focused on strengthening police capacity and professionalization. The justice sector programming supports the reforms called for in the 2013 Judicial Reform Charter.”

Morocco’s Peaceful Reform Agenda

The U.S. Agency for International Development (USAID) “is working with Morocco to advance the country’s initiatives for implementing its peaceful reform agenda: USAID is enhancing the employability of Morocco’s large youth population through a model career development system and by supporting civil society initiatives that address the needs of marginalized youth susceptible to extremist recruitment. . . . USAID also improves learning outcomes in the early grades of primary schools, thus decreasing the likelihood of future dropouts. Lastly, USAID works to expand citizen participation in governance and political party engagement with citizens at the local level through more open structures and improved ability of political parties to implement policies that reflect citizens’ needs.”

Cooperation on Other Civil Matters

The November 2015 U.S. Millennium Challenge Corporation-Morocco compact provides U.S. aid “for two [Moroccan] priorities: education and land productivity. The $220 million education for employability project will work to increase access to higher-quality secondary education and workforce development programs. The $170.5 million land productivity project will assist [Morocco’s development of] . . . a sector-wide land governance strategy to help remove institutional blocks to privatization and will also work with [Morocco] . . . to increase land productivity through investments in rural and industrial land.”

The U.S. “Middle East Partnership Initiative (MEPI) program supports direct engagement with Moroccan civil society through Washington-issued grants, local grants to Moroccan civil society organizations (CSO), and exchange programs for Moroccan citizens. MEPI has been active in Morocco and the region for over a decade and has a long history of building civil society capacity, while also enabling CSO partners to support women’s empowerment, youth leadership and volunteerism, increased civic engagement, entrepreneurship, skills training, and small business development.”

U.S.-Morocco Free Trade Agreement

“In 2006, the U.S. and Morocco entered into a free-trade agreement (FTA). “Since its entry into force, Moroccan exports to the [U.S.] have more than doubled, and U.S. exports to Morocco have more than tripled. From 2005 to 2015, the total value of Moroccan goods exported to the [U.S.] increased from $445.8 million to $1 billion, and U.S. exports to Morocco have increased from $480 million to $1.6 billion. The FTA has paved the way for increased foreign direct investment [in Morocco] by helping to improve Morocco’s business climate, harmonize standards, and create legal guarantees for investors. While Morocco has made significant improvements in its business environment, foreign companies still encounter issues related to sluggish bureaucracy and lack of judicial expediency.”

Conclusion

Concluding this summary, the U.S. State Department states, “Morocco is a moderate Arab state that maintains close relations with Europe and the [U.S.]. It is a member of the [U.N., the African Union,] the Arab League, Arab Maghreb Union, Organization of Islamic Cooperation (OIC), the Non-Aligned Movement, and the Community of Sahel-Saharan States. King Mohammed VI is the chairman of the [OIC’s] Al-Quds [Jerusalem] Committee.”
